UNCLASSIFIED // FOUO // ACQUISITION SENSITIVE

PD AHRS PMSS PWS August 2018

UNCLASSIFIED // FOUO // ACQUISITION SENSITIVE

1. INTRODUCTION: This Performance Work Statement (PWS) describes the performance-based, Program Management Support Services (PMSS) required by Program Executive Office Enterprise Information Systems (PEO EIS), Product Director Army Human Resource Systems (PD AHRS). These requirements pertain to the AHRS portfolio, which includes a diverse suite of programs both in sustainment and development. It identifies the technical, acquisition, programmatic, and functional support required across numerous task areas to achieve mission and target outcomes within the AHRS portfolio.

2. BACKGROUND: The AHRS portfolio consists of two programs in development and sustainment phases, the Accessions Information Environment (AIE) and the Commander’s Risk Reduction Dashboard (CRRD); and multiple programs in sustainment (e.g., Electronic Military Personnel Office (eMILPO), Installation Support Modules (ISM), Deployed Theater Accountability System (DTAS) / Tactical Personnel System (TPS) and Range Facility Management Support System (RFMSS).

2.1. Accessions Information Environment

The US Army Training and Doctrine Command (TRADOC) has defined the requirement for an Accessions Information Environment (AIE) that implements enterprise wide business practices and modern technology to support the Army’s Accessions Enterprise.

The Army Accessions Enterprise is data-driven, analytics-enabled, Soldier workforce-centric, and customer-focused. It provides the Army’s strength through its four (4) missions: (1) enlist Soldiers, (2) commission Officers, (3) fulfill In-Service requirements, and (4) support and sustain. The enterprise serves the Army well, but requires modernization, and rejuvenation to meet emerging requirements and ensure continued success. Therefore, the AIE will be built on a foundation of data, information technology architectures and standards, infrastructure, and analytical tools to achieve a modern end-state using configurable, commercial off the shelf (COTS) software. The envisioned end-state is a net-centric enterprise solution characterized by standardized architecture and data formats; maximized authoritative data discovery and sharing; fully integrated capabilities; intuitive ability to access, visualize, assess, and understand data; integrated and automated business processes; and single source data entry.

AIE users, which primarily include the United States Army Recruiting Command (USAREC), United States Army Cadet Command (USACC), Army National Guard (ARNG), and United States Army Reserve Component (USARC), must examine and reengineer its business processes and fully assess enterprise capabilities while conducting organizational change management, supporting enterprise capability implementation (e.g., development, testing), and planning, managing, and performing training and deployment.

2.2. Commander’s Risk Reduction Dashboard (CRRD) is a capability that will more effectively enable Commanders in the U.S. Army to identify, act-upon, monitor, track, and manage soldier-level and unit-level risk. CRRD will consolidate information from multiple Army databases and present to commanders a concise report about soldiers involved with at-risk behaviors. Reports generated by the CRRD will be used by commanders to make decisions on how best to help soldiers through intervention activities.

2.3. Other programs within AHRS are in sustainment. They are fielded, continuously used, and require sustainment and maintenance support, patches, functional releases, help desk support, cybersecurity support, software testing, training, and liaison with their functional communities.

3. SCOPE OF WORK: This is a non-personal services, Indefinite Delivery / Indefinite Quantity (ID/IQ) contract with Firm Fixed Price (FFP) Task Orders.
