TRD/SOO

1. The contractor shall construct and deliver two (2) High Speed Maneuverable Seaborne Targets (HSMSTs) with Hybrid Collars complete with standard equipment and options specified within this document. The High Speed Maneuverable Surface Target (HSMST) shall be eight

(8) meters in length. The craft shall be capable of sustained speeds of forty plus (40+) knots in full load operating condition in sea state three (15 knot sustained wind speed and 4 feet significant wave height). As a minimum, the craft in all respects shall meet the American Boat and Yacht Council (ABYC) standards and recommended practices. The HSMST shall have a deep “V” ocean-going heavy duty, ruggedized aluminum hull. The hull shall be 5083 and/or 5086 welded construction throughout. An aluminum forward casting deck and anchor locker with Bomar type watertight hatch shall be provided. Wing (or equivalent) heavy duty removable, replaceable orange hybrid (foam/air) flotation collar with bow skirt and black rub strakes.

2. Flotation characteristics (foam and/or compartmentalization) shall be incorporated to ensure the sheet remains 150 mm above the waterline when the craft is swamped.

3. Asbestos and lead paint shall not be used in the construction of the craft. The use of and dependence on hazardous material, as defined in 40 CFR 116.4, throughout the craft life cycle shall be avoided. Pollution prevention measures, including source reduction and material substitution shall be incorporated in the craft design. Alternatives to hazardous material shall be used where applicable. Class I and Class II ozone depleting substances, as defined by the Clean

Air Act, 42 United States Code (U.S.C) Section 7671, are prohibited in all craft systems and equipment, and shall not be exposed to unsafe levels of electromagnetic radiation.

4. Packaging and delivery charges shall be included in the base boat price quoted. Packaging shall include all necessary foam padding, shrink wrap, tape or other packaging materials to prevent damage to the craft during shipping. The craft shall be delivered with transportation charges prepaid by the contractor to the following location:

5. Hoisting arrangement shall be a 4-leg, single point lift configuration. The hoisting arrangement shall not require a spreader bar for normal lifting of the craft. Lifting slings and hoisting fittings shall be certified by a Professional Engineer as having a minimum safety factor of five (5) based on the craft’s designed hoist condition weight (including a 10% margin for growth) and ultimate strength of material. Slings and hoisting fittings shall be load tested to

200% of the designed hoisting condition weight. Certification documentation shall be provided.

Four (4) integral lifting eyes shall be installed. Synthetic (aramid fiber, nylon, or polyester) lifting slings shall be provided. Lifting slings shall be made in the USA. Hoisting fittings shall be provided. Hoisting fittings shall be made in the USA.

6. Stainless steel fasteners, ASTM A 276, Type 316 shall be used throughout the craft.

7. A stand-up console with three-sided low profile Lexan windshield, grab rails, and upholstered aluminum leaning bolster/coxswain seats shall be installed.

8. A twin aluminum or stainless steel aft tow post or bit shall be installed.

9. A minimum of four (4) aluminum or stainless steel 12 inch mooring cleats shall be installed.

10. An engine rope/crash guard shall be installed.

11. A free standing radar/light bar arch shall be installed. The arch shall be sufficiently large to accommodate future installations of Government equipment.

12. Bow eye shall be installed and shall be stainless steel or aluminum with stainless steel insert.

13. Two (2) transom eyes (hull tie down points) shall be installed and shall be reinforced to survive clamping forces during transportation.

14. The following aluminum equipment brackets and features shall be manufactured and installed:

a. An aluminum 33” x 40” x 28” Electronics Box with a hinged watertight aluminum hatch shall be installed between the bolster seat and the transom and shall contain the following items:

b. Power Distribution Panel Bracket (2.75” x 9.88” x 13.75”, quantity = 1) installed on inboard side of the Electronics Box’s starboard bulkhead

c. Node Panel Bracket (1.5” x 20.5” x 12.0”, quantity = 1) installed on the inboard side of the Electronics Box’s port bulkhead

d. Dual Power Supply Brackets (1.5” x 11” x 12”, quantity = 2) installed on the inboard side of the Electronics Box’s aft bulkhead/aft tow post

e. Port Actuator Bracket (1.5” x 11” x 6.0”, quantity = 1) installed on the inboard side of the

Electronics Box’s aft bulkhead

f. Starboard Actuator Bracket (1.5” x 11” x 6.0”, quantity = 1) installed on the inboard side of the Electronics Box’s aft bulkhead

g. Mounting Brackets (2.0” x 2.0” x 37.5”, quantity = 2) installed on the inboard side of the

