FAR PART 6 JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING ACTIVITY: U.S. Army Contracting Command - New Jersey
2. DESCRIPTION OF ACTION: Project Manager-Towed Artillery Systems (PM-TAS) requests award of a new Firm Fixed Price (FFP) contract to provide the Inertial Navigation System (INS) to Honeywell International, Inc., 13350 US Highway 19 North, Clearwater, FL 33764. The Government projects award of this contract for
The types of funds used for this procurement will be Army Working Capital Funds (AWCF).
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. DESCRIPTION OF SUPPLIES/SERVICES:
The period of performance for the new contract will be for a one (1) year period from the date of award, plus options for additional quantities. The maximum value of the contract is The M119A3 is a digitized 105mm howitzer that provides continuous close fire to the Infantry Brigade Combat Teams (IBCTs). The system weighs 4,270 pounds and is air assault drop capable. It has a range of 19.5 km with rocket assisted munitions (14 km unassisted). It fires all currently fielded US munitions and has a rate of fire of six (6) rounds per minute. Each M119A3 section has seven crewmen. The M119A3 is fielded as two, eight-gun batteries for each M119A3 battalion. The application of the Inertial Navigation Unit (INU) is to determine the position, location and navigation of the gun. The INS contains the INU, a GPS receiver and a Vehicle Motion System (VMS). The INU is located on the Spanning Yoke. It provides location and navigation of the gun and target aiming and position of the cannon. The purchase of the INS is required for the function of the digitized weapon and is required to be accessible and maneuverable with the weapon during firing, travel and maintenance.
The INS is required to ensure fielded howitzers are supportable and that sufficient stock of the INS is available when needed by the warfighter.
4. AUTHORITY CITED: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. REASON FOR AUTHORITY CITED:
(a) As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. The following subparagraphs provide the rationale for use of the authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Paragraph 6.302-1(a)(2)(ii)(A) and (B)
Fulfilling this requirement with a sole source award to Honeywell would avoid the expenditure of this substantial duplication cost.
(v) Conclusion: Full and open competition of this requirement presents unacceptable levels of schedule, cost and performance risk. Only Honeywell can meet the requirements without incurring substantial duplication costs and without causing a significant delay to the schedule. As a result, a sole source award to Honeywell is the only alternative that will satisfy this requirement.
Acquisition Data Availability: The INS will be procured under a performance specification. Due the extensive fielding of the Honeywell INS, it already meets the requirements defined in the specification. Another vendor would experience an eighteen delay development, testing and delivering qualified units to support the M119A3 requirement.
6. EFFORTS TO OBTAIN COMPETITION:
The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.
a) Effective Competition: Because this is a sole source action, effective competition is not applicable.
b) Subcontracting Competition: Subcontracting competition will be achieved by the Contracting Officer through publication of the solicitation notice required by FAR
5.201 and the contract will include FAR Clause 52.244-5 entitled “Competition in Subcontracting.”
7. ACTIONS TO INCREASE COMPETITION:
Full and open competition is not practical at this time. Another vendor would experience an delay for development, testing and delivering qualified units to support the M119A3 requirement. The Government will further refine performance specifications for the INS to meet the requirement with commercial or Non- Developmental Items while still meeting stringent military requirements for security, durability and commonality across platforms. The use of commercial or Non- Developmental Items will increase the available future options for competition for the next generation of Inertial Navigation Unit solutions.

Research and Development Engineering Center (ARDEC) and was solicited via Full and Open Competition in 2009. Honeywell was competitively selected for award of contract W15QKN-10-D-0018. The product baseline, TDP, was developed by Honeywell under this contract. The Government does not have a need to purchase the TDP for this effort, as the underlying system is used by Honeywell on several other platforms, and the Government owns the Performance Specification, to which Honeywell’s INU is compliant.
6) Patterns: There are no unusual patterns revealed by the previous procurement history.
7) Significant Changes: There have been no significant changes since the previous procurement. Honeywell is the only source that possesses the requisite level of expertise and experience to provide a INS that will meet the required delivery schedule without substantial duplication costs incurred
APPROVAL
Based on the foregoing justification, I hereby approve the procurement of M1119A3 Inertial Navigation System (INS) on an other than full and open competition basis pursuant to the authority of 10 U.S.C. 2304(c)(1); FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, subject to the availability of funds, and provided that the services and property herein described have otherwise been authorized for acquisition.
