II. Nature and/or description of the action being processed.
The proposed action is a new firm-fixed price purchase order for the acquisition of commercial Uninterrupted Power Supply (UPS) replacement batteries, capacitors and installation for the 747th Communication Squadron (CS) with an estimated value of
747 CS oversees the operations and maintenance of 640 UPS batteries and eight (8) capacitors for five (5) separate UPS systems which are located within three (3) separate buildings at Joint Base Pearl Harbor-Hickam, HI.
The UPS systems provide continuous power to critical base communications systems during the transition from commercial power to generator pov,:er preventing power outages. pov,:er surges. or power spikes. The current UPS batteries are out of warranty and have reached the end of the product life-cycle requiring replacement. The current UPS batteries were only warrantied for three (3) years. Historically, UPS batteries begin to fail shortly after the warranty has expired and 747 CS's UPS baneries have started failing. 747 CS's UPS batteries are currently estimated to be four (4) years old.
UPS are classified as Power Conditioning and Continuation Interfacing Equipment (PCCEI) which are classified as equipment and must be maintained by the requiring activity and not the Base Civil Engineering (BCE) squadron.
III. Description of supplies/services required to meet agency needs, 747 CS oversees the operations and maintenance of five (5) UPS systems housed in three (3) separate buildings. The current UPS batteries are out of warranty and replacement is required. The current upgrade requires the removal and installation of three
(3) battery types and four (4) capacitor types with installation incidental to the procurement.
Building 1109, which houses two (2) UPS systems, requires the removal and replacement of320 12HX505-FR UPS batteries, two (2) 400-500 AC capacitors. and two (2) 400-500 DC capacitors to include installation . Building 988, which houses two (2) UPS systems, requires the removal and replacement of 120 1211X505-FR UPS baneries, 80 12HX205-FR UPS batteries, and one (I) 40-80 AC/DC capacitor to include installation Building 1102, which houses one
(I) UPS system, reqoires the removal and replacement of 120 UPS 12-700MRF UPS batteries, and one (I) 550-550 AC/DC capacitor to include installation The estimated aggregate amount for this requirement inclusive of installation and battery disposal is estimated to be The delivery and installation time-line for this requirement is approximately 30 days after contract award and the lead time for materials of this requirement is estimated to be one (I) week.
This is a new firm-fixed price purchase order using appropriated 3400 (Operation and Maintenance) funds.
IV. Statutory authority permitting Other than Full and Open Competition.
10 U.S.c. 2304(c)(5) as implemented by FAR 6.302-5(a)(2)(i), "A statute expressly authorizes or requires that the acquisition be made through another agency or from a spccified sourcc."
V. Demonstration that the contraclor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority), In accordance with FAR 19.1506(b), a Contracting Officershall consider a contract award to a WOSB concern eligible under the WOSS Program on a sole source basis before considering small business set-asides provided none of the exclusions at FAR
19.1504 apply and the conditions at FAR 19.1506(b)(1-3) are met. The exclusions at FAR 19.1504 do not apply and the conditions at FAR 19.1506(b)(1.3) have been met.
The Small Business Administration (SBA) has identified specific NAICS codes for which WOSB concerns are substantially underrepresented in Federal procurement. In accordance with FAR 6.302-5(a)(2)(i), full and open competition need not be

The acquisition has been specifically reserved for a sole source award under the WOSB program which is the application of FAR 6.302-5(b)(7) as provided for under 15 U.S.c. 637(m).
A Small Business Dynamic search revealed that EPC Service, Inc. is a Women-Owned Small Business (WOSB) in Hawaii performing under an assigned NAICS Code of 811211 in which the SBA has determined that WOSB concerns are substantially underrepresented in Federal procurement. A review ofEPC Service, Inc's Small Business Dynamic Search profile revealed that EPC specializes in a variety of electrical and mechanical systems. Further phone conversations with the EPC's representative also revealed that EPC Service, Inc. has the capabilities to provide UPS batteries, capacitors and installation.
VI, Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, Initially, 747 CS's requirement was posted to the Air Force Way (AFWAY) website for dissemination to the NETCENT-2 vendors. A revision to 747 CS's requirement was later received which significantly changed the complexity, scope and magnitude of their original requirement. This change included the installation of new UPS batteries, capacitors, and disposal of the existing UPS batteries that have reached the end of their product life cycle. As a result of the change in requirement. the AFWA Y posting was canceled. No quotes were received prior to the cancellation. A waiver was received from the NETCENTS Project 1-1anagement Office (PMO) citing historical low bid responses from the 1\ETCENTS-2 vendors for Pacific Air Forces (PACAF) and belief that the requirements change would not have an effect on bids. Accordingly, the Government's acquisition strategy was adjusted.
A Small Business Dynamic search revealed three WOSB in Hawaii performing under an assigned NAICS Code of 811211 in which the SBA has determined that WOSB concerns are substantially underrepresented in Federal procurement. The three WOSBs identified within the Small Business Dynamic Search were EPC Service, Inc., DC Tech Hawaii, and Helen N. Wai, LLC which were all contacted by telephone. The Government utilized telephone conversations, information contained within the Small Business Dynamic Search and reviews of the companies individual websites to determine the capabilities of the three (3) identified companies.
The applicable synopsis exception that precludes the notice required by FAR 5.201 is FAR 5.202(a)(4).
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
A price analysis will be performed to determine if the overall price proposed by EPC Service Inc. is fair and reasonable utilizing the methods detailed at FAR 13.106-3(a)(2).
VIII. Description of the market research conducted and the results, or a statement ofthe reasons market research was not conducted.
A Small Business Dynamic search revealed only three WOSB in Hawaii performing under an assigned NAICS Code of 811211 in which the SBA has determined that WOSB concerns are substantially underrepresented in Federal procurement. The three WOSB identified within the Small Business Dynamic Search were EPC Service, Inc., DC Tech Hawaii, and Helen N. Wai, LLC.
Phone conversations with Helen N. Wai. LLC's representative revealed that they primarily specialize in teaching and financial consultation. A review of DC Tech Hawaii's Small Business Dynamic Search infonnation and \'r'ebsite revealed that they primarily specialize in data centers, cleaning, fire and flood restoration and design services. Several attempts were made to reach a DC Tech Hawaii representative by phone and no responses were received. A review of the Small Business Dynamic Search results of EPe Service, Inc. revealed that they specialize in a variety of electrical and mechanical systems. Phone conversations with the EPC's representative revealed that EPC Service, Inc. has the capabilities to provide the requested items and services. As a result of the aforementioned and in accordance with FAR 19.I506(b)(2), the Contracting Officer does not have a reasonable expectation that offers would be received from two or more WOSB concerns performing under NAICS code 811211 within Hawaii.

IX. Any other facts supporting the use of Other Than Fulland Open Competition.
The Government contacted the Business Opportunity Specialist (BaS) located at the SBA Hawaii District Office to discuss the process for identifying WOSB concerns in Hawaii perfonning under a substantially underrepresented NAICS code in Federal procurement. Phone conversations with the 80S confirmed the Government's use of the Small Business Dynamic search tool refining the search criteria to Hawaii to identify WOSBs operating under NAICS codes considered by the SBA to be substantially underrepresented. A formal offering lelter was not required by the SBA.
