Systems Assessment & Research Experience And Vision

Systems Assessment & Research, Inc. (SAR Corp), a comprehensive healthcare management, staffing, and operational support firm, has been successfully providing medical and allied health professional services to Department of Veterans Affairs (VA) sites and Department of Defense (DoD) healthcare facilities for more than a decade. SAR Corp is proud to offer the Government our full range of professional medical healthcare services through VA Federal Supply Schedule 621-1. Our effective management techniques, strategies for recruiting “ideal fit” personnel, and approach to supporting our qualified professionals with human resources activities have been developed over years of diverse government contracting experience. SAR Corp is small, disadvantaged, woman and minority owned business. Agencies accessing our services through a competitive procurement and the GSA Federal Supply Schedule receive credit for an 8(a) purchase.

We present an effective management team backing a corps of qualified and credentialed professionals, ready for placement nationwide. Our vision is to provide Government Medical Treatment Facilities with the most qualified personnel available, and seamlessly integrate them into the treatment environment to provide continuous, patient-centered services. These professional services will meet and exceed the expectations of our clients and their patient populations. The following summary describes SAR Corp’s documented plans for recruitment, screening, hiring, retention and management of physician professionals and allied healthcare personnel.

Recruitment and Retention of Personnel

We stand ready to provide your agency with professional healthcare services tailored to your unique needs. SAR Corp’s Recruitment Program includes both physicians and allied health professionals, with extensive reserves available to meet new and changing requirements. Our recruitment program for physicians includes a database of trained, credentialed, and Board Certified medical personnel. At SAR Corp, we know that continuous recruiting is key to developing an active relationship with potential employees – it is especially important given the time required for credentialing and privilege review of physicians. We are able to use a broad complement of staffing sources, allowing us to maximize our recruiting capabilities and attract the caliber of personnel the Government expects and demands.

SAR Corp places a very high emphasis on retention of its qualified medical healthcare services professionals. We have built a solid portfolio of programs to develop, support and maximize our employees’ professional potential. For solicitations involving on-site government services, a great risk is having contract personnel who feel isolated from the corporate office, or having contract personnel who operate at cross-purposes with either contract or departmental objectives.

SAR Corp provides extensive management support to maintain service at optimal levels. We place exceptionally high importance on adequately managing our people. Through our active approaches and attractive professional compensation plans, we maintain close contact with site staff, and ensure dedicated service, quality of care, and a high retention rate.

Rev 2/06/2012

Screening and Credential Review

SAR Corp ensures that all healthcare professionals possess current licensure, certifications, and the necessary comprehensive credentials upon hire. We prepare our personnel to meet or exceed the minimum level of training, experience, and continuing education in accordance with each Task Order. SAR Corp requires its personnel to remain current in their profession, and strongly encourages them to upgrade their skills. Every aspect of professional capability relating to performance requirements is clearly documented through a series of interviews with SAR Corp recruiters.

At SAR Corp, we have in place a credentialing process that includes Primary and Secondary Source Verification procedures, to ensure all medical professionals are current and valid in their education, certification, and experience. SAR Corp uses the National Practitioner’s Databank to investigate the qualifications and credentials of health care practitioners, and the company conducts second party verification of degrees, licenses, certifications, and registrations. In addition, SAR Corp verifies at least three employments and requires two letters of recommendation, and one must be from a supervisor. A full credentialing process is accomplished with the healthcare center where the healthcare professional is to be assigned.

Candidates are individually interviewed to ensure “right fit” with position requirements. SAR Corp’s Medical Director also interviews the candidate, as well as reviews all candidate records and their application for Clinical Privileges prior to final assignment.

SAR Corp verifies licenses through State Licensing Boards, employment eligibility data and professional references during the credentialing process. We also assess current certification in the American Heart Association Basic Life Support (BLS) for Health Care Providers, the American Heart Association Health Care Provider Course, and the American Red Cross CPR (Cardio-Pulmonary Resuscitation) certification. These standard requirements and a list of areas pertaining to classes for instruction are routinely provided for all healthcare services professionals during the credentialing process before employment.

Professional Compensation Plan/Salaries

SAR Corp is committed to offering employees the right pay for the right job. SAR Corp offers competitive salaries, supplemented by excellent benefits, thus enabling the company to compete in the market in recruiting and employee retention. As a part of our benefit structure, we offer a Continuing Medical Education (CME) program to ensure that our providers remain abreast of changes in their profession. SAR Corp is committed to sustaining a total compensation package which will retain existing expertise and attract the personnel essential to support each client.

Corporate Oversight and HR Management

SAR Corp’s Management Team and Human Resources Department provide support and quality assurance activities for all personnel provided through our staffing contracts.

Our Management Team members have over 75 years cumulative contract management

Rev 2/06/2012 experience, and provide management and oversight support on all of SAR Corp’s diverse Staffing and Research efforts. Our combination of industry and clinical knowledge assures contracting agencies that SAR Corp will implement and maintain a needs-aware and cost-effective contracting relationship.

We have Human Resources personnel available 24-7 through our 1-800 number and beeper contact. We maintain contact with employees through site visits, paycheck stuffers, and an open-door corporate policy. In addition to ensuring employee awareness of updates and/or changes in contract or personnel practices, these activities encourage high-morale and strong communications between employees and our corporate office, and contribute to quality assurance for contracting agencies.
