Market Survey Questionnaire
Bradley Fighting Vehicle System Under-Belly Interim Solution (UBIS)
Description of Intent:
The U.S. Army, PM, Mounted Armored Vehicles (MAV) is conducting Market Research to evaluate the capability of the market to: (1) Manufacture components/kits per Level III Technology Development Package (TDP) (2) Assembling components/kits; and (3) Package kits suitable for shipment both Continental United States (CONUS) and Outside of Continental United States (OCONUS) locations.
Please answer all questions applicable to your company’s products and capabilities. Please limit your responses to nine pages, three pages for each section.
The Mission of the Army Materiel Command is to develop and deliver global readiness solutions to sustain Unified Land Operations, anytime, anywhere. One of the key components to our warfighters ability to fulfill this mission is to have the best equipment, secure in place and readily available. The purpose of this market survey is to identify the best partners in industry to support the warfighter. This market survey is designed to facilitate the best solution to protect and secure equipment vital for the mission by managing limited space for optimal use.
This notice does not constitute an Invitation to Bid or Request for Proposal and is not to be construed as a commitment by the Government. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this questionnaire. Any information submitted that is protected by law from release and to which the Government has no pre-existing right to release and that is marked with an appropriate legend, shall not be released.

· Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis.
· Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: “PROPRIETARY PORTION BEGINS” and “PROPRIETARY PORTION ENDS.”

Instructions for responding to this request:
Responses are requested by 10/05/2020 and shall be submitted to the POC of this action, Matthew Kainz via an email response with the subject heading of “Bradley Fighting Vehicle System Under-Belly Interim Solution”. Any request for clarifications shall also be addressed to Matthew Kainz, Contract Specialist at matthew.j.kainz.civ@mail.mil.
Please note that all questions and answers will be posted anonymously to this website. Questions that are received by this office five days prior to the RFI deadline will be considered late and may not be answered.
Component Manufacturing:
1) Describe your company’s most recent experience with manufacturing of military vehicle related kit upgrades to include forming and assembly of product containing similar size, weight, material type and thickness.
2) Identify if your company provides any of the following for military vehicles. Provide details (size, weight, materials, methods, etc.) of how they are manufactured.
a. Applique Armor kits (aluminum, RHA, high hard)
b. Structural components (formed, welded)
3) What program or vehicle were these provided for and the timeframe when they were provided starting with the most recent?
4) Describe your company’s most recent experience working with similar build to print kit drawings for the U.S. Army.
Manufacturing and Assembling of components/kits:
1) Please describe in detail your company’s expertise and product capacity limit (units per week for applicable categories) in the below categories. Notate if category is planned to be outsourced. If there are additional capabilities provide details.
a. Welding – Type of welding, materials used, certifications, Testing Non-Destructive Inspection (NDI)
b. Forming – Press brake Material length 140”, max thickness 1.2”, min 2100 tons.
c. Material Handling – Plate sizes 140”x100”x1.2”, 5000lbs
d. Machining– Plate sizes 140”x100”x1.2”, 5000lbs
e. Waterjet– Types of material, material size

1) Describe your company’s experience coordinating with US Army garrisons for the purpose of coordinating the shipment of kits to required locations.
2) Describe how your company will handle material coordination among the subcontractors, parts suppliers, and Government agencies.
3) Describe your company or supplier’s experience shipping material and support equipment outside of the United States?
4) How does your company handle non-mission capable Government Furnished Material (GFM)? Indicate any industry specific certification, ratings or recognition that may be relevant.
