EnCase Forensic Software License
Support

1.0 BACKGROUND:
This is a renewal requirement. Past acquisition strategies have been to purchase individual copies of EnCase Forensic Software. The single site license reduces the cost per examiner and allows examiners to use as many copies of EnCase as he/she needs. Some Digital
Forensic Examiners are using more than one copy of EnCase. Prior to the site license some of the EnCase Security dongles, which are required for EnCase to work correctly, have been lost or misplaced. Guidance Software has been providing EnCase software to law enforcement including, USACIDC, since 1997. EnCase was the first full functional digital forensic software application and is still today considered the industrial standard for digital forensics. There is only one other company that provides a full function digital forensic software application; however, it does not have some of the necessary functionality that
EnCase provides nor will it read the EnCase proprietary case file format. The ability to read the EnCase proprietary case file format is an absolute requirement for USACIDC because of all the historical cases that USACIDC has worked in EnCase since 1997. As a result of new evidence, new procedures, or judicial rulings USACIDC must have the capability to go back into old cases and review or conduct a reexamination if necessary. No other software will allow for review and or reexamination of the EnCase case file, except EnCase.
1.1 SCOPE
The contractor shall provide a site license which allows one hundred twenty (120) Digital
Forensic Examiners (DFEs) and Cyber Crime Investigators (CCIs) to use multiple copies of Encase Forensic Software with technical support to meet the specifications set forth in section 3 of this Performance Work Statement. EnCase Forensic V8 or most current version Standard Site License with a one (1) year term and two (2) option years for use by one hundred twenty (120) DFEs and CCIs will be provided to Headquarters, United
States Army, Criminal Investigation Command. The site license will renew the SMS for all of the CodeMeters under the current site license, and provide approximately 81 additional CodeMeters for issuance to the additional 27 DFEs and CCIs not on the current site license. The contractor will also agree to provide additional CodeMeters if required to support the 120 DFEs and CCIs on the site license.
2.1 DESCRIPTION OF SUPPLIES AND MAINTENANCE SUPPORT:
The procurement is for the renewal of the current single site license and eliminate the requirement for the management of individual EnCase licenses.
2.2 PERIOD OF PERFORMANCE:
The contractor shall provide Encase Forensic Software Licenses and maintenance support for a period of one year from the award date of the contract to the vendor with two option years.
2.3 CONTRACT TYPE:
The government anticipates award of a firm-fixed price type contract for commercially available EnCase Forensic Software Licenses.
2.4 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/FACILITIES:
N/A
3.0 REQUIREMENTS:
The contractor shall provide as many copies of EnCase Forensic Software as are needed for use by one hundred twenty (120) DFEs and CCIs.

The contractor shall provide support upgrades, patches and 24/7 technical support. The contractor shall provide diagnosis of system problems and continuous problem resolution by phone, e-mail, or online assistance, providing both responsive and proactive services that will allow operational efficiency.
3.2 INSPECTION/ACCEPTANCE TERMS: Inspection and Acceptance shall be at destination.

3.3 PLACE OF PERFORMANCE
The Contractor shall remotely support the Government location at the U.S. Army Criminal
Investigation Command (USACIDC), Quantico, VA and other USACIDC directed facilities.
3.4 HOURS OF OPERATION
Twenty-four (24) hours a day; seven (7) days per week.

4.0 DELIVERABLES/POC LIST
The contractor shall deliver in the Encase Forensic Software Site License renewal of SMS for all CodeMeters currently on the site license and provide a minimum of 81 additional
CodeMeters for use by the additional 27 DFEs/CCIs being added to the contract.
