GROUNDS MAINTENANCE SERVICES FOR FORT DEVENS MA

PERFORMANCE WORK STATEMENT

PART 1 GENERAL

1.0 DESCRIPTION OF SERVICES: The contractor shall provide all supervision, personnel, equipment, transportation, material, tools, supervision and other items and services necessary to maintain the grounds at the Fort Devens, Massachusetts in a manner that will present healthy grass, trees, shrubs and plants and present a clean, neat and professional appearance. The Grounds Maintenance Services contract shall consist of maintaining and landscaping the grounds as shown in the Technical Exhibits and in accordance with the standards of performance, definitions, specifications and requirements described below. The period of performance is for one year. Maps of the different areas are included in the different drawings as part of the PWS.

The breakdown by part of the installation and area in square yards are summarized on the following table. The area for improved grounds in the main cantonment area includes the special seeding area.

1.1 MAINTAIN IMPROVED GROUNDS

1.1.1 Mowing. Mowing of grass shall be accomplished in the improved grounds as shown in the Technical Exhibits. Special Seeded Areas are included with the improved grounds. The Contractor shall provide mowing to maintain grass height between no less than 3 inches and no more than 5 inches on all improved grounds areas. All litter shall be removed from grounds prior to mowing. The Contractor shall rake, sweep or otherwise remove clippings from mowed areas when they are clumped together due to lack of mowing or mowing when grass is wet. Sidewalks will be swept clear of loose vegetation, stones and bark mulch immediately following mowing and trimming actions. Work to occur between 1 March and 30 Nov.

1.1.2 Edging. This task involves all improved grounds and special seeding areas shown in Technical Exhibits. Walkways, sidewalks, driveways, curbs and other concrete or asphalt edges located in the improved grounds areas shall be edged with every mowing. Edging shall include removal of vegetation from cracks in sidewalks, driveways, and curbs within one half (1/2) inch of the edged surface and to a depth of two (2) inches. The Contractor shall cut all edges clean and vertical at the junction of the turf / soil and concrete / asphalt pavement edge with a mechanical or manual device. Work to occur between 1 March and 30 Nov.

1.1.3 Trimming. This task involves all improved grounds and special seeding areas as shown in Technical Exhibits. Grass and weeds shall be trimmed around buildings, trees, shrubs, stone walls, ornamental plantings, curbs and paved surfaces, fences, poles, posts, fire hydrants, parking lot bumpers blocks, boulders and other fixed obstacles. Trimming height shall match surrounding grass heights. All areas shall be trimmed with every mowing. Damage to trees and shrubs from trimming shall be repaired by the Contractor. If a plant should die or become unhealthy due to damage, the Contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days of noticed damaged. Trimming machines shall have guards to prevent damage to the trunks, stems of trees, and shrubs. Work to occur between 1 March and 30 Nov.

1.2 MAINTAIN ORNAMENTAL PLANTINGS

1.2.1 Trimming and Pruning. Hedges shall be maintained to their natural mature height and shape, or at height directed by the Contracting Officer. Broad leaf evergreens and flowerbeds shall be pruned annually or as required during the growing season to maintain a neat appearance and clearance of a minimum of 3 inches from buildings, sidewalks or other obstructions. Shrubs shall be pruned to maintain shape, size and vigor at levels consistent with location, type of shrub and desired effect. Examples include: 1) shrubs under windows shall be maintained at a height not to exceed the height of the window sill; 2) shrubs shall be pruned back so as not to interfere with sidewalks, doorways, driveways or parking lots; 3) taller shrubs or trees planted as foundation or corner plantings not under a window shall be maintained at a height which will not interfere with building eaves; 4) shrubs in open grassed areas shall provide a neat, groomed appearance. Work to occur between 1 March and 30 Nov.

