INSTRUCTIONS TO OFFERORS
1. It is the offeror’s responsibility that all offers submitted, regardless of method of submission, are received in this office prior to the time and date for receipt of the offer. All quotes/offers are due no later than the date specified in block 8 of the solicitation.
2. All questions shall be in writing. Do NOT call with questions. Questions may be emailed to Francisco

4. Anywhere in this solicitation where the term “offer” is used, it is hereby changed to read “quote”.

6. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

j. Complete blocks 12, 17 & 30 of the SF 1449. In doing so, the offeror accedes to the contract term and conditions as written in the Request for Quotes (RFQ).
8. Contractors shall quote on all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc), G&A and profit.
9. BASIS FOR AWARD: Award shall be made to a single contractor. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for rejection of the entire quote. Award will be based upon Lowest Price Technically Acceptable basis with appropriate consideration given to the following evaluation factors:
a. Technical – The contractor must meet all the requirements stated on the RFQ.
b. Price – pricing for each Line Item. Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price.

Consideration to Past Performance will still be given/assessed under LPTA however, past performance is not and evaluation factor.
As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period price to the the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, first option, second option, third option, four option and one-half of the four option. Quoters are required only to price the base, first, second, third, and fourth options.
Quoters shall not submit a price for the potential one-half year extension of services period.
10. The Federal Government is tax exempt. All prices must include all applicable taxes, fees, gratuities, commissions, and service charges.
11. All representations and certifications to include provision of Dun & Bradstreet number are to be returned with the quote. Dun and Bradstreet information can be found by calling (800)-333-0505. A contractor that is receiving an award resulting from this request for quotation must be registered in the System for Award
Management (SAM) prior to request for payment. To register, offerors may log onto:

12. Site visit: Offeror's are highly encouraged to inspect site conditions. The contractor shall be responsible for assessing, evaluating, verifying, and confirming site conditions before submitting its proposal. CURRENT SITUATION:
Due to the risk of fire from live fire training at Fort Devens, vegetation removal along the firebreaks and trails within the impact area are a requirement for fire prevention. The impact area is primarily white pine and scrub oak forest, with patches of mixed hardwoods. The encroachment of scrub oak onto the trails and firebreaks requires its removal to ensure the best possible fire control in this area. Mowing or manual labor to remove vegetation is unsafe making herbicide treatment the best possible course of action for vegetation control. Within the Impact Area there are eight different areas that need to be treated with herbicide.
The targetry on Hotel Range is currently being impeded by the growth of Northern and Common
Blackberry, Multiflora Rose, and Spotted Knapweed. Blackberry grows in long vines that entangle the mechanics of the targets, causing them to bind when rising or register a false hit on the sensors. Multiflora Rose and Spotted
Knapweed are both noxious invasive plants that threaten to cover the targetry area and impede repairs and maintenance to the range. Multiflora Rose also grows in long vining whips that entangle in the blackberry vines and carry heavy back hook thorns, further compounding the maintenance issue on the targetry. These species propagate either through runners (Blackberry and Multiflora Rose) or through the spreading of seed pods where mowing spreads the plant aggressively. These types of propagation make control by removal or mowing difficult. Current regimens of mowing and hand removal have been not sufficient to keep up with the aggressive growth of all these species. Herbicide treatment of the targetry area is the best option for long term removal of these species.
Training Area 6 is an area heavy hit by dense invasive and noxious plant growth. Species of concern growing in this area include Autumn Olive, Glossy Buckthorn, Multiflora Rose, Japanese Barberry, Oriental
Bittersweet, Spotted Knapweed, Garlic Mustard, and Poison Ivy. The areas around the vehicle recovery course are thickly covered with Autumn Olive and Glossy Buckthorn. These areas were mowed with a flail mower in late summer of 2014 to open up previously impassible areas. These areas will require continuous maintenance in order to control the growth of these species, especially Glossy Buckthorn, as it spreads through both seed dispersal and through root runners. The current mowing regiment will not be sufficient to counter the aggressive growth of these species and a yearly herbicide treatment to maintain open areas and control spread is required. The area around
Landing Zone 18 was heavily damaged by invasive species growth, with a loss of over 60% of tree canopy in many areas due to strangulation by Oriental Bittersweet. Dense shrub cover from Autumn Olive, combined with choking vines from Oriental Bittersweet, Poison Ivy and entangled Multiflora Rose made the perimeter of most of this landing zone impenetrable. Within these areas were also found to be infested with Japanese Barberry and Garlic
Mustard. In 2014, mowing of these areas took place with a flail drum mower and with hand removal by chainsaw.
The hardest hit area by invasive species was mowed in May, with considerable grow back being seen by August.
The remainder of the landing zone perimeter was mowed in mid-August. An initial Herbicide treatment was given to the central and most hardest hit area at this time as well. The severity of infestations, as well as the aggressive nature of these invasive species requires repeated control through mowing and herbicide treatment over several years. This regimen will retain the training capability of the area while helping to control the spread of these species to other areas.
Training Area 34 located within the 3400 area is prone to Poison Ivy infestations that grow around areas that are frequently used for ground training. The fence line requires herbicide treatment to reduce the cover of vining
Poison Ivy and the invasive Oriental Bittersweet. Within the interior of the training area, there are significant areas of Poison Ivy that grows as ground cover within bivouac areas. These areas are not responding to mowing and will require herbicide treatment to these patches to control its spread. Failure to control these infestations will result in unusable training areas and loss of training opportunities in this area.
Minor Oriental Bittersweet and Multiflora Rose patches have been identified in the southeast corner of
Training Area 12C and in the northeast corner of Training Area 12A. These patches were treated with herbicide in
October 2015 and will require monitoring and opportunistic spot-treatment of re-emerging invasive growth to prevent these patches from becoming established and creating canopy tree damage.
PROJECT DESCRIPTION:
The Contractor shall provide herbicide to clear undesired vegetation from within the boundaries of the Fort
Devens Range Complex and Training Area 34. Type and brand of herbicide is to be decided after the pre-bid evaluation and presented prior to work execution for approval. The following documents will be presented prior to work execution: MSDS sheets and packaging labels for all heribicide used, ratios of mixed applications. The following documents will be presented immediately upon work completion: total liquid volume of herbicide used.
Two applications of herbicide will be provided. The first will be conducted between Mid April and Mid
June. The second application will be conducted between Mid September – Mid November with a completion date
November 15, 2016. Both applications will encompass all areas listed in the task list. All herbicide operations will begin at 5AM each morning to de-conflict the training mission and herbicide operations. All certification/licensing requirements must meet Massachusetts Law. See Massachusetts Pesticide Control Act (MGL c.132B) and Pesticide
Regulations 333 CMR 1.00 - 14.00.

