PERFORMANCE WORK STATEMENT

JANITORIAL SERVICES TO BE PERFORMED AT

THE UPPER MISSISSIPPI RIVER NATIONAL WILDLIFE AND FISH REFUGE – LA CROSSE DISTRICT

1. SCOPE: This Performance Work Statement defines the effort required to perform Janitorial

Services at the U.S. Fish and Wildlife Service (USFWS), Upper Mississippi River National Wildlife and Fish Refuge (UMRNW&FR) - La Crosse District for the Administrative Offices, Visitor Center and Maintenance Building Office areas as defined below.

Contractor will not have guests or visitors accompanying them to the work site.

Contractor will provide the name and contact information for any sub-contractor doing the actual cleaning to the UMRNW&FR.

2. LOCATION: Upper Mississippi River National Wildlife and Fish Refuge – La Crosse District, N5727 County Road Z, Onalaska, WI 54650

3. PERIOD OF PERFORMANCE: This proposed purchase order is for an initial one year period to begin May 1, 2021 through April 30, 2022, with 4 additional optional years.

Cleaning will occur on a weekly basis. The contractor will coordinate with either of the

Government Liaisons to agree on the first cleaning date.

This is 52 weeks of work per year.

4. WORK SCHEDULE: Cleaning to occur during business hours which are 8:00 AM – 4:00 PM, Monday – Friday. In the event a cleaning day falls on a federal holiday, refuge staff will work with the contractor to reschedule.

5. DESCRIPTION OF WORK AREAS:

VISITOR CENTER/OFFICE AREAS

Approximately 12,000 sq foot building which includes both carpeted and non-carpeted area.

MAINTENANCE BUILDING

For the purpose of this contract the area for cleaning will be an area from the entry way to the restroom area, and also the restroom.

6. DESCRIPTION OF WORK: The following services will be performed as part of the weekly cleaning.

a. Common entryways and hallways: Vacuum carpet/rugs, sweep and mop floors, wipe down baseboards, window sills and registers and spot clean windows and glass on doors.

b. Conference room: Vacuum area and wipe down window sills and counter top and conference table. Empty trash cans and place recyclable materials in designated area in the garbage room.

c. Kitchen Area: Sweep and mop floor area. Wipe down counter top and kitchen tables, wipe down window sill. Clean Microwave oven. Clean kitchen sink.

d. Bathrooms/shower rooms: Total of 7 bathrooms and two shower rooms. Two located outside in the back of the Visitor Center, two located in Visitor Center, two bathrooms and one shower room in the administration area, one bathroom and shower area in the maintenance building. Sweep and mop floors, wipe down countertop. Clean, disinfect and sanitize toilets, sinks and showers. Clean mirrors. Wipe down soap dispensers.

Empty trash cans.

e. Miscellaneous Items: Trash cans are to be spot cleaned and liners replaced (provided by the government) as needed. All trash is to be removed from the common areas as well as the office areas.

6. QUALITY ASSURANCE: The contractor shall develop and maintain a quality control program to ensure janitorial services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control plan and any supporting documentation shall be made available to the government for review upon request.

7. GOVERNMENT FURNISHED ITEMS: The UMRNW&FR will furnish all required cleaning supplies.

Cleaning supplies will be environmentally safe products.

Facilities and storage space of supplies will be identified to the contractor and maintained in a clean and sanitary manner. Light, heat, electricity and water required for the performance of this contract will be made available to the contractor. The use of government telephones will be restricted to official business concerning this contract.

PERFORMANCE STANDARDS

Vacuum carpet/rugs Performance Standard: Carpet/rugs shall be clean and free from dust balls, dirt and other debris. Any mats and area under mats shall be vacuumed and free from debris.

Sweep and wet mop floors and disinfectant Performance Standard: Restroom shall be clean and free of dirt and present an overall appearance of cleanliness. Floors shall be slip resistant, free of marks, skipped areas, and streaks and mop strands. Walls, baseboards and other surfaces shall be free of splashing and markings from the equipment. All surfaces, crevices, tracks, baseboards, and corners shall be clean and dry.

Empty all trash and recycling containers Performance Standard: Wastebaskets shall be free of spillage, dust, debris and residue. Plastic liners shall not be torn, worn or contain residue. All recycling shall be collected and deposited in a designated bin.

Clean restrooms Performance Standard: The restrooms will be clean and odor and stain free.

Health-conscious & effective cleaning processes and techniques will be incorporated to sanitize and kill germs and bacteria and avoid the cross-contamination of other office areas. Supplies will be in plentiful supply.

Wall and ceilings Performance Standard: Walls and ceilings shall be free of debris and cobwebs.

Clean sink and break areas Performance Standard: Tables and counters will be wiped down and free of debris. Health-conscious & effective cleaning processes and techniques will be incorporated to sanitize and kill germs and bacteria and avoid the cross-contamination of other office areas. All dirt, dust, water stains, spots, streaks and smudges shall be removed from the surfaces.
