To All Vendors:

The purpose of this action is to procure Tribal Advisory Council (TAC) to establish external advice to the agency in carrying out its mission to support Congress. Specifically, the Tribal Advisory Council will advise GAO on vital and emerging issues affecting the agency’s work on federal programs serving Tribal Nations and related issues (tribal work). The TAC will help strengthen the relationship between GAO and tribal govern-ments and tribal organizations and its importance in helping GAO shape its future tribal work, within the con-text of servicing Congress.

This acquisition is being conducted using the policies and procedures in accordance with the Federal Acquisi-tion Regulation (FAR) 13 as supplemented with additional information included in this notice. Solicitation 05GA0A20Q0012 is issued as Request for Quotation (RFQ). GAO intends to issue a single award for a twelve month base and four, 12 month option periods based on best value to the responsible offeror.

Please submit all questions via email to Cassandra Porter-Hickman, at Porterhickmanc@gao.gov. Please refer-ence: Request for Proposal (RFQ) Number 05GA0A20Q0012 in the subject line. Questions are due at 10:00AM, EST on May 14, 2020. Responses to the questions will be provided via a formal amendment to the solicitation.

Please submit your quote no later than June 4, 2020, 10:00AM (Eastern Time). Late proposals will not be con-sidered. Your proposal should clearly include all prices and the following: (1) company name and address, telephone number and fax number, company point of contact and e-mail address, and (2) a copy of the com-pany’s current Schedule and rates or the services mentioned in the RFQ: and (3) any product brochures, com-mercial literature, or service description that demonstrate your firm’s ability to satisfy the requirement, in ac-cordance with the statement of work. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation, shall be excluded from consideration. 1. 1. DESCRIPTION OF SERVICES

The U.S. Government Accountability Office (GAO) is an independent and nonpartisan legislative branch agency that supports the U.S. Congress in meeting its constitutional responsibilities, and helps improve the performance and ensure the accountability of the federal government. The GAO provides Congress with timely information that is objective, fact-based, nonpartisan, non-ideological, fair and balanced. GAO reviews the efficiency and effectiveness of federal agencies’ operations and performance, performs policy analyses and outlines options for congressional consideration and provides information on emerging issues. This work includes audits, reviews, and related assessments of federal agencies and federal programs that serve Tribal Nations and their citizens.

GAO’s Tribal Advisory Council (TAC) is being established to provide external advice to the agency in carrying out its mission to sup-

Specifically, the TAC will advise GAO on vital and emerging issues affecting Tribal Nations and their citizens and in-form GAO’s strategic goals and priorities with respect to the agency’s work on federal programs serving Tribal Nations and related is-sues (tribal work). The TAC will help strengthen the relationship between GAO and tribal governments and tribal organizations and is important in helping GAO shape its future tribal work, within the context of serving Congress.

The TAC is expected to inform GAO’s tribal work and related initiatives to increase GAO’s audit capacity. TAC members are expec-ted to actively participate in TAC deliberations by providing perspectives based on their experience and expertise relevant to issues af-fecting tribal nations and their citizens. TAC members may also be asked to:

• alert GAO to emerging factors or circumstances of interest or concern;

• provide advice on GAO’s development of strategic goals and objectives regarding its tribal work;

• identify persons with subject matter expertise in critical areas related to GAO’s tribal work;

• provide input and perspectives on new and ongoing GAO tribal work, as appropriate;

• assist with development of GAO’s protocols for working with Tribal Nations and Tribal organizations during the course of audit work;

• help GAO identify areas for staff development and appropriate training resources to address them; and

• inform GAO’s approach to recruiting, hiring, developing, and retaining a diverse, talented, and dedicated workforce.

This non-personal professional requirement, with documentation deliverables is for advisory and assistance services from one or more Tribal organizations to help GAO establish and maintain the TAC.

1.1. Definitions

“Performance Work Statement (PWS)” is a statement of work for performance-based acquisitions that describes the required results in clear, specific, and objective terms with measurable outcomes.

“Services Summary” is the minimum level of acceptable performance that the contractor must meet and still be considered a satisfact-ory performer.

“Task Order” is an individual requirement for services issued against an existing contract.

