1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued.

2. This solicitation is being issued as a Request For Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is a sole source award to Mission Critical Solutions of Tampa.

Description:

This requirement is a Combined Synopsis/Solicitation for Unify OpenScape Voice console system. This is a sole source award to Mission Critical Solutions (MCS) of Tampa in accordance with the Contracting Officer signed single source justification contained in the contract file.

The 1st Helicopter Squadron Command Post (1 HS/CP) operations serve as the focal point for Command and Control for commanders during routine operations, emergencies, contingencies, and increased readiness. The Command Post achieves this function by fulfilling 24/7 Command and Control operations, including the receipt and dissemination of orders and information flow. To accomplish this mission the 1 HS/CP requires a reliable, efficient, communication console that complies with requirements outlined in DoDI 8100.04, DoD Unified Capabilities and AFMAN 10-207, Command Post Operations. The Unify OpenScape Voice console system is the communication solution to meet the needs of the 1st Helicopter Squadron. The system is the most widely used Command Post Communications platform used at over 100 Command Post Air Force Bases and there is already a Unify Open Scape Data Server on base being utilized by Joint Base Andrews Regional Command Post and the 459th Air Refueling Wing Command Post.

The Government intends to award a firm-fixed price contract for the following:

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

If you are the apparent awardee, the Government will notify you immediately by sending a copy of the contract for your signature. The signed contract shall be returned to the Government within 48 hours once it is received and will then be distributed once the contract is countersigned by the Contracting Officer and awarded. If you do not meet the required deadline, the Government reserves the right to award to the next technically acceptable offeror.

SAM.gov. Failure to respond to both emails may result in being technically unacceptable. All interested parties must be registered in System for Award Management (SAM,gov) in order to receive an award, FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

- Technical acceptability (evaluated through quote being in accordance with solicitation and Statement of Work)

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Governmant may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
