GENERAL INFORMATION The 42nd Contracting Squadron, 50 LeMay Plaza, Bldg 804, Maxwell AFB, AL has a requirement for a Virtual Live Simulation on behalf of the Learning Development Course (LDC), which is a part of the Ira C. Eaker Center for Leadership. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular (FAC) 2023-02 (effective 16 Mar 2023) and the DPN 20230427 (effective 27 Apr 2023).

A Firm Fixed Priced (FFP) Award will be made in accordance with the following:

NAICS Code: This acquisition is being solicited as a 100% small business set-aside. The North American Industrial Classification System (NAICS) code for this acquisition is 611430 with a small business size standard of $15,000,000.00.

LOCATION: At contractor location.

1. THE GOVERNMENT IS SOLICITING FOR “OPEN MARKET” QUOTES ONLY. GENERAL SERVICES ADMINISTRATION (GSA) QUOTES WILL NOT BE CONSIDERED.

2. THIS REQUIREMENT IS BEING SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE.

I. DESCRIPTION:

The Eaker Center at Maxwell AFB, AL has a requirement to provide and support a Mixed Reality Leadership Experience (MLRx) using a Virtual Avatar Laboratory (VAL) known as Live Simulation.

SCHEDULE OF SUPPLIES/SERVICES:

The offeror shall provide the following product below:

II. QUOTE PREPARATION INSTRUCTION:

1. The offeror must submit a dated quote with unit prices and extended prices in response to this solicitation for the base year CLIN. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Failure to do so may result in an offer being determined non-responsive. Quotes must be complete, self-sufficient, and respond directly to the Requirements of this RFQ.

2. Offeror agrees to hold the prices in its offer firm for 30 days after submission of quotation. Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be considered late and handled in accordance with FAR 52.212-1(f). Multiple offers will not be accepted under this Request for Quotation, nor will multiple awards be considered.

3. THE OFFEROR’S QUOTE PACKAGE SHALL INCLUDE THE FOLLOWING: The offeror must submit a dated quote with unit prices and extended prices in response to this solicitation and attached Statement of Work (SOW).

a. The offeror should be prepared to demonstrate a live representation of their proposed solution within 2 days of submission. Scheduling will be conducted by availability of the assessing team.

b. Representations and Certifications

i. IAW 52.212-3, the offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) web site accessed through http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certification electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision, including the additions to (c) (11) at 52.212-3, Alternate I.

4. To be eligible to receive an award resulting from this RFQ, contractors must be registered in the DoD Systems for Award Management (SAM) database, no exceptions. To register, please visit http://www.sam.gov or call 1-866-606-8220.

5. Any questions must be received by 29 May 2023, 9:00 a.m. CST. Proposals must be received by 19 June 2023, 9:00 a.m. CST. Email price lists/quotes are acceptable. Please respond to this RFQ by emailing responses to the following points of contact:

III. BASIS FOR AWARD

This will be a competitive best value acquisition utilizing FAR Part 13, Simplified Acquisition Procedures. Award will be based on technical acceptability and price. For quotes determined to be technically acceptable, a selection will be based on the lowest price.

1. Technical Solution: The offeror’s proposed solution shall, at a minimum, clearly demonstrate how to satisfy the requirements stated below. The Government shall evaluate each offer’s technical solution on a pass/fail basis, by assigning ratings of Acceptable (meets minimum requirement) or Unacceptable (does not meet minimum requirement) to the following criteria:

i. The offeror should be prepared to demonstrate a live representation of their proposed solution IAW 2.1, 2.2, 2.3, and 2.4 of the SOW within 2 days of submission. Scheduling will be conducted by availability of the assessing team.

ii. The offeror must be able to execute at a minimum 2 avatar simulations simultaneously and a maximum of 8 avatar simulations simultaneously IAW 2.1.4 of the SOW.

iii. The offeror must ensure that each Avatar be controlled by a simulation specialist with experience in acting and improvisation skills IAW 2.0 of the SOW.

iv. The offeror must ensure that the simulation specialist allow for live texting to occur during avatar simulation to communicate between the simulation specialist and the client IAW 2.1.4.2 of the SOW.

Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation.

2. Price: The Government may use any of the following price analysis techniques IAW FAR 13.106-3(a) to determine price reasonableness: competitive quotes, comparison of the proposed price with prices found reasonable on previous purchases, a comparison with similar items in a related industry, comparison to an independent Government estimate, or any other reasonable basis.

Summary: The government will evaluate each offer that is deemed technically acceptable and award to the offer with the lowest price.