1.2.2 Trees. Trees shall be pruned on as-required basis to provide safety, clearances and/or to prevent structural damage to adjacent appurtenances. Topping and de-horning shall not be permitted. All branches of trees adjacent to sidewalks and building entrances shall be pruned to a height which will eliminate any safety hazard to persons walking under or around trees, while maintaining the desirable aesthetic characteristic of the trees. Sprout growth around the base of trees shall be removed. Dead or other undesirable limbs that can be pruned from the ground using a pole-pruning saw with one extension shall be removed in accordance with standard arboricultural practices. Tree pruning shall be accomplished during spring and fall cleanup periods or at the same time as shrubs are pruned. Trees and limbs less than six (6) inches in diameter, requiring removal due to death of the tree / limb or storm damage shall be accomplished at the next scheduled service following the incident. All tree/limb debris shall be disposed of by the contractor at a licensed/permitted landfill or recycle facility. Diameter of trees shall be measured at 4 1/2 feet above the ground on the high side of the slope. Diameter of limbs shall be measured two (2) feet from the broken end nearest the trunk of the tree. Contractor is not responsible for maintenance or removal of trees larger than 6 inches in diameter, or, trees growing directly under electrical power distribution lines. Work to occur between 1 March and 30 Nov.

1.2.3 Maintain Bedding and Planted Areas. Fertilize, water, edge, eliminate weeds, maintain mulch and repair or replace damaged plants within the improved ground areas in all existing shrub and plant beds. All weeds shall be removed or eradicated manually or mechanically, but not chemically on these small mulched or otherwise prepared areas near buildings and common areas which contain shrubs, flowers, trees or other aesthetic artifacts, such as markers or monuments. All debris created by the mulching and weeding operation shall be cleaned up and disposed of by the Contractor at a licensed and permitted landfill or recycle facility. Work to occur between 1 March and 30 Nov.

1.2.4 Mulching. All shrubs shall have sod removed and mulch applied from the trunk to the drip edge of the shrub prior to 1 April of each year. All shrubs and trees designated by the Contracting Officer shall be mulched with a minimum of four (4) inches of commercial-graded, shredded bark mulch. Shrub beds previously mulched shall be raked or lightly spaded to loosen old mulch and then covered with a two (2) inch layer of fresh bark mulch. All ornamental planting beds designated by the Contracting Officer shall have the sod, grass, and weeds removed and mulch applied prior to 30 June. Mulch shall not be applied closer than four inches ±: from the trunk or main stems of shrubs and trees. Beds and borders of crushed rock shall be maintained to the existing condition and shall match borders with mulched areas. Mulch sites shall be maintained free of twigs and trash throughout the period of work. Work to occur between 1 March and 30 Nov.

1.2.5 Weeding. Shrub beds and crushed rock borders shall be weeded as necessary to maintain a neat, clean appearance throughout the period of work. Weeding shall include the removal of grass, weeds, brush and trees that are not part of the original shrub planting, but which are growing in the mulched bed or in and through the shrubs. Work to occur between 1 March and 30 Nov.

1.3 MAINTAIN CEMETERY GROUNDS

1.3.1 General Requirement. The cemetery is a high visibility area and requires a high standard of care. All work to occur between 1 March and 30 Nov.

1.3.2 Mowing. Mowing of grass shall be accomplished in the cemetery grounds as shown in the Technical Exhibits. The Contractor shall provide mowing to maintain grass height between no less than 3 inches and no more than 5 inches on all improved grounds areas. All litter shall be removed from grounds prior to mowing.

1.3.3 Edging. This task involves all improved grounds and special seeding areas shown in Technical Exhibits. 1.3.5 Cleaning. The Contractor shall rake, sweep, blow, vacuum, or otherwise remove clippings, dead vegetation, and debris from mowed areas with each mowing. Sidewalks will be swept clear of loose vegetation, stones and bark mulch immediately following mowing and trimming actions. Headstones are to be cleaned of clippings.

1.3.6 Grave Sites. If necessary to cut the grass, decorations, flowers, and markers may be moved but are to be put back into place immediately by the end of the work day.

1.3.7 Repair and Reseeding. See the paragraph entitled REPAIR IMPROVED GROUNDS.

1.3.8 Water. If watering is necessary, contractor will use the spigot available at the cemetery grounds. If MassDevelopment enacts water restrictions for the Devens area, then the contractor will abide by those restrictions.

