INSTRUCTIONS TO OFFERORS

1. This solicitation is to procure Grounds Maintenance Services in support of the 99th Readiness Division (RD). Services shall be performed in accordance to the Performance Work Statement attached. The vendor shall provide all plant, labot, equipment, tooks, materials, supervision and transportation to accomplish the mission. The Government intends to award a single firm fixed priced contract for a period of performance of 12 month base plus four 12 month option periods.

2. All questions shall be in writing. Questions may be emailed to stephanie.m.howell2.civ@mail.mil.

Answers to questions regarding the solicitation may be made available to all offerors via a document attachment to the solicitation.

3. All proposals are due no later than the time specified on the SF1449 Eastern Standard Time.

Proposals must be emailed to stephanie.m.howell2.civ@mail.mil. Subject line must reference the solicitation number. All offers shall remain valid for 90 calendar days.

4. You must include all representations and certifications that are included in this solicitation with your proposal. You must submit your DUNS, CAGE and TAX ID with the proposal.

5. It is the offeror’s responsibility that all proposals submitted, regardless of method of transmission, are received in this office prior to the time and date for receipt of proposal.

6. Anywhere in this solicitation where the term “quote” is used, it is hereby changed to read “offer”.

7. Anywhere in this solicitation where the term “contractor” is used, it is hereby changed to read “offeror”.

8. You must be registered in the System for Award Management (SAM) in order to be awarded a Department of Defense contract. If you need to register in SAM, go to the website https://www.sam.gov/sam .

9. All work is to be completed in accordance with the Statement of Work.

Completing a quote for submittal Quote must be submitted on standard form 1449. Cage code, DUNS number, Tax ID and socio-economic status must be attached to, or written on, your quote/proposal. Please send us a capability statement showing that you have performed this type of work before. The proposal will be technically evaluated by the customer.

Enter a unit price and extended amount on each line item with quantity listed. Contractor shall provide backup documentation to support all costs proposed.

10. Site visits are not mandatory but they are highly recommended. A primary site visit will be held on 10TH and 12th April 2019 at 10am. Attendees shall meet at the front gate of the Reserve Center. Visitors must have a valid driver’s license or state issued ID and proof of auto insurance for entry. Failure to arrive in a timely manner may result in delay or denial of access to the installation. 24 hours prior to the site visit please confirm with the POC at the installation your intension to attend the site visit. You must contact the RFOS 24 hours to arrival please email and contact him by phone at (910) 598-7571.

BASIS OF AWARD

Evaluation – Commercial Items

(1) Award shall be made to a single contractor, Women Owned Small Business. Offer must include prices for each line item listed so quotes may be properly evaluated. Failure to do so may be cause for rejection of the entire offer. Award shall be made to the responsible offeror with the lowest total evaluated price meeting the solicitation requirements The Government intends to award a single Firm Fixed Price (FFP) contract.

(2) The Government intends to award a contract without discussions with respective offerors.

The Government, however, reserves the right to conduct discussions if deemed in its best interest.

3. PRICE:

a. Proposals shall include prices for each line item listed and a total price, in order that proposals may be properly evaluated. Offers shall also include the completed SF 1449 and any amendments as well as the Certificate for Insurance.

b. The Government will evaluate offers for award purposes by adding the total price for all Contract Line Item Numbers (CLIN) (base period and option periods) for the total evaluated price. In the event there is a difference between a unit price and the total CLIN amount, the unit price will be held as the intended price multiplied by the number of units. If the offeror shows only the total amount but fails to submit a unit price, the total CLIN amount divided by the quantity will be held as the intended price. Evaluation of options shall not obligate the Government to exercise the option(s).

c. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.

4. The Past Performance Information Retrieval System and Federal Awardee Performance & Integrity Information Systems as well any other Government-sponsored information available may be utilized to help make a responsibility determination in accordance with FAR Subpart

9.104. Provide the capability statement for the technical evaluator to see that you have perform this work prior.

5. Failure to provide the requested information may deem the proposal Unacceptable and may not be eligible for award.

6. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six-month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period

(a) Definitions. As used in this provision--

Commercial and Government Entity (CAGE) code means—

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 months.

52.219-1 SMALL BUSINESS PROGRAM REPRESENTATIONS (OCT 2014)

Economically disadvantaged women-owned small business (EDWOSB) concern means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.

Service-disabled veteran-owned small business concern--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and the size standard in paragraph (b) of this provision.

Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States, and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

Veteran-owned small business concern means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

Women-owned small business concern means a small business concern--

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