“Tribal Nations” refers to the 573 federally recognized Indian tribes, according to the list of Indian tribes recognized and eligible to re-ceive services from the Bureau of Indian Affairs by virtue of their status as Indian tribes, published on February 1, 2019 in the Federal Register. 84 Fed. Reg. 1200 (Feb. 1, 2019).

“Tribal organizations” refers to national and regional organizations that advocate for affiliated Tribes and Tribal citizens.

2. SUMMARY OF REQUIREMENTS

The contractor shall assist GAO to establish a TAC and provide logistical and administrative support for TAC meetings and members as described below. The contractor must demonstrate past and continued experience working cooperatively with other Tribal organiza-tions.

2.1. Services to Establish the TAC

The contractor shall perform the following services to assist GAO in establishing the TAC within 45 days of contract award:

2.1.1. Provide written comments and suggestions on GAO’s potential criteria for selecting members of the TAC to help ensure a variety of perspectives are represented

2.1.2. Meet with GAO as needed, and provide written comments and suggestions on development of TAC protocols and other docu-ments to help establish the TAC.

2.1.3. Provide comments as appropriate on GAO’s proposed language to solicit TAC nominations through channels such as the Fed-eral Register and outreach to Congressional members and staff.

2.1.4. Help GAO seek nominations to the council by distributing announcements to Tribal Nations, and Tribal organizations, includ-ing those that represent Alaska Natives and other indigenous perspectives. GAO will provide core information to include in announce-ments and review and approve announcements prior to their distribution.

2.1.5. If no nominations are received based on the distributed announcements, the contractor shall work with GAO to identify and execute alternative methods for seeking tribal member nominations. If these alternative methods are also unsuccessful, the contractor shall prepare a report summarizing their efforts to identify participants for a TAC.

2.1.6. Upon request, provide contextual information to help GAO evaluate nominees' professional experiences in tribal governments, organizations and activities relevant to tribal stakeholders.

2.2. Logistical and Administrative Services for TAC Meetings

The contractor shall provide the following logistical and administrative services for GAO’s TAC meetings that will occur once during the first calendar year of TAC formation, twice the second calendar year; and at least annually in subsequent calendar years:

2.2.1. To support TAC meetings the contractor shall provide personnel to perform the following duties:

2.2.1.1. Pre-TAC Meeting Logistics:

• Identify potential TAC meeting dates for GAO to consider four months prior to the planned meeting timeframe. Potential meeting dates will seek to take advantage of, but not overlap with, other national meetings of importance for Tribal leaders.

• Identify options for a meeting space in Washington, D.C. and other locations, as needed.

• Once a meeting space has been selected, negotiate and reserve selected meeting space and hotel rooms for each

GAO TAC meeting.

• Once a meeting date has been selected by GAO, notify TAC members to “save the date” of the TAC meeting and whether they plan to attend.

• Notify TAC members of travel logistics, eligible travel expenses and how to be reimbursed from the contractor.

• In coordination with GAO and the TAC, assist with developing agendas, collecting relevant supporting docu-mentation for the meeting and distributing the meeting materials (e.g., agenda, slides or other handouts, GAO’s strategic plan, and a summary of GAO’s ongoing tribal work) to TAC members, including the federal co-chair.

• Identify and coordinate with a Tribal leader or elder to provide culturally appropriate invocations during TAC meetings.

• Identify in advance of each TAC meeting whether a quorum will be achieved.

• Receive proxy letters for TAC members that need to send a substitute to a meeting.

• Review and update contact information for TAC members quarterly to ensure it remains current.

2.2.1.2. Meeting Day Coordination

• Post signs for meeting location, prepare meeting room and tables, and ensure Wifi connection is operational (as available).

• Print and assemble name badges and tent cards for TAC members, including the federal co-chair and guest speakers.

• Provide appropriate refreshments for each GAO TAC meeting, such as coffee, snacks, and lunches, as needed.

• Take notes of meeting discussions.

• Manage and coordinate any additional meeting logistics, as needed.

2.2.1.3. Post-TAC Meeting Follow-up

• Send thank you email to TAC members and any support personnel within 48 hours of TAC meeting.

• Collect and process travel reimbursement forms for TAC members and reimburse eligible travel expenses to TAC mem-bers for each GAO TAC meeting, within two weeks after each meeting.

