Operational Video Capability (OVC)
Request for Information (RFI) – Attachment 1
Draft Performance Work Statement (PWS)
Purpose
Within the Department of Homeland Security (DHS), the United States Secret Service (USSS) used
Government authorized channels within the 1755-1850 Mega Hertz (MHz) band for video transmission and extended network communications to remote facilities. Authorized by the Commercial Spectrum
Enhancement Act (CSEA) and amended by the Middle-Class Tax Relief and Jobs Creation Act of 2012, the
Federal Communications Commission (FCC) made the 1755-1850 MHz band available to the private sector through spectrum auctions. The latest auction is referred to as the Advanced Wireless Services (AWS) III and it concluded on January 29, 2015. As a result, the USSS had to vacate the band and transition affected operations to other bands. Capabilities were then transitioned to other authorized frequency bands and alternative technologies.
Background/Objectives
The USSS mission includes protective and investigative law enforcement activities. The capability to conduct video operations is critical to the mission. Additional Operational Video Capability (OVC) has been deployed in the National Capital Region (NCR) via the AWS III Program and has operationally supported several National Special Security Events (NSSE). The AWS Program now looks to transition the deployed capability to operations and maintenance while updating system technologies as advances are identified and analyzed for future integration and implementation.
This work is Law Enforcement Sensitive / For Official Use Only (FOUO); therefore, all contractors shall have or be eligible for DHS and USSS suitability. Support personnel having access to any equipment and spaces included in this Draft Performance Work Statement (PWS) must be cleared or clearable by DHS for law enforcement sensitive work and capable of providing full spectrum technical and warranty support. The contractor shall identify key personnel for this effort who are clearable by USSS for electronic support utilizing Government Furnished Equipment (GFE) when access to the USSS network is required for troubleshooting. Contractor key personnel shall operate in accordance with all DHS 4300A Sensitive
Systems Handbook and related policies and procedures. In addition, key personnel shall, as required, submit paperwork for a USSS sensitive IT access systems background investigation.
Summary Scope of Work
The USSS seeks the full professional and technical services necessary to provide the daily operation and maintenance necessary to sustain its operational video capability solution. The contractor shall also support specified NSSEs, as required. In general, operations and maintenance include geographic coverage, monitoring operating environment status, analyzing resource usage, performance analysis, security scanning and management reporting on operations. Operations and maintenance also include radio frequency (RF) coverage modeling, warranty and return merchandise authorization (RMA) processing, routine and corrective maintenance, change control, inventory management, end user support, handling of bug fixes/patches, upgrades, and license management for Commercial Off the Shelf (COTS) products. Examples of activities are as follows:
Activities Description
a) Program and Operational
Management Overseeing maintenance activities, dispatching field service technician crew(s), engineering personnel and other support personnel. The contractor shall establish subcontracts with the key vendors present in the USSS systems to support those systems. Such vendors include but are not limited to certified tower climbing companies; radio suppliers;
resellers of cameras and network switches.
b) Network Maintenance, Operation and Upgrades Continued network maintenance, management/monitoring, operation and upgrades (software and hardware). RF coverage modeling and use of RF modeling tools. Deliver radio frequency (RF) coverage modeling for all permanent and temporary /mission specific sites.
c) Logistics Field Support The primary repair facility for OVC equipment and network will be conducted within the NCR and within a USSS facility. The contractor shall supply and maintain a bucket truck capable of reaching 40 feet.
The contractor shall be responsible for training employees using the truck, to include training on high voltage aerial work environments. The contractor shall provide all the tools and test equipment required to maintain the system. Personnel protection shall include fall protection, hardhats, suitable work boots, etc.
d) Warranty Fulfillment and
Return Merchandise
Authorization (RMA) processing
The contractor shall provide warranty fulfillment and RMA processing and coordinate directly with third-party suppliers/vendors.
e) Scheduled Maintenance Regular and routine maintenance of equipment and infrastructure. OVC component devices and the network may undergo technological refresh with the addition of new equipment over its life cycle as future operations require. The contractor shall assess network components on a quarterly basis to determine if upgrades and software updates are needed. The contractor shall implement needed network services software upgrades.
f) Corrective Maintenance Repair services to restore failed equipment or systems to operational condition including operational management to oversee maintenance activities. This work requires working in high Radio Frequency (RF) environments, rooftops, building machines, rooms and Information
Technology (IT) closets and towers. It may also require climbing stairs and lifting equipment up to fifty (50) pounds.
g) Configuration Management, Change Management, and
Inventory Management
Ensure configuration control of the OVC operational baseline is maintained. Contractor shall provide logistical and supply support and inventory tracking strategies, including management of sparing pool.
h) Service Desk / End User
Support A central point of communication with end users. Telephone and email based technical support, opening and closing of trouble tickets.
