About this file
This request for information seeks display systems for a threat simulation environment at Nellis Air Force Base. The Navy is seeking four dome display systems with 120-degree fields of view, 4-6 arc minutes per pixel resolution, and 7.5 foot-lamberts brightness. Responses are requested by June 26th and should include company information, technical specifications, price quotes for systems and installation, and responses to questions around night simulation performance, mechanical blending options, automatic calibration, and facility power requirements. The selected systems will be installed between August and October 2021 to support F-35 testing operations.

VTTC Threat Display System Nellis Air Force Base, Nevada Request for Information 26 May 2020
The Joint Simulation Environment (JSE) is supporting ongoing F-35 Developmental and Operational Test. As part of this effort, the Government is seeking sources for four display systems with options for an additional four to be installed at Nellis Air Force Base (Nellis), Nevada, for a fast jet application.
It is anticipated that the displays are to be installed in a secure area at Nellis between August and October 2021. The minimum size of the doors into the installation area is 64” wide by 80” tall, thus components of the system must fit though these doors.
A direct-projection dome display system is required. The Pilot Eye Point (PEP) is 47.63” above the floor and is ideally at the center of the spherical screen to accommodate a potential future helmet mounted display requirement.
Field of View (FOV)
Desired FOV is listed in the table below. It is believed that shadowing of the pilot’s head may be a limiting factor with the downward FOV.
Desired
Horizontal FOV
220° (+/- 110°)
Vertical FOV
90°
Downward FOV (desired)
-30°
Downward FOV (min)
-20°
Resolution
The ideal average resolution is 4 AM/OLP, with a minimum resolution of 6 AM/OLP. It appears these resolutions could be achieved with four to five pixel shifted 4K projectors or four WQXGA projectors. Variation in resolution over the display area is within 30% of the average value.
Luminance / Contrast
The display systems will need to represent day and night time conditions. NVG will not be used with these displays. The customer is willing to accept some extra brightness in the blend-zones during night-time simulations as long as it is ‘not too distracting’. The hope is that a decent night-time solution could be achieved with newer high-contrast projectors. Mechanical blending is a consideration if it is not cost-prohibitive. Discussion on compromises between brightness and contrast may be required.
| Average Display Brightness: | 7.5 ft. lamberts |
| Average Display Contrast: | 10:1 |
Projectors
Minimum per color bit depth of 10 bits per primary color.
There shall be a communication method between a host PC and display system projectors; in such communication, remote control for projector on/off/standby and projector setting changes.
A lamp life greater than 2000 hours is desirable.
Distortion Correction / Automatic Alignment System
Electronic geometry and blending correction shall be provided. The solution may be installed on the Government provided image generator (IG).
Automatic alignment and calibration functionality shall be provided, and shall provide the means to perform daily calibration and alignment activities automatically without operator intervention in no more than 30 minutes a day and 60 minutes per week. The automatic alignment, calibration and adjustment function shall include the touch-up alignment and calibration following the replacement of a major visual system component. Adjustments shall include electronic geometry alignment and electronic edge blending.
Display Size
Maximum size is of the display system is 120” (3.05m) wide by 120” deep by 120” high. It is expected that a screen with a radium between 1.0m (39.4”) and 1.5m (59.1”) will be required to accommodate the field of view.
HUD Projector
A HUD projector shall be provided to project heads-up-display graphics on the screen in front of the crew-station covering a 30° x 30° degree area as viewed from the PEP. The HUD projector shall have sufficient contrast so that the background is not visible during day-time simulation. Geometric image correction will be provided
Power Distribution
A single electrical circuit, up to 220VAC / 30A, will be provided to power the display system.
Crew-Station
A re-configurable crew-station with a minimized profile will used in the domes. The PEP is 47.63” above the floor. It is expected that the screen will need to be cut around the front of the crew-station. Because the crew-station is very low profile, the pilot’s head is the most probable projector light-path obstruction. A step will be placed next to the crew-station for egress.
Responses shall be sent by email to thomas.kracinovich@navy.mil, erik.rebeck@navy.mil and martha.johnson@navy.mil.
Responses shall include:
Company Name CAGE code Small Business Status County of Manufacture of System Address Point of Contact Telephone number Email address Technical information describing the proposed system.
The response should also address:
A price ROM.
A lead time ROM.
What is the estimated installation time required for four or eight systems?
Would sanding/finishing be on site?
If there an off-the-shelf system that almost meets these requirements, provide information about it.
The night-time performance criteria is not quantitative. The customer might besettle for a little less than perfect night-image blend zones. Is there a way to quantify what your system’s performance?
Is mechanical blending an option, and what would the price difference be?
Are geometric/blending correction and auto-calibration are the same product?
It is anticipated that the display system would be wired back to a power-distribution strip or circuit breaker box, and facility power would be provided to this device. Is this viable with your product?
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on beta.SAM Website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
