STATEMENT OF WORK
Exterior Repair and Rehabilitation:
Install New Garage Doors at Maintenance Complex

Cemetery Maintenance Building SOW VICK
Introduction:
Vicksburg National Military Park (VICK) is comprised of several discontinuous units related to the US Civil War, including:
• The Campaign For Vicksburg: For 18 months Union and Confederate Forces engaged each other all through the region as they positioned for control of Vicksburg.
• The Siege of Vicksburg: For 47 days, the Union General US Grant held the Confederate Army and city of Vicksburg under a hard and brutal siege.
The multiple sites are managed under one administration and are located in and around a 40-mile radius surrounding Vicksburg, Mississippi. Sites related to the Campaign For Vicksburg include the Port Gibson Unit (Shaifer House), Raymond Unit (Battle of Raymond), and Champion Hill (Crossroads and Coker House). The Siege of Vicksburg sites include the main battlefield and National Cemetery within the City of Vicksburg, Pemberton's Headquarters, Louisiana Circle, Navy Circle, and the USS Cairo.
Because of the integrity of the resources, Vicksburg National Military Park, the USS Cairo, and the National Cemetery are listed on the National Register of Historic Places. In addition, the engines and boilers of the USS Cairo are Historic Mechanical Engineering Landmarks, and Pemberton's Headquarters has been designated as a National Historic Landmark.
Objective:
The work of this contract is for replacement of the garage doors of the Maintenance Building. Replacing the garage doors shall consist of the following: removal of angle iron protectors from the interior corners of openings, repair of the corners of the building opening, garage door installation or replacement, door trim replacement (if necessary). Contractor is encouraged to field verify measurements and quantities of materials necessary to complete the work of this SOW. The work to be performed shall include, but is not limited to the following:
Maintenance Building Garage Doors
● Demolish 9 current manual garage doors, tracks, etc., ranging in size from 10’-2” wide x 7’-11” tall (5) to 10’-2” wide x 11’ (3) tall, one plywood covered opening of the 9’ tall type and one 12’- 0” wide x 7’-11” tall door.
● Installation of new rolling slate doors, 3/16” door thickness, as sold by zoro.com and manufactured by American Garage Door Supply or approved equal.
● Doors will include 2 automatic opening doors on tall doors and the rest will be pull chain types.
Work with COR on the location of the automatic door controls.
● All doors will be insulated.
List of Door Openings:
South Side of Compound:
Tall Doors (10’-2 ½” wide x 9’- 11” tall) (3 doors)
• Remove protective angle iron from inside of doors to prep for installation of new doors, remove plywood installed at last door opening
• One door will have an automatic type of opener mechanism and the other three will have chain pull opening mechanisms (consult with COR on which door will have automatic feature)
Small Doors (10’-2 ½” wide x 7’-11 ¼” tall) (4 doors) (12’-0” wide x 7’-11 ¼” tall) (1 door)
• Demolish current garage doors and repair column corners on all doors
• Install new pull chain garage doors to fit all openings
North Side of Compound:
Tall Doors (10’-2 ½” wide x 11’- 3” tall) (4 doors)
• Remove protective angle iron from inside of doors to prep for installation of new doors
• One of the tall doors will have the automatic type of opener the other three will have chain pull openers
Small Doors (10’-2 ½” wide x 7’-11 ¼” tall) (4 doors)
• One of these doors will require demolition of a currently installed chain pull door
• All the doors will have chain pull opening mechanisms on these
SCOPE:
1. Contractor shall provide all material, equipment, parts, and labor required to perform all the work of this contract.
2. Contractor is responsible for field verification of all material quantities and types needed to complete this SOW.
3. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.
4. Contractor shall identify materials to be replaced, and verify with COR within quantities stated in
SOW.
5. Contractor shall verify the exterior square footage and quantity of materials needed to complete the task identified in this statement of work (SOW).
6. Contractor shall provide a work site and environment that is safe for employees, for visitors to the
Park, and NPS staff. The work area shall be cordoned off (if necessary) and secure.
7. Contractor shall leave the worksite clean and free of construction debris daily.
8. All work shall be performed Monday through Friday from 8:00 am until 4:00 pm. No work shall be performed on weekends or federal holidays without prior approval.
9. Contractor and employee parking and equipment storage areas will be designated by the Park. No company signs shall be installed on government property. Smoking and eating shall be performed in areas designated by the Park. Employees shall wear appropriate clothing at all times.
10. Contractors shall notify NPS staff of scheduled site visits to ensure access to secure areas.
11. Contractor shall protect all physical resources, including the roof, grass, trees\shrubs, walkways and utilities.
Specific Requirements:
● Take all necessary actions and precautions to assure safety of the public, property and the environment and the workers in removing and disposing of any existing paint. This includes compliance with all applicable regulations including, but not limited to, the following:
o OSHA 29 General Industry (29 CFR 1910) o OSHA 29 CFR 1926.62 (Lead in construction).
o OSHA 29 CFR 1910.134 (Respiratory protection).
o OSHA Hazard Communication Standard.
● Compliance with all other applicable health, safety and environmental requirements of the government agencies having jurisdiction including, but not limited to:
○ Federal OSHA;
○ Federal Environmental Protection Agency.
● Comply with the requirements of governmental agencies having jurisdiction over this work, including compliance with volatile organic compounds/ volatile organic solvent regulations and abrasive surface preparation.
● Loose exterior paint shall be removed by hand using scrapers and other small tools.
● Paints shall have a fungicidal and insecticidal additive to prevent mold on the exterior surfaces.
Submittals:
● Contractor will submit cut sheets to the COR for material approval prior to use for the following items:
o Door Replacement and elements involved (type, size, material, hinge, track…etc.)
o Trim or Framing (wood type, size, etc.)(If required) o Fasteners (nails, screws, length, coating, diameter, etc.)
o Equipment list
Period of Performance Six months after Notice to Proceed
SAFETY:
All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State and local regulations and requirements. Prior to starting work on government property, the contractor will submit to Vicksburg National Military Park (VICK) for approval a copy of their company safety plan pertaining to this particular contract. Although not all inclusive, the safety plan must address at a minimum the following areas:
1) Confined space operations (if required)
2) Fall protection from elevated surfaces
3) Heavy equipment operations (if required)
4) Public/visitor safety (barriers/signage, etc…)
5) Traffic safety plan (if required)
6) Personal protective equipment to be used
7) Hazardous materials (HAZMAT) to be used(if required)
a. Copies of Safety Data Sheets must be provided to VICK
b. Storage of HAZMAT
8) Emergency response protocols
9) Personnel training requirements
10) OSHA DART rate
a. OSHA 300A Summary for last three years
Contractor shall use “green” products whenever possible. All HAZMAT must be pre-approved for use by the VICK Collateral Duty Safety Coordinator. The contractor shall be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area while work is progressing.
SECURITY & WORK HOURS:
Contractor shall only perform this work during normal operating hours (8:00am – 4:00pm) Monday through Friday, unless approval is given by Park.
ACCESS & WORK AREA LIMITS:
Contractor is limited to access, work area, and staging area shown in red on map below or specified by Park.
