BASIS OF AWARD
The Army Contracting Command – New Jersey (ACC-NJ) intends to award a commercial, Firm Fixed Price (FFP) contract in accordance with the Statement of Work (SOW), dated 16 November 2015, entitled HTRTS-M Fiber Optic Tools and Equipment. This action has been set aside for small business, only small business entities will be considered. The associated North American Industrial Classification Standard (NAICS) Code is 335921, Fiber Optic Cable Manufacturing.
Offerors must complete blocks 12, 17a, 30a, b & c of the SF 1449. Offerors must sign the SF 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation. Insert proposed fixed-price unit and extended prices for each Contract Line Item Number (CLIN). Prices shall not extend past the second decimal point for unit and extended amounts. The proposed price shall include all personnel, supplies, services, management, overhead, other direct costs, G&A, and profit to fulfill the contractual requirements of the Statement of Work.
Contractors must complete and return all representations and certifications with their quote and annotate their Dunn and Bradstreet Number, CAGE Code, and Federal Tax ID with their offer. Contractors must be registered in System For Award Management (SAM) in order to be awarded a Department of Defense Contract. If you need to register in SAM the website is avaialble at https://www.sam.gov or call (888) 606-8220.

***Delivery is required within 30 days of contract award, but early delivery at no additional cost to the Government is encouraged.***
Responses to this solicitation shall be submitted, via email no later than 1:00 PM EST on Monday, 21 March 2016 to Valerie Norris, Contract Specialist at valerie.l.norris2.civ@mail.mil and Linda Schmidt, Contracting Officer at linda.a.schmidt12.civ@mail.mil. It is the Offeror's responsibility that quotes submitted on time, regardless of transmission, are received in this office prior to the time and date for receipt of offer.
The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government. In accordance with FAR 52.212-2, the Government intends to make an award to the Contractor who submits the lowest price, technically acceptable quote, and is deemed responsive and responsible by the Contracting Officer. The right to make multiple awards or no award is reserved in the event that it is advantageous to the Government to do so. All responsible sources may submit a quote.
The following factors shall be used to evaluate offers, not listed in order of precedence: (1) Ability to provide all required items; and (2) lowest price deemed technically acceptable Fiber Optic Tools and Equipment. All offers shall remain valid for 30 calendar days. Offerors must submit quotes on the full quantity, unit, unit price, and amount for each Contract Line Item Number (CLIN) utilizing . CLIN pricing should be inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc..), G&A and profit. In the event there is a difference between a unit price and amount, the unit price will be held to the intended price. If the offeror shows only the total price, the total divided by the estimated quantity will be held to be the intended price.

STATEMENT OF WORK
HTRTS-M FIBER OPTIC TOOLS AND EQUIPMENT

1.0 Scope: High Tech Regional Training Site – Maintenance (HTRTS-M) conducts 25 Series (Signal/Communications) Military Occupational Skill – Transition (MOS-T) training to Active Component (AC), Reserve Component (RC) and National Guard (NG) soldiers in support of the One Army School System. HTRTS-M will begin conducting the 25L10 Cable System Installer – Maintainer course beginning FY16. HTRTS-M has not conducted the course in the recent past and therefore requires the procurement of equipment and supplies to meet this requirement.
The contractor shall provide, and deliver the products addressed in ATTACHMENT 1 of this statement of work to the High Tech Regional Training Site – Maintenance (HTRTS-M) in Sacramento, California.
1.1 General: This is a non-personal services contract providing the products identified in the Scope to the High Tech Regional Training Site – Maintenance, Sacramento, California. The Government shall not exercise any supervision or control over the contract service providers performing the services described herein.
1.2 Applicability:
1.3 Order Type: This effort shall be a proposed on a firm-fixed-price basis.
1.4 Period of Performance/Place of Performance: The place of performance shall be High Tech Regional Training Site, Sacramento, California 95828, DODAAC W81W5E.

1.5 Government Furnished Equipment/Materials/Facilities: N/A
1.6 Inspection/Acceptance/FOB Terms: Inspection and acceptance shall at Destination. FOB shall be at Destination.
1.7 Security:
1.7.1 Access and general protection/security policy and procedures: Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.7.2 For contractors that do not require CAC, but require access to a DoD facility or installation: Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014/AR 190-13), applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provide by government representative), or , at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.7.4 Threat Awareness Reporting Program: For all contractors with security clearances. Per AR 381-12 Threat Awareness and Reporting Program (TARP), contractor employees must receive annual TARP training by a CI agent or other trainer as specified in 2-4b.
2.0 Applicable Documents: N/A
3.0 Requirements: The HTRTS-M will use the products addressed in Attachment 1 of this statement of work to conduct Fiber Optic Training in support of the 25L10 Course IAW with TRADOC and industry standards, and the 25L10 Training Plan of Instruction (POI).
The purpose of this equipment is to provide students with the skills and knowledge required to identify theory and principles of Light Wave Communications; install various types of connectors on Commercial Fiber Optic cable; fabricate a fiber optic patch cord; splice Commercial Fiber Optic cable; test Commercial Fiber Optic cable; install a splice enclosure on Commercial Fiber Optic cable; and determine faults on Commercial Fiber Optic cable using an OTDR.
3.1. The contractor shall provide and deliver products that meet the specifications, brand names or equivalent, and quantity of items addressed in Attachment 1 of this statement of work.

