** This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Part 10 for the purposes of market research and acquisition planning. It is intended to provide early notification of a potential requirement and to solicit input from industry to help shape the upcoming solicitation.
This is not a Request for Proposal (RFP) or Request for Quote (RFQ), and no formal solicitation exists at this time. If and when an RFP/RFQ is released, its terms may differ from the information provided in this Notice. **
Request For Information
PURPOSE: This notice seeks industry feedback to refine the scope, structure, and solicitation approach for the U.S. Department of the Treasury’s upcoming acquisition of enterprise Artificial Intelligence (AI) tools. Treasury anticipates a streamlined solicitation process with a short response window (approximately seven business days), projected for release in early May.
The attached Statement of Objectives (SOO) outlines the requirement context, and the information below summarizes key elements of the upcoming opportunity.
BACKGROUND: This requirement stems from Treasury’s need to support and comply with recent Presidential Executive Orders aimed at increasing efficiency and streamlining government operations through the adoption of advanced technologies, including artificial intelligence.
The applicable codes for this procurement are:
− NAICS Code: 513210 – Software Publishers − PSC Code: 7A21 – Artificial Intelligence Software
There is no incumbent contractor currently supporting this effort.
CONTRACTUAL MODEL: Any award to support this requirement will likely be procured in the following manner:
• A multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract or similar flexible contractual vehicle for use by the Treasury enterprise.
• Treasury will reserve the right to select one or multiple vendors based on evaluation results.
• This procurement will be conducted using FAR Part 12 procedures to the maximum extent possible.
• The anticipated period of performance is one base year plus four option years (total of five years).
• The resulting award will cover a Software-as-a-Service (SaaS) solution using a usage-base model, along with dedicated helpdesk support and other related (but not separately priced) services.
• License quantity needs are expected to be in the realm of 10K per year.
• CLINs are expected to be issued on a Firm Fixed Price (FFP) basis.
• The Treasury is strongly considering a Lowest-Priced-Technically Acceptable approach for selection of awardee(s).
• The quote submission process may involve alternative evaluation approaches such as oral presentations, demonstrations, comparative evaluations, etc.
QUOTE CONTENT REQUIREMENTS:
Quotes may be required to include some or all of the following:
1. Executive Summary/Standard Business Volume: Basic company data, POCs, reps and certs, FedRAMP status/commitment to obtain within six months of award, etc.
2. Technical Approach: Detailed explanation of underlying AI models, code assistance capabilities, integration methods, technical architecture, data handling, and − Implementation Timeline and Support o Deployment schedule (including onboarding, testing, and full rollout).
o Details on support availability (e.g., 24/7, tiered levels) and SLAs (Service
Level Agreements).
− Customization and Flexibility o Ability to tailor AI models or integrations to agency-specific requirements.
o Openness to future customization or feature development.
− Training and Documentation o Availability of user training, onboarding materials, technical manuals, and ongoing educational support.
− Ethics, Bias Mitigation, and Explainability o Approach to minimizing bias in AI outputs.
o Transparency/explainability features and processes.
o Ethical considerations and alignment with government AI principles.
− Data Ownership and Retention Policies o Clarity on data ownership, access controls, retention, and deletion policies— particularly important in sensitive or classified environments.
− Subcontractors or Third-Party Dependencies o List of any subcontractors or third-party services involved in delivery or support, along with their roles and compliance status.
− Exit Strategy / Data Portability o Terms for termination of services, data exportability, and assistance with transitioning to another platform if necessary.
3. Pricing Structure: Clear and comprehensive usage-based pricing structure, including tiered discounts and all potential additional costs.
4. Security and Compliance Documentation: Descriptions of data handling, security architecture, certifications, and compliance audits or assessments.
EVALUATION CRITERIA:
Quotes may be evaluated based on some or all of the following criteria:
1. Technical Capability − Model Quality o Integration and interoperability.
− Implementation Timeline and Scalability o Realism and efficiency of proposed implementation/deployment timeline.
o Ability to scale services and infrastructure in response to future needs or increased demand.
− User Experience and Accessibility o Intuitiveness of the interface and ease of use for technical and non-technical users.
o Compliance with accessibility standards (e.g., Section 508 compliance).
− Ethical AI Practices and Bias Mitigation o Vendor’s demonstrated approach to bias mitigation, explainability, and responsible AI use.
o Transparency in model decision-making and auditability.
− Support, Maintenance, and SLAs o Quality and availability of technical support and customer service.
o Service Level Agreements (SLAs) for uptime, incident response, and issue resolution.
− Customization and Flexibility o Ability to tailor services to agency-specific workflows, security requirements, or regulatory environments.
o Willingness to collaborate on future enhancements.
− Vendor Viability and Long-Term Stability o Financial health, business continuity planning, and likelihood of long-term vendor support.
o History of innovation and roadmap alignment with future AI trends and government needs.
− Security and Data Protection Measures
2. Cost Efficiency and Pricing Transparency
− Ability to integrate with existing systems, workflows, APIs, and secure environments (e.g., cloud.gov, GovCloud, etc.).
− Support for industry-standard protocols and data formats.
HOW TO SUBMIT A RESPONSE TO THIS NOTICE: Responses to this Notice shall be:
− submitted via email to Ricky.L.CallahanJr@irs.gov and stephanie.moon@treasury.gov − with subject line “Treasury Notice_AI Tools_April 2025”, − be provided in a searchable Adobe format (version 7.X or earlier) with no less than .5 inch margins and no smaller than 10 pitch font (Times New Roman, Calibri, Arial or similar font), and
− be submitted NLT 23 April 2025 at 9am EST.
Any responses received after this date and time may or may not be considered in any decision-making process resulting from this information gathering phase.
INFORMATION TO INCLUDE IN A RESPONSE TO THIS NOTICE: Vendors responding to this notice are asked to provide the following:
1. Company name
2. Associated Unique Entity ID (UEI)
3. Business size (and socio-economic status, if applicable.
4. Existing and available contract vehicles (contract number, expiration date, and any other reference information) under which your solutions may be procured (GSA Schedule, NASA SEWP, etc).
5. Narrative of current customers, tools offered, and real-world applications (with active demo URLs, if available) not to exceed 2 pages.
6. Questions, clarification needs, or suggestions for refining the requirement.
Respondents are limited to submitting 20 questions relating to the technical nature of the requirement or contractual arrangements.
~ Treasury strongly encourages vendors to submit thoughtful questions or recommendations that could inform and improve the clarity, feasibility, or structure of the planned solicitation. These will help Treasury finalize its requirements and evaluation approach. ~
7. Indicate intent to submit a quote and identify potential barriers to participation contained in this Notice.
Vendors are kindly requested not to provide marketing materials as they are not useful for the purpose of this Notice and will not be reviewed.

• The government will not acknowledge receipt or provide feedback on submissions.
