About this file
This document is a U.S. Preference form related to state and local procurement regulations, specifically referencing R.S. 39:1604.7 governing the purchase of products manufactured in the United States. The form provides a mechanism for vendors to claim a five percent price preference for products fully manufactured within the United States, with specific conditions for eligibility. Bidders must complete the entire document prior to bid opening and certify that their products meet the defined manufacturing criteria, which includes final assembly, processing, packaging, testing, and value-adding activities occurring within U.S. territories.
The preference applies when the U.S.-manufactured products are equal in quality to alternative products, do not exceed the lowest bid price by more than five percent, and the vendor agrees to sell at the lowest offered price. Vendors claiming the preference must specify which line items qualify, provide the manufacturing location(s), and sign a certification statement. The form allows bidders to indicate whether they are claiming the U.S. preference by marking "YES" or "NO" and provides spaces to document specific details about the origin and manufacturing process of the proposed products.
