X X X X The sole purpose of this amendment to IFB Solicitation VA242-17-B-0745 to Replace and Improve Parking Lot Lights Phase II at the James J. Peters VAMC, Bronx NY 10468 is to provide the following project scope clarifications on the continuation page below.

No further RFI's will be accepted or responded to. In order to not jeapardize the funding and award of this project, no further bid extensions will be granted. Interested bidders should bid accordingly and pay close attention to the scope clarifications and revisions provided below as they will affect bid pricing.

All amendments must be acknowledged at time of bid opening.

Please see below clarifications and revisions to solicitation scope of work:

1. The security camera and lighting fixtures are intended to provide an integrated “system/platform”. They can be installed as separate systems that provide much improved lighting and security features as is the intent of the project.

2. The LED light fixture does NOT have to contain a control module integrated into the light head. Bidders are to meet or exceed all other requirements as detailed in the project specs and drawings. The critical requirement is that the light fixture and security camera system work in tandem to provide adequate lighting with motion sensor, dimming capabilities in response to motion or activity, and a security camera system with recording capability, high definition resolution, 360 degree panoramic visual with 2 manual control points within the facility (VA Police Control Center and FMSC GC-100). This must be a hard-wired system. Security Camera features are detailed in solicitation spec 28 23 00 – Video Surveillance.

3. Light sensors must be installed on all light fixtures (each pole) in order to allow fixtures to dim and brighten appropriately. Motion sensors will also be required.

4. Contractors are encouraged to investigate all manufacturers that can provide a security video camera that meet or exceeds the project specifications and intent.

5. Contractors/Bidders will have the option of using pre-cast and/or cast- in- place light pole bases, depending on contractor preference. Contractors must ensure that all bases are properly levelled and secured as detailed in E501.

6. Contractors will be responsible to return any area disturbed during excavation or construction back to its previous pre-construction condition, including curbs, concrete sidewalks, pavement, roadways, brick pavers, etc.

7. There is no longer a requirement for solar panels. Contractors must disregard Note 4, section 2 and 3 of solicitation drawing E501 that refers to solar panel installation and requirements.

IMPORTANT NOTE: Bidding contractors must pay close attention to and utilize the above mentioned clarifications, as they provide VA guidance and will affect bid pricing.
