Note: Offeror’s may use another format for submission of quotes. However, all quotes shall contain the minimum information required under Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offeror’s, Commercial Items
(Jan 2017).
The US Army Contracting Command – New Jersey (ACC-NJ) has a requirement for the Criminal Investigative Command for the procurement of 20 Alternate Light Source Kits. The delivery of the kits will be sent to two locations (Washington State and
Georgia) within 180 days after contract award. Please see the statement of work for actual delivery addresses. The NAICS code for this acquisition is 335129 and size standard is 500 employees.

EVALUATION OF QUOTE(S):
The anticipated award will be a firm-fixed-price contract. Award will be made to the Lowest Priced
Technically Acceptable (LPTA) offer.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is found to be the Lowest Priced Technically Acceptable (LPTA) offer. To be found technically acceptable, Offeror must meet the minimum requirements as specified in the RFQ and SOW.
The following factors shall be used to evaluate offers:
Technical – Facility Assessment consisting of cleanliness, security, amenities, and conformance with terms and conditions of the SOW including any specified radius requirement.
Price
The Contracting Officer reserves the right to make no award under this procedure. Only one award will be made from this RFQ.
Partial quote will not be accepted.
Offeror must submit their quote on the full quantities identified above.
All Non-Trade Agreement Act compliant components must be clearly identified as such in the quote.
Offeror must be registered on the Central Contractor Registration in the System for Award Management
(SAM) database and the online representation and certification application must be activated.
Registration for SAM may be viewed online at https://www.sam.gov. Offerors may include a complete copy of the provision at FAR 51.212-3 with their quote, which can be downloaded from the same website.
All quotes must be valid for a minimum of 180 days.
REQUIRED RESPONSE DATE: QUOTES ARE DUE BY 10:00 AM EST on 24 September 2019.

Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

REQUIREMENTS FOR CONTRACTOR EMPLOYEES
All contractor employees requiring access to any Federally-controlled facility and logical access to
Federally controlled information systems except for “national security systems” as defined by 44 U.S.C.
3542(b)(2), should be certified in Level 1 Anti Terrorism Training. The training is accessible from any computer with access to the World Wide Web and is available at https:/atlevel1.dtic.mil/at. The contractor is responsible for ensuring that the training has been satisfactorily completed and that valid certificates of completion have been submitted to the Contracting Officers Representative (COR) with a copy furnished to the Contracting Officer. The Certificates are valid for one year, therefore, training shall be completed every year for the duration of the contract.
The term Federally-controlled facility is defined as:
Federally-owned buildings or leased space, whether for single or multi-tenant occupancy, and its grounds and approaches, all or any portion of which is under the jurisdiction, custody or control of a department or agency;
Federally-controlled commercial space shared with non-government tenants. For example, if a department or agency leased the 10th floor of a commercial building, the Directive applies to the 10th floor only;
Government-owned, contractor-operated facilities, including laboratories engaged in national defense research and production activities; and
Facilities under a management and operating contract, such as for the operation, maintenance, or support of a Government-owned or Government-controlled research, development, special production, or testing establishment.
The term “Federally-controlled information system” means an information system (44 U.S.C. 3502(8) used or operated by a Federal agency, or a contractor or other organization on behalf of the agency (44

The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the

Definitions. As used in this clause--
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide
Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment
Requests and Receiving Reports.
WAWF access. To access WAWF, the Contractor shall--
Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based
Training Course and use the Practice Training Site before submitting payment requests through WAWF.
