Statement of Work:

Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S. Department of Agriculture, Agricultural Research Service, US Vegetable Laboratory, 2700 Savannah Highway, Charleston, SC 29414.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work should meet the manufacturer’s requirements for polyethylene plastic pipes for the appropriate size and application. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact dimensions of the project.

Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.

Contractor’s working hours shall be scheduled to coincide with the normal working hours (7am-4pm) at the site.

Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Location Monitor (LM) at the site at least three days prior to the need.

Contractor shall notify and schedule utility outages at least 24 hours in advance.

During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

Install Awning with photos

Vendor will purchase and install a ROLL FORM all-aluminum free-standing cover at 14’ projection X 80’ long, use .032 flat pans and 6” roll form gutter on all four sides. It will have 10” C beams running the 80” direction with 4 x 4 x .125 support posts under it. Half will be sunken into dirt, and half anchored to concrete with three flanged to the slab. It meets 130 MPH wind load. Site visit is recommended. Installation should take up to 5 days to complete.

Inspections and Completion:

1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the LM and/or other owner representatives.

2. Contractor shall remove all excess materials, debris, and equipment from the site.

3. Upon completion of all project requirements and inspections, the LM shall approve payment.

Recommended Site Visit:

Bidders are encouraged to visit the site to confirm locations, dimensions, and conditions of the project before submitting a bid. The site visit shall be for the purpose of observing, firsthand, any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Recycling:

Contractor shall make best effort to recycle any construction debris created during the contract.

Safety:

The contractor will submit a Site-Specific Safety Plan (SSSP)/Accident Prevention Plan (APP) in industry recognizable format to the Contracting Officer within 7 days of contract award for Government review and approval. The plan shall be approved prior to beginning any construction activities.

Detailed Bid:

Contractor shall provide a detailed bid, itemized by each part of the project, which includes all materials, labor, testing, and equipment in order to fully and successfully complete the Statement of Work described in this document.

Contractor Responsibility:

1. Contractor will verify all dimensions, utilities and existing site conditions prior to beginning work.

2. Contractor shall keep work area clean on a daily basis and take measures to control debris while work is being performed.

3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor will provide daily reports of work performed to the Location Monitor.

5. Contractor shall remove and dispose of all construction related materials from all work areas on a daily basis and remove these waste materials from the site on a weekly basis.

6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

7. Contractor must have a superintendent on the job at all times when working on this project.

8. Contactor will provide their own restroom facility (IF NEEDED).

Material / Submittals:

The material for the entire work shall be as specified above. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the Contracting Officer as noted in this document.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work AFTER the delivery of the container units for proper location of utilities. Contractor is required to provide labor, specified material, equipment, third party testing, and other tools required to perform the job fully and completely.

No Government equipment will be available for use by the contractor. The contractor shall be responsible for protecting his work at all times and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall coordinate final inspection with the Location Monitor.

Project Schedule:

The completion of this project shall not exceed 45 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, eight (7) A.M. to five (4) P.M. with the exception of Government holidays.

Site Access During Covid-19 Recovery:

Contractor shall follow all Covid federal and local protocols at the site.