• Draft meeting minutes within 15 days—including follow-up items for GAO and TAC members—and distribute to GAO and TAC members for their comment before finalizing and distribute final meeting minutes, within 45 days after each meeting.

• Survey TAC members and GAO attendees after each TAC meeting to solicit feedback.

• Summarize in writing and debrief with GAO on any lessons learned from the TAC meeting, within 30 days after each meeting.

2.3. Ongoing Logistical and Administrative Support

The contractor shall provide logistical and administrative services for the TAC through the following duties:

2.3.1. Provide personnel to perform the following limited administrative duties:

• Coordinate calls for Tribal members of the advisory council to discuss issues between advisory meetings, as needed.

• Establish and maintain a dedicated listserv for the GAO TAC within 30 days of TAC member selection by GAO.

• Provide technical support to TAC members, such as conducting background research, and developing tools to promote in-formation-sharing—such as a website—as needed to ensure members are prepared for productive meetings.

• Collaborate with Tribal Nations and Tribal organizations to assist GAO with sharing information to all Tribal Nations, as requested.

• Distribute information to the TAC at GAO’s request and compile responses from the TAC to provide back to GAO.

2.4. Technical Requirements Needed to Accomplish Work

• Working knowledge of Native American cultures, traditions, and ways of communicating.

• A demonstrated track record of working with federally-recognized Tribes with wide geographic coverage, including

Alaska Native villages as well as smaller, less-represented Tribes;

• A demonstrated track record of organizing Tribal advisory bodies for other federal agencies;

• The ability to reach and establish working relationships with other indigenous populations within the U.S., and relevant groups representing their interests;

3.2. Travel

The contractor shall be required to perform periodic travel in support of the TAC. Additionally, the contractor shall be responsible for reimbursing travel costs of TAC members for each meeting. Eligible travel costs for reimbursement will include at a minimum, lodging, ground transportation, airfare, and per diem, and be in accordance with Federal Travel Regulations or Joint Travel Regula-tions per FAR 31.205-46.

3.4. Criteria for Acceptance

All deliverables shall be submitted in a draft format mutually agreed upon by the contractor and GAO. If deliverables are provided in an unacceptable state, the COR will provide feedback within 2 business days and the contractor will have 2 business days to address feedback and resubmit.

4. PERFORMANCE PLAN

Performance will be assessed through the review of deliverables listed in section 3.3. In addition, the CO will conduct annual review of contractor performance using measureable terms listed in section 3.1. Contractors meeting or exceeding performance expectations will be considered for contract renewal. If performance expectations are not met, GAO will not renew the contract.

5. NON-PERSONAL SERVICES

GAO will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall GAO assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsib-ility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the CO immediately. These services shall not be used to perform work of a policy/ decision-making or management nature, i.e., inherently Governmental functions. All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

6. CONTRACTOR IDENTIFICATION

All contractor/subcontractor personnel shall distinguish themselves from Government employees. When conversing with Government personnel during business meetings, over the telephone or via electronic mail, contractor/subcontractor personnel shall identify them-selves as such to avoid situations arising where sensitive topics might be better discussed solely between Government employees.

Contractors/subcontractors shall identify themselves on any attendance sheet or any coordination documents they may review. Elec-tronic mail signature blocks shall identify their company affiliation. Where practicable, contractor/subcontractors occupying colloc-ated space with their Government program customer should identify their work space area with their name and company affiliation or as a minimum “Contractor” after name.

7. HOURS OF OPERATION

Government agencies will not be available during scheduled federal holidays, inclement weather, weekends, or after duty hours. All chargeable work will be directly attributable to the task being performed by the individual.

The TAC meeting is not required by law or policy. As a legislative branch agency, GAO is not covered by the Federal Advisory Com-mittee Act (FACA), 5 U.S.C. Appendix 2, section 3(2), which governs the establishment, operation, and termination of advisory com-mittees in the executive branch of the U.S. Government.

3 Tribal Advisory Council Charter

Charter for GAO’s Tribal Advisory Council

This charter[1]sets forth the guiding principles and operating parameters of GAO’s Tribal Advisory Council (TAC), established in 2020 by the Comptroller General of the United States.