Electronics Box, evenly spaced, and running port to starboard

h. Node Panel Bracket (1.5” x 34.75” x 12.0”, quantity = 1) installed on the inboard side of the Electronics Box’s forward bulkhead

i. Relay Panel Brackets (1.5” x 1.5” x 12.5”, quantity = 2) installed on the underside of the

Electronics Box cover

j. Aluminum Console with the following items/features:

k. Sufficient space on dash with 7” x 6.5” cutout (with cover plate) to accommodate future electronics and cutouts for the actuator control head and two (2) waterproof switches

l. Dual Buss Bracket (1.5” x 12.0” x 6.0”, quantity = 1)

m. Battery Switch Bracket (0.188” x 5.25” x 10.0”, quantity = 1)

n. Steering Pump Bracket (0.188” x 6.0” x 8.75”, quantity = 1)

o. Console Bracket (1.25” x 11.0” x 12.0”, quantity = 1) installed on port side

p. Console Bracket (1.25” x 11.0” x 12.0”, quantity = 1) installed on starboard side

q. Forward Bulkhead Mounting Brackets (1.5” x 10.0” x 10.0”, quantity = 2)

r. Modified Cutout to install assembled Helm Steering Unit

s. Compass Node Bracket (1.5” x 13.5” x 5.0”, quantity = 1) installed on top of fuel tank

t. Engine Junction Box with plastic Bomar installed on transom

u. Case Support Bracket (2.0” x 11.5” x 65”, quantity = 1) installed on inboard side of port gunwale with horizontal tie downs (4.0 x 0.88” diameter aluminum rod, quantity = 4)

v. Case Support Bracket (2.0” x 11.5” x 65”, quantity = 1) installed on inboard side of port gunwale with horizontal tie downs (4.0 x 0.88” diameter aluminum rod, quantity = 4)

15. Hull drain plug(s) will be provided.

16. Self-draining deck with two high capacity deck drain scuppers including elephant trunks.

17. Twin Outboard Engineer Package: Dual Mercury Marine Sea Pro. 1200023A 200XL &

1200025A 200CXL 200 HP saltwater counter-rotating two stroke outboard engines shall be installed according to manufacturer’s recommendations. Mercury Enertia 13 5/8 inch diameter, 21 degree pitch stainless steel propellers or equal shall be included for the engines.

18. A complete instrumentation package for each engine shall be installed on the craft.

Instrumentation shall be located on the console and shall have backlighting controlled by a dimmer switch. The instrumentation package shall include: tachometer, tilt/trim indicator, engine coolant temperature, hour meter and voltmeter. Visible/ audible engine and engine oil pressure alarms with silence mode.

19. Craft electrical components and subcomponents shall be suitable for a marine environment and isolated from the marine environment. All electrical connections in the bilge areas (e.g.

bilge pumping system connections) and areas exposed to water shall be in National Electrical

Manufacturer’s Association (NEMA) 4X enclosures. Watertight splices may be utilized in locations where NEMA 4X enclosures is impractical.

20. All Contractors provided electrical systems shall utilize commercial marine multi-conductor

IEEE-45 approved, United States Coast Guard (USCG), and ABS accepted cable.

21. Electrical cables and conductors throughout the craft shall be secured by heavy duty high temperature cable ties (PEEK, Tefzel, or equivalent). The cable tie material shall be resistant to oil, diesel, and water and shall not break or crack within a temperature range of -34 degrees C (-

30 degrees F) to 121 degrees C (250 degrees F). Chafe protection shall be installed where cables pass through bulkheads and where cables are exposed to damage.

22. DC electrical system with three (3) Optima Blue Top batteries (one battery shall be reserved for the SeaCAN system). Two (2) batteries disconnect switches and one (1) paralleling switch shall be installed. Battery stowage/securing method shall prevent movement of the batteries in any direction. Battery compartment shall be vented.

23. Engine alternators shall be installed. Each alternator shall be isolated. All electrical loads shall be shared by both engine charging systems under normal operating conditions by the installation of a dedicated battery bank for each engine and by an isolator installed between the battery banks and the electrical distribution panel. A provision shall be provided to allow temporary paralleling of batteries.

24. A 12 VDC watertight convenience outlet (Marinco Sealink or equivalent) shall be installed on the aft face of the console.