1.4 SPECIAL SEEDING OF PARADE FIELDS AND RECREATION AREAS

1.4.1 General Requirement. The contractor shall overseed the parade fields and recreation areas shown on the Technical Exhibits as Special Seeding Areas annually. The objective is a healthy thick turf. The overseeding can be done by machine or by hand.

1.4.2 Work Plan. By 1 April of each year, the contractor will submit a reseeding plan for the year. The Contracting Officer shall review and approve the plan.

1.4.3 Seed. Provide State-certified seed of the latest season's crop delivered in original sealed packages, bearing producer's guaranteed analysis for percentages of mixtures, purity, germination, weedseed content, and inert material. Label in conformance with applicable state seed laws. Wet, moldy, or otherwise damaged seed will be rejected. Field mixes will be acceptable when field mix is performed on site in the presence of the Contracting Officer’s Representative. The seed shall be fescue or other species approved by the Contracting Officer.

1.4.4 Fertilizer and Soil Conditioners. Provide organic or synthetic Granular Fertilizers for hydroseeding, provide controlled release fertilizer, to use with hydroseeding and composed of pills coated with plastic resin to provide a continuous release of nutrients for at least 6 months Apply fertilizer at rates as determined by laboratory soil analysis of the soils at the job site.

1.4.5 Water. If required by the approved work plan, water will be supplied by the Government from existing supply points within the base. The contractor will provide all labor and equipment to water the planted areas.

1.4.6 Seed Application Seasons and Conditions. Immediately before seeding, restore soil to proper grade. Do not seed when ground is muddy, frozen, snow covered, or in an unsatisfactory condition for seeding. If special conditions exist that may warrant a variance in the above seeding dates or conditions, submit a written request to the Contracting Officer stating the special conditions and proposed variance. Apply seed within twenty four hours after seedbed preparation. Sow seed by approved sowing equipment. Sow one-half the seed in one direction, and sow remainder at right angles to the first sowing. Seeding method shall be broadcasted and drop seeding, drill seeding, or hydroseeding.

1.4.7 Broadcast and Drop Seeding Seed shall be uniformly broadcast at the standard industry state for New England. Use broadcast or drop seeders. Sow one-half the seed in one direction, and sow remainder at right angles to the first sowing. Cover seed uniformly to a maximum depth of 1/4 inch in clay soils and 1/2 inch in sandy soils by means of spike-tooth harrow, cultipacker, raking or other approved devices.

1.4.8 Drill Seeding. Seed shall be drilled at the standard industry state for New England using grass seed drills. Drill seed uniformly to average depth of ½ inch.

1.4.9 Hydroseeding. First, mix water and fiber. Wood cellulose fiber, paper fiber, or recycled paper shall be applied as part of the hydroseeding operation. Fiber shall be added at 1,000 pounds, dry weight, per acre. Then add and mix seed and fertilizer to produce a homogeneous slurry. Seed shall be mixed to ensure broadcasting at the at the standard industry state for New England. When hydraulically sprayed on the ground, material shall form a blotter like cover impregnated uniformly with grass seed. Spread with one application with no second application of mulch.

1.5 MAINTAIN SEMI-IMPROVED GROUNDS

1.5.1 Mowing. The contractor shall mow the grass and vegetation in Semi-Improved Grounds.

Maintenance of semi-improved grounds includes rough mowing or cutting designated areas once in June and once in September. The Contractor must submit the schedule for approval within 10 days of the start of the contract.

1.5.2 Trees. Any tree branches hanging over walkways, roadways, or paths adjacent to, or within areas designated as semi-improved grounds, will be trimmed to a height of 7 feet.