Purpose The purpose of the TAC is to provide external advice to the U.S. Government Accountability Office (GAO) in carrying out GAO’s mission to support Congress. Specifically, the TAC will advise GAO on vital and emerging issues affecting tribal nations and their citizens and inform GAO’s strategic goals and priorities with respect to the agency’s work on federal programs serving tribal nations and related issues (tribal work). The TAC will help strengthen the relationship between GAO and tribal governments and tribal organizations and is important in helping GAO shape its future tribal work, within the context of serving Congress.

Members will be expected to actively participate in TAC deliberations by providing perspectives based on their experience and expertise relevant to issues affecting tribal nations and their citizens. TAC members may also be asked to:

• alert GAO to emerging factors or circumstances of interest or concern;

• provide advice on GAO’s development of strategic goals and objectives regarding its tribal work;

• identify persons with subject matter expertise in critical areas related to GAO’s tribal work;

• provide input and perspectives on new and ongoing GAO tribal work, as appropriate;

• assist with development of GAO’s protocols for working with tribal nations and tribal organizations during the course of audit work;

• help GAO identify areas for staff development and appropriate training resources to address them; and

• inform GAO’s approach to recruiting, hiring, developing, and retaining a diverse, talented, and dedic-ated workforce.

Membership The council will consist of

1. Twelve elected or appointed officials from federally-recognized tribal nations. Members will be chosen to achieve diversity in representation from tribes in terms of population size, geographic location, size of land base, economic factors, and self-governance or direct service.

1. Three at-large members who may be representatives of national or regional tribal or Native-serving organ-izations, elected or appointed leaders of non-federally-recognized tribes or persons otherwise qualified to provide indigenous perspectives.

Membership on the TAC will be at the invitation of the Managing Director, Natural Resources and Environ-ment team.

With advance notice, members may bring technical advisors to meetings, for example, an individual with spe-cialized expertise relevant to an issue on the meeting agenda.

Meetings The TAC will meet in person at least annually, with additional meetings held at the discretion of the Managing Director, Natural Resources and Environment team. Meetings may alternate between a nonfederal location in Washington, D.C., and other locations across the country.

Meeting agendas will be developed jointly by GAO and the TAC. GAO will also provide time for TAC mem-bers and advisors to meet without GAO staff present.

In addition, GAO may on occasion ask members to provide information or perspectives on selected issues between council meetings.

Terms For the first TAC appointments, seven of the TAC members will serve two year terms and the remaining eight will serve three year terms to stagger the expiration of appointments.[2]Following the expiration of the two year appointments, all TAC members shall serve three year terms. As the members’ terms expire, the Managing Dir-ector, Natural Resources and Environment team may invite the members to serve additional three year terms or invite new members.

If a member discontinues their position that led to their invitation to join the TAC—due to a resignation, elec-tion, retirement, or any other reason—their membership on the TAC may be terminated. The Managing Direct-or, Natural Resources and Environment team will make this determination on a case-by-case basis.

Duration The TAC shall continue indefinitely; however, the Managing Director, Natural Resources and Environment team may, at their discretion, terminate the TAC at any time.

GAO Support GAO [or its designee] will provide administrative support to the TAC as needed, such as assistance in develop-ing and distributing meeting materials, arranging meeting logistics, and taking and maintaining meeting minutes.

Reimbursement for Expenses Travel reimbursements will be made to TAC members in accordance with GAO policies and procedures. Other tribal and technical advisors who are not official members or designees may attend meetings at their own ex-pense.

6 Instructions

SECTION IV - INSTRUCTIONS, CONDITIONS, AND NOTICE TO THE VENDORS

1. General Instructions and Information This section provides general guidance for preparing quotations as well as specific instructions on format and content. Vendors’ quo-tations must include all information requested and must be submitted in accordance with these instructions. It is the Vendor’s respons-ibility to ensure the completeness of the quotation. Inconsistencies among the parts of each quotation shall be explained. Any unex-plained inconsistency may raise a fundamental question of the Vendor’s understanding of the requirement and/or ability to perform.

With respect to price, the burden of proof for price credibility rests with each Vendor. Failure to furnish a complete quotation, at the time of submission, may result in the quotation being eliminated from consideration for award.

