Section B: Description of the Supplies/Services Required

Unicom System Architect is enterprise architecture software that allows for visualization, analysis, and communication of enterprise architecture and business process a nalysis. This software provides decision support, process optimization, and integration of these factors in to solution delivery.

In order to avoid unnecessary delay in fu lfilling the Government's requirements and experiencing duplication of costs as stated herein, Unicom System Architect is t he only software suite that will satisfy t he Government's requirements at t his t ime.

This requirement will be issued as a new Firm-Fixed-Price (FFP) contract. Based on market research, the total cost of t his procurement is estimated to before this effort, based upon market research, is -

Section C: Justification for Soliciting from a Single Source or Brand Name

- has a requirement to purchase support and maintenance for Unicom System Architect software licenses. The maintenance needed consists of access to software updates and patches to address errors t hat have been discovered, or may be discovered, in the source code. Unicom System Architect software is currently used by- in t he performance of t heir mission and is on the Air Force approved software list.

The proposed Unicom System Architect software is licensed and sold di rectly by Unicom Systems, Inc. Unicom is the sole distributor of Unicom System Architect, a nd is t he only known source able to satisfy the Government's requirement. Unicom

Systems, Inc. has provided a sole-source letter stating t hat t hey are t he sole provider of Unicom System Architect software, updates, a nd technical support.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

- will continue to monitor the public market in a n attempt to fi nd other vendors and companies t hat offer acceptable levels of compatibility to ensure every effort is made to compete for new suppliers for t hese type of tools. The Government will continue to conduct market research using catalogs, internet, attendance at technical trade shows, a nd other industry events to locate other solutions to meet the Government 's requirements.