1.6 CLEAR FENCE LINES

1.6.1 Clear Fence Lines. The Contractor shall mow or cut all grass weeds, trees, and brush. All tree limbs hanging over the fence shall be pruned back to allow minimum of six (6) feet of clearance above the top of the fence. Fence lines shall be kept free of all bushes, tree branches and vegetative growth for a distance of six (6) feet to either side of the fence where possible. At no time shall the bushes of branches be allowed to grow through the fence. All vegetation shall be cut back to a height of three (3) inches, except where indicated by the Contracting Officer. All litter shall be removed from grounds prior to mowing / cutting to prevent damage to vegetation, Government property or equipment. All debris created by clearing fence line operation shall be cleaned up and disposed of by the Contractor at a licensed and permitted landfill or recycle facility.

1.6.2 Time Period. Fence lines are cleared of all plants and vegetation once per month on all areas as shown in Technical Exhibits. Work on these areas shall be scheduled for accomplishment between May 1st and September 30th of each year of the contract.

1.7 REPAIR IMPROVED GROUNDS

1.7.1 General Requirement. The contractor shall repair selected improved grounds and landscaped areas damaged by vehicles, people, weather, nature, or overgrowth. Work shall include light machine and or hand work. Ruts and washed areas shall be filled with top soil, leveled, and compacted. Bare or sparse areas are to be reseeded. The quantities of repaired areas are limited to the amount in the contract item list

1.7.2 Grass seed and Plantings. The seed shall be fescue grass or other species approved by the Contracting Officer.

1.7.3 Topsoil. The contractor shall provide topsoil to level rutted and washed areas.

1.7.4 Work Plan. During early May of each year, the COR and the Contractor shall do a joint site survey to assess damage and other repair requirements. By 1 June of each year, the contractor will submit a landscape repair plan for approval for the year. The Contracting Officer shall review and approve the plan.

1.7.5 Water. If required by the approved work plan, water will be supplied by the Government from existing supply points within the base. The contractor will provide all labor and equipment to water the planted areas.

1.8. WEED AND PEST CONTROL

1.8.1 Lawn and Landscaped Areas. Two annual chemical treatments of broadleaf weeds will be conducted on approximately 20 acres of high visibility lawn area as designated by the QAR.

All treatments will be in accordance with state laws and regulations and as stated in Sections 10 and 11of this scope of work.

1.8.2 Parking Areas, Roadways, and Fences. All vegetation shall be removed from cracks in sidewalks, driveways, parking lots, along curbs, around buildings and along designated fence lines as necessary to maintain a weed free appearance and prevent damage to prepared surfaces and fence fabric. Weeding may be accomplished mechanically (pulling, hoeing or power-washing) or chemically by application of State approved pesticides. Any application of a restricted use pesticide shall (1) require prior approval by the Contracting Officer and (2) be accomplished by or under the direct, visual supervision of a State Licensed Certified Applicator.

The Contractor must dispose of all dead vegetation. The Contractor shall submit a Material Safety Data Sheet (MSDS) or Safety Data Sheet after 2014 for any chemical that will be used on Government Property. The Contractor will provide a detailed monthly summary of all pesticides that were applied. This work will be done at last once in June and once in September of each year.

1.8.3 Pest Control. Two annual chemical treatments for ants will be conducted on approximately 20 acres of high visibility lawn areas as designated by the QAR. All treatments will be in accordance with state laws and regulations as stated in Sections 10 and 11 of this scope of work.

1.9 SPRING AND FALL CLEAN UPS

1.9.1 General Requirements. The Contractor shall remove all leaves, branches, and litter from all improved areas and designated semi-improved areas, to include all catchment basins not located on pavement. All debris shall be disposed of from Government property on the same day of generation/mowing. Leaf removal shall be conducted at the direction of the COR and will occur two (2) times per year, once in the spring prior to grass mowing and once in the fall prior to December. The Contractor shall dispose all leaves, limbs, branches, grass clippings, organic and inorganic debris and litter from Government property to a licensed and permitted landfill or recycling facility.

1.9.2 Spring Clean Up: All leaves, limbs, branches and litter accumulated over the winter on the lawn area, along fences, in shrub beds and around buildings shall be raked, gathered and disposed of prior to commencement of first mowing in April. All debris and sediment from catchment basins will be sucked up and removed.