3. QUOTATION SUBMISSION DATE

Unless otherwise noted, quotations are due no later than 10:00:00 AM. Eastern Standard Time, on June 4, 2020, submitted in ac-cordance with the instructions herein. All quotes must be submitted via email. Late quotations may be rejected from considera-tion. It is the Vendor’s responsibility to confirm the Government has received the quote.

4. QUOTATION CLARITY

The quote shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Vendor intends to meet the requirements. The Vendor shall also provide a matrix cross-referencing back to the re-quirements documents. The Vendor shall assume that the Government has no prior knowledge of the Contractor’s capabilities and ex-perience, and will base its evaluation on the information presented in its quote. The Government intends to make award on the basis of the initial quotations received, without conducting discussions. Although, the Government reserves the right to conduct discussions, if deems if it is in the best interest.

5. RESTRICTIONS ON DISCLOSURE AND USE OF QUOTATION

A quotation may include data, such as technical designs or concepts, financial data, or management plans that the Vendor does not want disclosed to the public for any reason, or used by the Government for any purpose other than quote evaluation and contract award. If the Vendor wishes to restrict the quotation, the Vendor shall mark it accordingly.

6. DISPOSITION OF QUOTATION

In accordance with FAR Subpart 4.8, Government Contract Files, the Government will retain the “original” copy of all quotes and supplemental documents provided. Unless the Vendor requests otherwise, at the completion of this acquisition the Government will destroy all extra copies of quotes and additional documents submitted.

7. QUOTATION FORMAT/INFORMATION

7.1 Pages submitted in excess of specified limitations will not be evaluated by GAO.

Pages shall be 8 ½ x 11”, with at least one (1) inch margins on all sides, using Arial or Times New Roman font with no less than 12 point size type for all body text. The text and numbers used in MS Excel cells shall use Times New Roman font with a minimum of 10 point size type or larger. Text used in graphics (including those in MS Excel graphs/carts) shall use Times New Roman font with a minimum of 8 point size type or larger; graphics must be able to be printed and copied in pure black and white. Fold out pages shall count as two (2) pages. Graphics shall count towards page limitations. Pages shall be consecutively numbered.

It is to be noted that no price information shall be contained within in the Technical Volume (1) or the Past Performance Volume (2). Price Information shall be contained only in the Price Volume (3).

7.2 ELECTRONIC SUBMISSION

All quotations shall be submitted via email. The electronic copies of the quotations shall be submitted in a format readable and usable by Microsoft 2000 Office suite (MS Word, Ms Excel, PowerPoint). Hidden fields, comments, macros, etc., shall be omitted. The files shall be consistent and uniformly named to allow for easy distinction by Volume, Tab, etc. Inclusion of company name or abbrevi-ation is acceptable.

7.3 CLASSIFIED INFORMATION

Quotes shall not contain classified information.

7.4 EXCEPTIONS OR ASSUMPTIONS TO TERMS AND CONDITIONS

Vendors are advised that taking exception to any of the requirements specified in this solicitation may result in the quotation being found unacceptable. Since the Government reserves the right to award without discussions, Vendors run the risk of their quotations being found unacceptable as a result of exceptions to solicitation requirements. Clarification of Government requirements and any contractor assumptions should be handled by submitting a question/recommended change prior to the due date of said questions. All assumptions /clarifications must be finalized prior to award. If the Vendor still finds it necessary to take exceptions to any of the re-quirements specified in this solicitation, clearly indicate each exception in the appropriate volume and section along with a complete explanation of why the exception was taken and what benefit accrues to the Government. All exceptions to the solicitation require-ments and all attachments and supporting rational shall be identified as such and consolidated into an overview section of the subject volume. An overview section is only required if the Vendor takes exception to any requirement in the solicitation.

8. Quotation content

8.1 GeneraL

Volume I – Technical Solution

The Vendor’s Technical Solution shall be specific and complete. Legibility, clarity, and coherence are very important. The Technical Solution shall state how successful partnership with the Government will be established in accomplishing/satisfying the requirement in accordance with the SOW. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. The Technical Approach Quote shall not include price information, classified information, or “For Official Use Only” information. The Technical Solution quotation shall present a clear, concise description of how the Vendor plans to implement and

Document Number: 05GA0A20Q0012 Page 15 of 39 manage the efforts described in the statement of work, what resources will be used. And how the work will be performed. (Note: Resumes shall not exceed a 2-page limitation and will count towards the overall page-count of the technical volume).

The Vendor’s demonstrated technical ability (to include capability and approach) will be assessed to determine the likelihood the Vendor can successfully perform the requirements of the Performance Work Statement. Background check and independence check should be required of vendors.

In order that the technical volume may be evaluated strictly on the merit of the material submitted, no contractual price information is to be included in the volume.

The Offeror shall submit one electronic copy of its Technical Volume, the page limit for the Technical Volume is 20 pages.

Volume II – Past Performance Section

9.1 GENERAL

The Vendor shall provide information (Narratives) on a maximum of three (3) relevant contracts or orders that the Vendor performed recently (in-progress or completed within the last five years). Relevance will be determined by a comparison of the scope, size and complexity with the requirements set forth in this RFQ. In addition to these Narratives, Vendors may also submit information regard-ing predecessor companies, key personnel who have performed under relevant contracts, and Subcontractors that will perform major or critical aspects of the requirement.

Furthermore, as noted below, Vendors must also ensure that the Past Performance Questionnaires (PPQ) (Attachment 1) submitted are for the same contracts cited by the Vendor as references in this Narrative section. As a supplement to a submitted PPQ, the Govern-ment may, but is not required to, obtain information from the Contractor Performance Assessment Reporting System (CPARS) as well as other Government reports, and the Government’s own knowledge. However, contracts for which both the Narrative information in this section and a Past Performance Questionnaire are not submitted will not be evaluated for past performance. A Vendor without a past performance record will receive a neutral past performance rating. For past performance references that do not have both a Nar-rative and a Past Performance Questionnaire will not be evaluated, and will receive a neutral rating for the particular past performance.

9.2 CONTENT OF PAST PERFORMANCE SECTION

The Vendor must provide the information requested below for past performance evaluation or affirmatively state that it possesses no relevant, directly-related or similar past performance experience.

9.3 Table of Contents

The Table of Contents shall list all documents contained in the Past Performance Volume, but will not be counted toward applicable page limits.

The Vendor shall provide the following:

A narrative for up to three (3) projects, describing your company’s past performance providing similar services over the last 5 years.

Customer reference data shall include:

1. Name of the Federal, State, or Local Organization:

2. Point of contact with the customer – name, phone number, and email;

3. Date of award; and Period of Performance.

The Vendor shall submit one electronic copy of its Past Performance Volume II.

Vendors shall submit Narratives for a maximum of three (3) contracts (Collectively: 30-page maximum) for recent (within the past 5 years) and relevant (comparable in scope, size, and complexity) past performance demonstrating the Vendor’s ability to perform the requirements outlined in the PWS. More relevant past performance will be viewed more favorably than work that is not relevant.

Vendors’ must include rational supporting its assertion of relevance, but note the Government is not bound by the Vendor’s opinion or relevancy. Vendors are required to explain what aspects of the contract are deemed relevant to the proposed effort. Where problems existed, clearly demonstrate management actions employed in overcoming these problems and he effects of those actions, in terms or improvements achieved or problems rectified. .THE CONTRACTS REFERENCED IN THE NARRATIVES SHALL BE THE SAME CONTRACTS NAMED ON THE QUESTIONNAIRES REFERENCED BELOW. AS NOTED ABOVE, ORPHAN NAR- RATIVES AND/OR QUESTIONNAIRES WILL RECEIVE A NEUTRAL OR UNKNOWN CONFIDENCE RATING. GAO re-serves the right, but is not required to, also consider other sources outside of the contracts that are referenced in the Past Performance Narrative.

A Vendor with no past performance experience must submit an explanation that it has no recent or relevant past performance. As noted above, the Government will evaluate the Vendor’s past performance information to determine its relevance to the Government’s current needs and, the quality of that performance, and from these factors assign the degree of confidence the Government places in the Vendor’s ability to meet its requirements.

9.4 Past Performance References

The past performance questionnaires will form the basis of the Government’s evaluation concerning the Vendor’s quality of past per-formance. The Vendor is responsible for the distribution, submission, and tracking of the Past Performance Questionnaire that is in-cluded as an Attachment in Section VI. These questionnaires must be completed by the references the Vendor cites in the Past Per-formance Documents.
