The bid due date is scheduled for Wednesday November 29, 2017 at 2:00PM EST.
Richard Adu Contracting Officer Response to RFIs #2 for Project Number 526-12-103 Replace Exterior Windows
Question 1: Per the architectural details on AS401, the existing subframe is being left in place with new subframe and window units being installed within the confines of the existing subframe. However, the new subframe and window units cannot be anchored into existing subframe as it must be anchored to steel, concrete or wood structure at the head, sill & jambs. The psychiatric windows on the 6th floor have a more stringent anchoring criterion and need to be fastened to either concrete or steel. Please confirm there is the appropriate structure for us to anchor our windows beyond the existing subframe.
Answer: Provide anchorage per requirements. If upon window removal and replacement there are existing conditions that will not meet these requirements, notify the architect.
Question 2: Define areas of scaffolding at areas indicated to receive netting Answer: Submit for owner approval areas of scaffolding needed for means and methods to provide work indicated in the construction documents.
Question 3: Clarify protection and scaffold requirements at loading dock, where there is an existing canopy Answer: Protect all existing portions of the building scheduled to remain
Question 4: Confirm the extent of window Removals and replacement. Is the intent to remove and replace all exterior (brown) metal around the windows (up to the aluminum silver) building panels) or only the sashes Answer: It is the intent to remove and replace windows as indicated.
Question 5: Clarify protection and scaffold requirements at both courtyards Answer: Submit for owner approval areas of scaffolding needed for means and methods to provide work indicated in the construction documents.
Question 6: Please confirm the existing metal panels to remain will need to be/ can be removed for anchorage of the scaffolding.
Answer: Provide anchorage per requirements. If upon window removal and replacement there are existing conditions that will not meet these requirements, notify the architect.
Question 7: The drawings refer to the 6th floor as ‘Psychiatric Ward A’ and ‘Psychiatric Ward B’. There is only a note regarding ‘lockdown’ and access on the Ward B area. Please advise if the anchoring and details for the psychiatric area are required at all 6th floor windows, Ward A & B, or only Ward B.
Answer: All 6th floor windows----A & B.
Question 8: Due to the 2nd site visit this week and the holiday tomorrow. We are requesting that the bid date be extended to the end of next week.
Answer: Yes it is extended to Wednesday November 29, 2017 at 2:00PM EST
Question 9: Drawing GI 003 phasing note no.10 states that contractor shall be responsible to temporarily relocate, store, and protect existing furnishings and equipment within each room during demolition and construction, contractor shall relocate these items back to their original locations prior to completion of each phase. Please confirm this is correct as contractor will have to assign a team of laborers to do this work.
Answer: The contractor shall be responsible for all temporary measures needed to complete the work.
Question 10: Please advice if contractor has to disinfect all the rooms after work is complete or only broom cleaning is sufficient and VA will do all the required disinfection, cleaning work.
Answer: The contractor shall clean the room to the same level of care as when the room is accepted. Follow the infectious disease control requirements per specifications.
Question 11: Amendment no. 2 states “Window abatement allowed from interior following the strictest OSHA/EPA criteria for removal, containment and disposal”. Please define clearly what is the removal and containment procedure? Does De-con/tent has to be set up in every room?
Answer: Consult the hazardous material report for clarification Question 12: Window drawings are confusing, please clarify if the existing window frame and metal panels (both sides exterior and interior) between the windows are to be removed and demoed?
Answer: Existing windows shall be removed and new windows shall be installed per details
Question 13: As suspended scaffold is not allowed contractor may have to erect pipe scaffold for window work. Pipe scaffold needs to be anchored/supported in the wall/exterior metal panels, this may damage these panels or does contractor has to remove these panels. Please advice.
Answer: Contractor shall use methods for construction to protect all existing elements to remain.
Question 14: Does the exterior caulking around the windows contain asbestos? Bid documents does not indicate. Please advice.
Answer: Consult the hazardous material report for clarification
Question 15: Will any regulatory variances be required for the window removal and if so will the VA’s consultant obtain it?
Answer: None except those required by contract.
Question 16: Will each room require a final at test if the windows will be removed in tact? Also please confirm that the air monitoring will be done by VA’s consultant.
Answer: Each room will require final test. Refer to VA specifications regarding air monitoring.
Question 17: Please advice if the caulking for the new window frames is required from exterior or interior side?
Answer: Provide caulking as required to provide a weather/watertight seal and as required for window warranty.
Question 18: For all practical purposes, one load of windows requires two storage trailers. Will this be allowed?
Answer: Yes.
Question 19: RFI response no.21 revisit – Response states regarding psych windows stated to include “all windows in the scope of work”. Are all windows in the scope of work on the 6th floor to be replaced with psych windows or just those that are in bedrooms?
Answer: All in 6A and 6B as per documents.
Question 20: Amendment #2 states that the abatement & removal of the windows is allowed to be done from the interior. Can the installation of the new windows also be done from the interior eliminating the need for scaffolding?
Answer: Provide windows installation as required to provide a weather/watertight seal and as required for window warranty.
Question 21: Since the RFI period was extended to 5pm today, and many questions affect the window manufacturer and related pricing, please advise if the bid will be extended from November 14th. The related changes could require at least an additional week to coordinate the related changes and ensure competitive pricing for the Government.
Answer: Yes it is extended to Wednesday November 29, 2017 at 2:00PM EST