25. Two (2) deck lights shall be installed.

26. Dual forward facing LED spreader lights shall be installed.

27. The Contractor shall provide, install, and calibrate the following electronic controls:

a. Port and Starboard Actuators, ZF Marine part number 91100-TARGET (quantity = 2)

b. Dual Actuator Control Head, ZF Marine part number 463-4

c. Control cables from Actuators to engine shift and throttle functions, Volvo Penta Xact

Control Cable 333 (quantity = 4), select proper cable length(s) to suit quoted craft

d. Bilge Pumping System (with 500 gallon/hour pump capacity) installed inside the

Electronics Box

28. The following Government Furnished Property (GFP) electronic controls shall be installed and calibrated:

a. Isolation Panel including Multi-Battery Isolator and three (3) Waterproof Double Pole 30

Amp Breakers

b. Power Distribution Panel

29. This procurement involves the installation of GFP. GFP will be installed in accordance with this solicitation and HSMST requirement matrix listed in paragraph 30. The Government is to provide the GFP deliveries to the selected vendor facility in lot quantities to facilitate a continuous production process; however the Government will not be held financially liable for the late delivery of GFP. Contractor delivery schedules will be adjusted for such an occurrence.

The contractor may propose delivery dates for specific GFP items in paragraph 30 to accommodate build schedule.

30. The following GFP, engine, and power distribution panel wiring shall be installed:

a. Isolator Input Cable (port and starboard).

b. Engine Starter Cable (port and starboard).

c. Engine Ground/Return Cable (port and starboard).

d. Engine Ignition Harness (port and starboard).

e. Engine CAN Harness (port and starboard).

f. Actuator Interlock (port and starboard).

g. Actuator Control Head Cable.

h. Actuator Power Cable (port and starboard). Cables are part of Power Distribution Panel

i. Steering Power Input Cable.

j. Steering Switched Power Cable.

k. Sea Can Network Cable-JCT BX to CSL.

l. SeaCAN GND/RTN Cable.

m. SeaCAN Power Cable.

n. Actuator Switched Power Cable (port and starboard). Cable is part of Power Distribution

Panel.

o. TAS 28 VDC Power Input Cable. Cable is part of Power Distribution panel.

p. SeaCAN Switched 12 VDC Power Cable. Cable is part of Power Distribution panel.

q. CCS Switched Inverter Power Cable. Cable is part of Power Distribution panel.

r. TAS Switched Inverter Power Cable. Cable is part of Power Distribution panel.

Note: This list of GFP may change to reflect update(s) to the SeaCAN system. If so, it shall be GFP.

31. A switch panel with seven (7) waterproof function switches, one of which is spare, shall be installed (arranged horizontally) on the aft port side of the console.

32. A pull cable shall be provided in the electrical cableway of the radar arch.

33. 5” card flush mount magnetic compass with dimmable internal light (Ritchie SS-5000 or equivalent) shall be installed on the console, directly in front of the helm position.

34. Navigation lights and anchor light shall be installed.

35. An all stainless steel compact dual navigation horn (Ongaro 10002 or equivalent) shall be installed.

36. Craft mechanical components and subcomponents shall be suitable for the marine environment and/or protected from the marine environment.

37. Double CRES hose clamps with CRES 316 hardware shall be utilized throughout all flexible hose piping systems.

38. A built-in fuel tank shall be installed. The tank shall have a minimum capacity of 150 gallons. The tank shall be accessible for inspection and repair. The tank shall be provided with both electric and manual sounding capability to determine the fuel level. A fuel gauge shall be installed on the console. A manual sounding rod shall be provided. Fuel fill line shall have 2 inch diameter pipe and hose. Fuel venting shall be designed for compatibility with high capacity fuel pumps used at the Air Force/ Navy facilities. Anti-siphon devices or fuel shutoff valves

(quarter turn ball valves) shall be installed on the fuel supply lines between the tank and engines.

39. A hydraulic steering system shall be installed. Two (2) hydraulic tees, one (1) Union, and three (3) caps shall be installed to enable future connection to Government remote control system.

40. The HSMST shall be painted international orange (above and below the waterline) with no anti-fouling paint. Non-skid coating or texture shall be installed on the exterior walking flats, above the anchor locker at the bow, and on the port and starboard rails. A cathodic protection system shall be installed.

41. Removable shock-mitigating flooring (SKYDEX or equivalent) shall be installed between the console and bolster

42. A manual foot pump with appropriate adapter shall be provided for the inflatable portions of the hybrid flotation collar.

