About this file

This document includes a pre-solicitation notice and justification and approval for a sole source award. The pre-solicitation notice for cleaning tubs for the Navy's Ultrasonic Oxygen Cleaning Systems was posted on June 15, 2021 and closed on June 30, 2021, receiving one response that was deemed non-compliant due to development costs and testing time required. As a result, contract N68335-22C0151 was awarded on a sole source basis to Blackstone-NEY, the original equipment manufacturer, on November 24, 2021 for $1,233,600. The award is to provide 12 cleaning tub replacements for the Navy's 32 shore-based UOCS units, which are needed as soon as possible with an 8 month delivery timeframe. The cleaning tubs are essential for cleaning cryogenic components and preventing explosions in the Navy's fleet.

The IPT reviewed the response and determined that due to the lack of existing cleaning tubs with the necessary attachments and wiring, the anticipated development cost, and time required for qualification testing proved prohibitive. via Procuring Contracting Officer letter of the results on 21 June 2021. No other challenges or responses were received.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition:

For the reasons set forth in Paragraph 5, NAVAIR has no plans at this time to compete future contacts for the cleaning tubs. This ECP is a planned, one-time procurement for upgrading current shore-based UOCSs to resolve obsolesce issues. Although Blackstone-NEY is the only company that possesses the technical expertise and data required for the ECP, PMA260 will assess any emerging technologies in the marketplace for competitive opportunities, should additional requirements arise.
