QUESTIONS & ANSWERS

IN RESPONSE TO VA247-17-R-0885- ED PHYSICIAN SERVICES

Q1. Is this a new requirement?

A1. No

Q2. Who is the incumbent?

A2. Top Docs Inc.

Q3. Would you please clarify the following with more detail? “The offeror’s proposal shall not contain any identifying markings.” (see page 66) A3. ‘Markings’ refers to anything that will identify your company (name, logo, symbol, acronym, etc). Pages must be free of logos and company name should be redacted or replaced with generic term (i.e. contractor, or vendor) in body of proposal.

Q4. How many PA's and NP's will the VA have on shift to assist the awardee's physicians?

A4. The VA will schedule 3 to 4 NP’s during the day. The VA’s coverage with NP’s is on weekdays from 8:00am to 1:30am, 6 days per two-week pay period. The NP’s do not “assist” the physicians, but work independently, consulting the physician for certain cases.

Q5. How far in advanced will the VA provide the awardee with details regarding the shifts that require coverage?

A5. Shift details are provided two months in advance.

Q6. The RFQ states 2.3 FTE however in the work schedule provided in 3.1.1 it sounds as if the awardee is required to cover all shifts 24/7. Please clarify if the awardee will be required to provide 24/7 coverage or will we only be required to cover one, twelve-hour shift in the daily schedule.

A6. The contract doctors are only responsible for covering the hours they are scheduled to work. The Price/Cost Schedule (Section B.2) identifies the estimated hours required.

Q7. Are there guaranteed 12 hours per day for our providers?

A7. Yes, 12 hours are guaranteed.

Q8. Will the customer consider an Internal Medicine or a Family Practice Physician who has ER experience?

A8. Family Practice or Internal medicine trained physicians will not be considered. All contract doctors must be Emergency Medicine residency trained and board certified.

Further, PWS paragraph 2.1.2. is revised. See page 3 of this amendment.

Q9. Reference PWS paragraph 2.9.2. The awardee would only be responsible for their contract physicians, correct? If a VA scheduled physician called out, it is up to the VA to provide a replacement. Do we have that correct?

A9. Correct. The awardee will only be responsible for the schedules of their contract physicians.

Q10. What is the total annual volume for the ER?

A10. The volume is estimated at 34,000 patients per year.

Q11. On average, what is the number of patients seen per physician by shift?

A11. The providers who work in the ED will typically care for 13-16 patients in a 12-hour shift.

Performance Work Statement (PWS) paragraph 2.1.2. is changed as followed:
