Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-21-AP-0261
1. Contracting Activity: Department of Veterans Affairs, VISN 04, VA Pittsburgh Medical Center, 2237 # 646-21-1-230-0614
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VA Pittsburgh Healthcare System requires the urgent purchase of Nitrile Exam Gloves in sizes small, medium, large and extra-large. These gloves are critically needed by staff to provide daily, direct patient care to Veteran patients, and to afford both staff and patients necessary protections.
The estimated value of this acquisition is $148,000.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Due to the President’s declaration of a National Emergency in response to the COVID-19 pandemic, there is a critical world-wide shortage in health care supplies such as gloves, masks and gowns. The supply chain for the needed nitrile gloves has been severely slowed, and availability is scarce.
VAPHS currently has ten (10) different orders currently backordered with no firm delivery date provided.
The gloves were previously available via the national MSPV contract with AMD. The AMD contract was terminated. During the transition, Concordance Healthcare took over and began to provide supplies. However, due to the rapid transition from AMD to Concordance, Concordance is unable to supply VAPHS with the previously received quantities and supplies are running short. The current weekly allocation from Concordance Healthcare is 54 cases for University Drive and 31 for Heinz, which is 20% less than what was being received through the AMD prime vendor contract. Making this urgent purchase of gloves will allow VAPHS to increase its days of stock on-hand (DSOH) to 60 or more. With demand varying from day-to-day and very limited availability of nitrile gloves across the market, the increase to 60 DSOH or better will help ensure adequate supply for frontline staff.
Goldstar Products was contacted and is able to provide the needed gloves with a 3-5 business day lead time. They are the only vendor that can provide the needed products within a reasonable timeframe.

4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted by members of the Supply Service at VAPHS through MEDPDB, GSA Advantage, ECAT and NAC. Multiple vendors were contacted, including Goldstar Products, Cardinal Health, BOSMA, Grainger, MSC Industrial Supply, Concordance Healthcare, AVkARE Medical, Cintas, CMS and Dove Medical.
Goldstar Products was contacted and is able to provide the needed gloves with a 3-5 business day lead time. They are the only vendor that can provide the needed products within a reasonable timeframe. As a result, a quote was requested from Goldstar Products and this urgent acquisition is being requested. Should future circumstances allow, all attempts will be made to obtain competition to the maximum extent practicable.
