PERFORMANCE WORK STATEMENT

Underground Storage Tank Testing Services

Environmental Compliance and Protection Division Marine Corps Base Hawaii Kaneohe Bay

1.0 SCOPE

This is a non-personal services requirement to provide assistance with underground storage tank (UST) testing operations for mission requirements of the Environmental Compliance and Protection Division (ECPD) under the Environmental Protection Agency’s regulations.

2.0 OVERVIEW

The Government has 8 permitted UST’s, 4 active and 4 inactive. Work shall be limited to active UST’s at Camp Smith (2) and Manana Gas Station (2), wherein the vendor personnel shall perform the tasks as described in subsequent sections.

4.0 PERFORMANCE REQUIREMENT TASKING

4.1 TASK 1: Perform testing on underground storage tanks. The contractor shall:

a. Perform tank monitoring certification in accordance with manufacturer’s checklist.

b. Perform overfill prevention verification test to ensure successful operation of overfill alarm systems and overfill devices.

c. Perform spill bucket testing in accordance with procedures in PEI RP/1200.

d. Perform automatic line leak detector (ALLD) test in accordance with LDT-890.

e. Perform line tightness testing and re-calibrate in accordance with manufacturer’s instructions. Line tightness testing must be performed annually at or above operating pressure according to a maximum leak detection rate per test section volume.

4.1.1. TASK 1 PERFORMANCE GOALS

a. Perform underground storage tank testing in accordance with references/directives (a) through (d).

4.2 TASK 2: Prepare and submit testing results to the Government. The results shall include:

a. Methods and procedures used to analyze underground storage tanks.

b. Test results with recommendations, if applicable.

c. System service records.

d. Proof of technical training certification: Veeder-Root ATG Certification.

4.2.1. TASK 2 PERFORMANCE GOALS

a. Ensure that testing is completed in a timely manner. After date of testing completion, test results must be submitted to Government within 31 calendar days. Government comments or feedback shall be addressed within 7 calendar days of receiving testing results.

*Only 1 Tank Monitor Cert. is needed for Manana Gas Station because both tanks are on the same veeder root system. So the tank monitor cert. for Manana will cover both tanks.
