STATEMENT OF WORK

1.0 BACKGROUND/SCOPE

1.1. Background

This requirement is located at the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT).

NUWCDIVNPT is a Department of the Navy full-spectrum research, development, test and evaluation, engineering, and fleet support center for submarine warfare systems and other systems associated with undersea warfare. This project will provide Uninterruptable Power Supplies, (UPS), for building 111 and telephone huts 1341, 1349, and 1350.

1.2. Scope

In accordance with this statement of work and NUWC drawings 19-023A (three sheets), the contractor shall remove the remains of an existing UPS system. These remains include the maintenance/bypass switch and the short lengths of conduit and wiring that formerly interconnected the UPS with the battery racks and the maintenance/bypass switch. Others have already removed the UPS unit and the battery racks. The contractor shall provide a new UPS System including maintenance-bypass switch, lithium ion batteries and associated racks, all interconnecting wiring and conduit, and modified electrical feeds.

The work in each telephone hut consists of providing two new rack mounted UPS systems with integral 208 volt to 120 volt stepdown transformers, and one associated rack for mounting the above two items.

2.0 Applicable Documents (AD)

2.1 NUWC Drawing Package 19-023A (3 sheets)

2.2 EM-385-1-1 US Army Corps of Engineers Safety and Health Requirements

Manual (Rev 2014)

3.0 Requirements

In performing the below tasks, the contractor shall comply with AD 2.2 and NFPA 70, NFPA 70E, NFPA 241 and Federal and State OSHA regulations. The most stringent standard prevails. Additionally, the contractor shall ensure individuals performing the work use all required Personal Protective Equipment (PPE), including appropriate arc flash protection when verifying whether circuits are de-energized OR when working on “live” equipment that has been government approved due to a special circumstance.

3.1 System and Material Requirements

3.1.1 UPS System

Bldg 111: Provide continuous duty, three phase, solid-state, on-line double conversion reverse transfer static UPS. The UPS, by means of solid-state conversion techniques, must provide continuous regulated AC power to its output terminals, while operating from an input power source, cabinet or track mounted direct current (DC) storage battery or other approved means. The performance of the UPS must not be degraded when operating without a system battery, provided the input AC source is within tolerance.

Provide an UPS system that conforms to UL 1778 and consists of UPS module, battery system, battery protective device, system cabinet, static bypass transfer switch, controls and monitoring, system protective devices, means of isolating the UPS system from the critical load, and remote monitoring interfaces. The unit shall be scalable.

The contractor shall provide wiring diagrams and installation details for the UPS System. The wiring diagrams shall identify circuit terminals and indicate the internal wiring of each item of equipment and the interconnections between each item of equipment. The installation details shall indicate adequate clearances to be maintained, as well as, maintenance requirements (CDRL A004)

UPS requirements for telephone huts shall be in accordance with AD 2.1.

3.1.2 Conduit

Conduit shall be electrical zinc coated Steel Metallic Tubing (EMT) conforming to UL797, ANSI C80.3.

Fittings shall be steel compression type. Set Screw fittings and Die Cast Fittings are not to be utilized on this contract. Liquid-tight flexible metal conduit may be utilized where specified on drawings (AD 2.1), in lengths not exceeding 6 feet. The contractor shall provide a list of electrical materials they plan to utilize to complete the installation. (CDRL A005)

For 3.1 above: The contractor shall provide materials and equipment that are products of manufacturers regularly engaged in the production of such products that are of equal material, design and workmanship.

Products shall have been in satisfactory commercial or industrial use for 2 years prior to solicitation issue date. The 2-year period shall include applications of equipment and materials under similar circumstances and of similar size. The product shall have been for sale in the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2-year period. Where two or more items of the same class of equipment are required, these items shall be products of a single manufacturer; however, the component parts of the item need not be the products of the same manufacturer.

3.2 Installation and Testing Requirements

Prior to beginning Task 3.2.1, the contractor shall provide an Activity Hazard Analysis (CDRL A001).

The principle purpose of an AHA is to reduce the overall risk of the hazards associated with the performance of work. The contractor shall also use the AHA to ensure the implementation and effectiveness of the activity's safety and health controls. The contractor shall provide an AHA for every operation involving a type of work presenting hazards not experienced in previous project operations or where new employees (either prime or subcontractor) are performing work. Refer to AD 2.2 Paragraph 01.A.14 for guidance on writing AHA’s.

3.2.1 Installation

Electrical installations shall conform to requirements of NFPA 70, IEEE C2 and any additional requirements identified in this SOW or AD 2.1. The contractor shall:

Provide insulated copper conductors installed in electrical metallic tubing except where specifically identified in this SOW or AD 2.1, or required by NFPA 70 to be installed in a different manner.

Provide a green insulated equipment grounding conductor for all circuits. This conductor shall be separate from the electrical system neutral conductor.

Provide conduit sizes as indicated but in no case shall the conduit size be smaller than three quarters of an inch.

The contractor shall keep conduit minimum 6 inches away from parallel runs of steam or hot water pipe and install conduit parallel with or at right angles to ceilings, walls, and structural members where located above accessible ceilings and where conduit will be visible after completion of services.

Support conduit by pipe straps, wall brackets, threaded rod conduit hangers, or ceiling trapeze and fasten by wood screws to wood; by toggle bolts on hollow masonry units; by concrete inserts or expansion bolts on concrete or brick; and by machine screws, welded threaded studs, or spring tension clamps on steel work. The contractor shall not exceed one-fourth proof test load for load applied to fasteners and shall not support conduit by ceiling support system.

Make changes in direction of runs with symmetrical bends or metal fittings and make field made bends and offsets with hickey or conduit bending machine. The contractor shall not install crushed or deformed conduits. The contractor shall fasten conduits to sheet metal boxes and cabinets with two locknuts where required by NFPA 70.

Note: Building 111 UPS operation is critical to NUWCDIVNPT therefore the outage for the physical work to take place is limited to one weekend. The existing system shall be taken down on a Friday afternoon (in co-ordination with NUWCDIVNPT Facilities Branch Code 1021) and the new system must be up and running by the following Monday morning at 0600. Otherwise, the contractor shall provide a temporary 480 volt feed to the input side of the 112.5 kva transformer so that all loads will be energized by 0600 on Monday morning.

Weekend work shall be scheduled with the NUWCDIVNPT Technical Point of Contract, specified in clause G- 242-H001 Government Contract Administration Points-Of-Contact and Responsibilities, at least 15 days in advance.

3.2.2 Performance Tests