1.9.3 Fall Clean Up: During the months of October and November, after most of the leaves have fallen from the trees, but no later than 30 November, all leaves, debris and litter accumulated on the lawn area, along fences, in shrub beds and around buildings shall be raked, gathered and disposed of by the Contractor to a licensed/permitted landfill or recycling facility. All debris and sediment from catchment basins will be sucked up and removed.

1.9. DEFINITIONS:

1.9.1 Contracting Officer’s Representative (COR): A Government employee responsible for the surveillance of the Contractor’s work performance of the contract.

1.9.2 Grounds: All areas of vegetation on which recurring maintenance must be performed as fixed requirements listed in the scope of work and further described in the maintenance specifications.

1.9.3. Litter: All bottles, cans, sticks, cigarette butts, stones, paper or foreign matter that detracts from the natural aesthetics of the grounds and hinders the efficient maintenance of the grounds.

1.9.4. Debris: All grass and shrub trimmings, weeds, limbs, branches, deadwood and other foreign matter generated by the grounds maintenance operations or natural weather conditions.

1.9.5. Materials: The Contractor shall furnish all materials necessary to perform the requirements of the contract. The materials shall consist of bark mulch or any other materials necessary to accomplish the grounds maintenance tasks. The Government reserves the right to test any materials that are used on Government Property.

1.9.6. Improved Grounds: Improved grounds are areas that require intensive maintenance and management and are highly developed. These include areas adjacent to buildings, roads, walkways and parking lots, etc. Improved grounds require mowing from 15 April through 15 November dependent on weather and grass growing conditions. In the event of drought weather conditions the COR will direct when mowing is required. Improved grounds mowing equipment must be equipped with mulching blades and have the discharges blocked.

1.9.7. Semi-Improved Grounds: Semi-improved grounds are areas of development where maintenance and visibility are low. Semi-improved grounds shall require grass mowing twice per year. The first mowing shall be accomplished in mid-June and the second in mid-September

1.9.8 Unimproved Grounds: Unimproved grounds are undeveloped and developed areas where low levels of maintenance are acceptable and visibility is minimal. Unimproved grounds may require vegetation control measures as directed by the COR once per year.

1.9.9 Special Seeding Areas. The special seeding areas are improved grounds that have a significant amount of heavy foot traffic and requires and have a high visibility. These areas will be repaired by filling holes, reseeding, removal of thatch, and fertilization.

PART 2 EXECUTION

2.0. WORK PROCEDURES

2.1. Personnel: The Contractor shall furnish qualified supervisors, craftsmen, equipment operators and laborers to perform all necessary grounds maintenance tasks. All personnel shall be registered within the Rapid Gate Program.

2.1.1. Contract Manager/Site Supervisor: The Contract manager and / or alternate and the site supervisor shall be able to effectively read, write, speak and understand the English language.

The Contractor shall provide an on-site supervisor, who shall be responsible for the work. The name and telephone numbers for contacting this designated person shall be submitted in writing to the Contracting Officer prior to the start of work.

2.2. Standards of Performance: The Contractor shall perform all grounds maintenance tasks in accordance with the specifications. All pruning and shaping of trees and shrubs shall be accomplished in accordance with the National Arborist Association Standards.

2.3. Quality Control: The Contractor shall be responsible for quality control of all grounds maintenance functions. The Contractor shall develop, submit for Contracting Officers approval, and maintain a quality control program to ensure grounds maintenance performance. The plan shall include, as a minimum, the Contractor’s schedule of work and designate by name the person or persons who will administer the plan.

2.4. Quality Assurance: The Government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan.

2.5. Riding Power Equipment: All lawn power equipment must conform to Commonwealth of Massachusetts Regulations 520 CMR 10.00. All equipment shall be in good operating condition to ensure clean and even mowing. All equipment shall be of appropriate design and sufficient power to perform the mowing requirements, prevent scalping and rutting of the grounds, damage to the trees and shrubs or any other Government property. The equipment shall not have any hazardous materials leaks. If a spill occurs, follow the requirements in the paragraph entitled

ENVIRONMENTAL PROTECTION.

