1.0 BACKGROUND:
Headquarters of the United States Army Criminal Investigation Division’s (USACID) mission is to investigate all felony crimes related to, or of interest to, the US Army. As the primary investigation organization within the U.S, their mission is focused on the following: serious crime, sensitive and/or serious investigations, collection, analysis and dissemination of criminal intelligence, protective service operations, forensic laboratory support, maintenance of Army criminal records and logistics security. The USACID investigations take place both on and off military installations, and range in scale from solo investigations to large scale events in cooperation with the Local, State, and other Federal agencies when appropriate.
USACID employs highly trained Special Agents and other support personnel, operates a certified forensic laboratory, and provides protective services, polygraph services, computer crimes specialists, and intelligence analysts.
2.0 REQUIREMENTS:
This requirement is for the procurement of Crime Tips software (P3) annual license, base year to begin 1 July 2018 through 30 June 2019 with 4 additional option years, as follows:

2.1 DESCRIPTION OF SUPPLIES:
ANDERSON SOFTWARE is the sole-source provider of P3 Intel, a state-of-the-art cloud-based tip acquisition and management solution. The technology allows the public to submit anonymous reports and to engage in two-way dialogue with the client.
ANDERSON SOFTWARE will provide the P3 Intel solution to the Army Criminal Investigative
Command to serve as their global anonymous reporting solution.
The annual license provides for an unlimited number of administrative users, an unlimited number of recipients and recipient contacts, and an unlimited number of tips and reports to be maintained within the licensed database. A privately branded mobile application will also be provided.
Additionally, ANDERSON SOFTWARE will provide recorded and live online training opportunities to ensure successful use and deployment of the technology. Full product support is also available as part of this license.
2.2 DELIVERY TERM:
The contractor shall provide all technical support and updates to applications as needed/required.
2.3 CONTRACT TYPE:
The government anticipates award of a Firm Fixed Price type contract for the procurement of the
P3 Intel solution annual license, with additional 4 year option.
3.0 INSPECTION/ACCEPTANCE TERMS:
Inspection and Acceptance shall be at destination.
Customer Delivery Coordinator and Point of Contact (POC): The Contractor shall contact the
Customer Delivery and POC below three days prior to delivering the items.

3.1 DELIVERY LOCATION:

The contractor shall contact the POC below three days before delivery and confirm appointment
24 hours before delivery.
4.0 Packaging: Contractor shall be responsible for the quality control of the software to be delivered.
