Source Selection Plan for M119A3 Conex Containers The Government will award a contract resulting from this solicitation to the responsible Offeror whose proposal meets the solicitation requirements and offers the lowest price. The Government intends to make only one award as a result of the RFP. The evaluation of quotes shall be conducted utilizing the Lowest Priced Technically acceptable (LPTA) evaluation approach, based on an evaluation of quotes in the areas of Technical and Price. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technically acceptability. All proposals received pursuant to this RFP will be evaluated in the same manner.
Discussions: The Government intends to evaluate quotes and make an award decision without discussions with offerors. Therefore, the initial quote should contain the offeror’s best terms. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
Evaluation Factors

(2) Price Evaluation Approach Careful, complete and impartial consideration will be given to all quotes received pursuant to this RFQ. A team of Government personnel will evaluate each quote in the areas described below.
1) Technical: The technical portion of the quote will rated Acceptable or unacceptable based on assessment of the stated minimum requirements below.

In order to meet the minimum requirements of the solicitation, offerors are required to provide a brief (no more than 2 pages) capability statement to include equipment/facilities description, quality assurance practices and any other relevant process capabilities. The statement must demonstrate how or why the contractor is able to meet the following minimum requirements below:
Item to be delivered: 20’ Conex Box /container for the M119A3 Howitzer Note: Containers may also be known as storage containers, conexes, cargo containers or shipping containers Quantity to be delivered: Twenty one (21) Units Schedule of Delivery: Twenty one (21) Units due 12 weeks after contract award (ACA) to the following:
ATTN: Hector Herrerra Yuma Proving Ground Building 3490 North Yuma, AZ 85364
DODAAC: W61R67
The items will meet the following requirements:
· Standard 20-foot (20’ Length x 8’6” Height x 8’ Width) containers
· Constructed of corrugated steel
· Wood floor throughout container
· Shall be an ISO Standard 6346 compliant Dry Freight container or equivalent standard
· Wind and water tight
· Containers shall be new, once used is acceptable
· Containers must have at least one point of entry; any entry/door configuration is acceptable to include double doors or roll-up door.
· Vendor shall be able to load, unload and place the containers without the assistance of Government equipment.
· Two - Way laden forklift pockets
Vendors Quotes will be rated either “Acceptable” or “Unacceptable”. Vendors must meet ALL listed requirements to receive an “Acceptable” rating. If a quote does not meet ALL listed requirements, the quote will receive an “Unacceptable” Rating and will not be considered any further.
2) Price will NOT be receiving a rating. The quoted price will be evaluated for reasonableness.
Price Inconsistencies: A quote is presumed to represent an offeror’s best effort to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performance and price, shall be explained in the quote. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offeror’s understanding of the nature and scope or the work required and their financial ability to perform the contract, and may be grounds for rejection of the quote.