2.6. Hand Operated Equipment: The hand operated types of equipment necessary for the proper performance of grounds maintenance shall consist of, but not limited to, spades, shovels, hoes, wheelbarrows, rakes, shears, clippers, pole saws, pruning saws, and any other related equipment.

2.8. Hand Held Power Equipment: All hand held power equipment shall have safety design features to prevent injury to the operator. The safety equipment required for the safe operation of this equipment shall be worn at all times. The on-site supervisor shall insure all workers are properly trained and understand how to safely operate the power equipment.

2.9. Safety Equipment: Hearing, eye and foot protection shall be in accordance with OSHA 29 CFR Subpart I. All personal protection equipment shall be worn at all times during the operation of power mowing equipment. Hearing, eye and a hardhat protection shall be worn at all times when pruning trees or any overhead work. The wearing of safety equipment is personal protection responsibility.

2.10. Damage of Government Property: Any damage to Government property by the Contractor shall be repaired or replaced by the contractor without any additional cost to the Government. All damages shall be reported to the Contracting Officer’s Representative (COR)

2.11. Contractor’s Work Checklist: A checklist shall be used to monitor Contractor’s work performance. The Contractor shall complete a Government provided Contract checklist each time a maintenance service has been performed. The Government COR shall review the Contract checklist jointly and the Contractor’s representative. They shall verify that the work has been accomplished and accepted as satisfactorily by signing the completed checklist. The Contractor and COR shall each retain a copy of the signed checklist.

3.0. ENVIRONMENTAL PROTECTION.

3.1. Under no circumstances is hazardous waste to be transported onto United States Army property.

3.2. Less hazardous or non-hazardous materials will be substituted for hazardous materials, unless specifically required elsewhere in this contract. Where hazardous materials are needed, users will adhere to all applicable federal, OSHA, and State regulations regarding the management and handling of hazardous materials. In the absence of regulations, users will apply the best available technology or management in the use, handling and disposal of hazardous materials.

3.3. Contractor will submit Material Safety Data Sheets (5 copies) or for all hazardous materials to be used in this contract. The new Safety Data sheets will provided when available.

3.4. RELEASE REPORTING: Any release of oil (including leaks from hydraulic hoses and equipment), hazardous waste, or hazardous material at Devens or at sites supported by Devens shall be immediately reported to the Devens Fire Department at 978-772-2117 and the DPW Environmental Division at 978-796-2565, during normal work hours. A written report shall be filed with the DPW Environmental Division within two (2) days of the incident. This clause does not relieve the contractor of reporting requirements including State and Federal laws (EPA or Massachusetts DEP).

3.5. Oil, fuel or hazardous waste released to the environment (including leaks from hydraulic hoses and equipment) as a result of the Contractor’s work shall be the sole responsibility of the Contractor and shall be cleaned up at no expense to the government. Any release shall be cleaned up without delay to the standards set forth in 40 CFR 260. Any vehicle found to be releasing oil or hazardous substance will be immobilized and spill contained immediately upon discovery of the leak. Neither the need to comply with this provision nor any cost or delays caused by failure to comply with applicable environmental laws will be the basis for an extension of time for task or contract completion, an equitable price adjustment, or the relaxing of any contract requirements.

3.6. The Contractor will immediately contact the DPW Environmental Division any time any of the following occur:

3.6.1. The Contractor is required by law to contact the Federal, Local Environmental Agency or Occupational, Safety and Health Agencies for any reason related to compliance requirements arising out of performance of this contract.

3.6.2. In the event any agency contacts the Contractor for any reason relating to compliance requirements arising out of performance on this contract, the Contractor shall immediately inform the DPW Environmental Division and the Contracting Officer no later than the close of business on the day the contact is made. If such communication is after normal business hours, notification will be made immediately on the next business day. The Contractor shall also provide the name, telephone number of the agency, name of the person making the contact and the substance of any verbal or written communication from such agency. Any coordination with regulatory agencies to discuss the extent of the law requirements will first be made through the DPW Environmental Division.

4.0. PROCEDURES FOR CONTRACTORS GENERATING AND TRANSPORTING