LEVEL I ANTI TERRORIST
52.000-4002 LEVEL 1 ANTI TERRORIST AWARENESS TRAINING OCT/2010
REQUIREMENTS FOR CONTRACTOR EMPLOYEES
(a) All contractor employees requiring access to any Federally-controlled facility and logical access to Federally controlled information systems except for “national security systems” as defined by 44 U.S.C. 3542(b)(2), should be certified in Level 1 Anti Terrorism Training. The training is accessible from any computer with access to the World Wide Web and is available at https:/atlevel1.dtic.mil/at. The contractor is responsible for ensuring that the training has been satisfactorily completed and that valid certificates of completion have been submitted to the Contracting Officers Representative (COR) with a copy furnished to the Contracting Officer.
The Certificates are valid for one year, therefore, training shall be completed every year for the duration of the contract.
(b) The term Federally-controlled facility is defined as:
(1) Federally-owned buildings or leased space, whether for single or multi-tenant occupancy, and its grounds and approaches, all or any portion of which is under the jurisdiction, custody or control of a department or agency;
(2) Federally-controlled commercial space shared with non-government tenants. For example, if a department or agency leased the 10th floor of a commercial building, the Directive applies to the 10th floor only;
(3) Government-owned, contractor-operated facilities, including laboratories engaged in national defense research and production activities; and
(4) Facilities under a management and operating contract, such as for the operation, maintenance, or support of a Government-owned or Government-controlled research, development, special production, or testing establishment.
(c) The term “Federally-controlled information system” means an information system (44 U.S.C.
3502(8) used or operated by a Federal agency, or a contractor or other organization on behalf of the agency (44 U.S.C. 3544(a)
(d) The term "contractor employee" includes employees, agents, students or student interns, or representatives and all employees, agents or representatives of all subcontractors and suppliers.
PROPOSAL SUBMISSION
52.215-4005 ELECTRONIC AND NON-ELECTRONIC PROPOSAL SUBMISSION REQUIREMENTS

The purpose of this clause is to advise offerors of the transmission requirements of proposal data via electronic mail and non-electronic mail. For detailed proposal preparation, please follow instructions as given in Solicitation Section L.
Electronic mail submission requirement:
Size Restriction:
There is a size restriction on electronic submission of proposals submitted to addresses at Picatinny Arsenal via email; the maximum file size that can be accommodated in the e-mail system is 15 MB.
Acceptable Format:
All material must be submitted in Microsoft Office format: the proposal must be in Word format (Windows Platform); pricing/cost information must be in Excel format with all formulas intact (Windows Platform). Please identify the format in your transmittal.
Large files need to be compressed using the utility called WinZip (<http://www.winzip.com>). Due to the large number of infected messages with ZIP attachments, all ZIP attachments will be blocked by ARDEC mail server.
You need to rename the file extension for all your submissions so the files will get through our mail server. You also need to provide instructions on how to convert your modified file extensions back to their original format in the same message.
In addition, ARDEC's Internet E-mail Attachment Policy restricts distribution of the following types of e-mail attachments: *.ADE, *.ADP, *.BAT, *.B64, *.BAS, *.BHX, *.CEO, *.CE0, *.CHM, *.CMD, *.COM, *.CPL, *.CRT, *.DBX, *.DLL, *.DOT, *.EML, *.EXE, *.HQX, *.HTA, *.INF, *.INS, *.ISP, *.JS, *.JSE, *.LNK, *.MDE, *.MIM, *.MSC, *.MSI, *.MSP, *.NCH, *.OCX, *.PCD, *.PI, *.PIF, *.REG, *.SCR, *.SCT, *.SHB, *.SHS, *.UU, *.UUE, *.VB, *.VBE, *.VBS, *.WSC, *.WSF, *.WSH, *.XXE, *.ZIP

In addition, it is required that electronic submissions are scanned with the most up-to-date virus definition, with antivirus software of your choice. ARDEC mail server will block all messages that are infected with a virus.
Non-electronic submission requirement:
Any proposal that is submitted via U.S. Mail or commercial courier must be digitized on a Compact Disc (CD) or, Digital Versatile Disc/ Digital Video Disc (DVD), and labeled with the file names and format(s) (Word, Excel, etc).
It is not necessary to zip material submitted via non-electronic channel.
Special Notice to Offerors:
Offerors are responsible for obtaining a receipt confirmation, via separate Email, with the corresponding PCO, to ensure the electronic proposal has been received by the date/time set forth in the solicitation for “receipt of offers.”

If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.