Herbicide should thoroughly cover foliage, but not to the point of run-off. All foliar treatments should be made after full leaf expansion in the spring. Treat vegetative material growing within 20 feet of the boundaries of the maneuver trails, not to include overhanging vegetation originating from beyond the maneuver trail. The application will provide pre-emergent growth control for up to 3 months after application. The terrain may be uneven along unimproved roadways; the Contractor is responsible for providing transportation that can maneuver moderately uneven terrain.
Within Hotel Range, targetry areas will be spot treated with the use of hand sprayers on 56 targets.
Herbicide should thoroughly cover foliage, but not to the point of run-off. All foliar treatments should be made after full leaf expansion in the spring The application will provide pre-emergent growth control for up to 3 months after application. The terrain may be uneven along unimproved roadways; the Contractor is responsible for providing transportation that can maneuver moderately uneven terrain.
Within Training Area 6, Herbicide should thoroughly cover foliage, but not to the point of run-off. All foliar treatments should be made after full leaf expansion in the spring. Treat vegetative material growing within 15 feet of the boundaries of the open areas of Landing Zone 18 and the Vehicle Recovery Course.
The patches in TA-12 will be spot-treated opportunistically when time and herbicide allow. Herbicide should thoroughly cover foliage, but not to the point of run-off. All foliar treatments should be made after full leaf expansion in the spring.

CONTRACTOR MANPOWER REPORT:
The contractor is responsible for reporting manpower requirements within the Contract Manpower Reporting
Application (CMRA). This can be done at https://cmra.army.mil/Login.aspx.
The Contractor Manpower Reporting Application (CMRA) is designed to collect information on funding source, contracting vehicle, organization supported, mission and function performed, and labor hours and costs for contracted efforts providing services to the Department of the Army from contractors and Army activities requiring contracted services from supporting contracting offices. The data reported utilizes an application called CMRA to capture the required information. Contractor Manpower Reporting enables the Army to:
1. fully understand the composition of the Army workforce (military, civilian, contractor), and allows for more informed decisions on workforce staffing and funding decisions;
2. provide better oversight of the total Army workforce to avoid duplication of effort or shifting of in-house reductions to contract; and
3. better account for and explain the total workforce.
IMPACT IF NOT EXECUTED: Increased fire risk to the impact area. Training Area 6 will become overgrown making them more difficult for both training and access to training areas. Hotel Range targetry will suffer inaccuracy, continued need for maintenance, down time and eventual failure. Loss of available training space within
Training Area 34. Annual growth of invasive plant root, rhizome, and berries will spread the plants within areas currently affected and into currently unaffected areas.