43. A portable manual bilge pump with a minimum capacity of 1000 GPH shall be provided.

44. Two (2) USCG type B-1 (minimum 2 lbs) ANSI/UL type ABC dry chemical fire extinguishers shall be provided with non-ferrous stowage brackets.

45. One (1) 8-foot boat hook with non-ferrous stowage bracket shall be provided. One (1) 20 inch ring buoy with non-ferrous stowage bracket shall be provided.

46. Fortress FX-11 (or equivalent) aluminum alloy anchor with stowage shall be provided. A minimum of 50 meters of anchor chain or rope shall be provided.

47. Six (6) forward, amidships, and aft ½ inch double braided mooring lines shall be provided.

Mooring lines shall be a minimum of 10 meters in length.

48. Sunbrella (or equivalent) fitted high durability orange boat cover shall be installed prior to shipping. The boat cover shall protect the entire craft, including the outboard engines. Heavy duty reusable tie-downs for securing the boat cover shall be provided.

49. An eight digit alphanumeric U.S. Air Force Hull Registry Number (HRN) shall be located on the port and starboard sides of the console. The HRN shall be black block lettering, 75mm in height. Builder shall request/coordinate HRN from/with the 96th Test Wing, Range Group

Project Manager after contract award.

50. All systems shall be marked for identification. Markings shall include the functional name of the system (e.g. fuel) and, where applicable, the specific service (e.g. supply).

51. Label plates shall be installed for each piece of equipment containing instructions to cover the following: safety precautions, starting procedures, operating instructions, securing procedures, and emergency procedures.

52. Label plates shall be made from stainless steel or aluminum and engraved to a minimum

1 millimeter depth. Label plates located inside the console (above the deck) and inside electrical enclosures may be made of laminated plastic. Label plates shall be secured with reusable fasteners (no adhesive or rivets). Painted labeling shall be utilized only where use of a label plate would interfere with use/operation of the labeled item.

53. A hoist label plate shall be installed on the aft face of the console. The hoist label plate shall include the hoisting configuration, instructions, warnings, and weight limits.

54. Valve label plates shall be installed for all valves with sufficient information to fully describe the functional service of the valve.

55. Label plates shall be installed for all stowage locations, accesses, and access panels.

56. Unique identification (UID) label plates shall be installed for the hull and both engines per

MIL STD 130 and Defense Federal Acquisition Regulation Supplement (DFARS clause

252.211-7003. These documents can be found at http://www.acq.osd.mil/dpap/uid. Specific instructions will be provided upon request. UID label plates shall be viewable without removing or opening panels or engine covers.

57. The Technical Data Package (TDP) shall include all information essential for acceptance, operation/training, maintenance, repair, modification, and supply support for the delivered craft.

The TDP shall include but not be limited to: Commercial Off-The-Shelf (COTS) operation and maintenance technical manuals and supplemental data for all equipment and components, as-built construction drawings, and technical information essential for repairs and supply support

(i.e. operation and maintenance information and parts lists/illustrations). Drawings supplied shall include but not be limited to: arrangements, mechanical systems drawings, hoisting drawings, and electrical diagrams/schematics in accordance with IEEE-45 documentation requirements. Drawings shall contain or be cross referenced to a master parts list or Bill of

Material (BOM) to the Line Replacement Unit (LRU) level with original equipment manufacturers (OEM) part numbers. The COTS Technical Manuals shall match the as built configuration of the craft. The COTS manuals shall be in sufficient depth for operation and maintenance of the equipment without the services of the manufactures representative.

58. All drawings shall be provided in hard copy and in Adobe PDF electronic formats. All technical manuals and associated documentation shall be provided in both hard copy and Adobe

Acrobat electronic format (PDF). Electronic files shall be generated using latest available software versions and provided on CD or DVD.

59. A complete preliminary/draft TDP shall be submitted no later than thirty (30) days prior to delivery of craft number 1. The Government will provide comments on the preliminary/draft

TDP. Final TDP (with Government comments incorporated) is due one week prior to delivery of craft number 1. Any additional TDP comments will be included in the Governments discrepancy list. One final copy of the TDP (with all comments incorporated) is due with each craft. One final copy of the TDP in digital format, only (with all comments incorporated) shall be submitted to the 96 Test Wing Range Group Project Manager concurrent with delivery of craft number 1.

Government acceptance of the preliminary/draft and final TDP for payment events is predicated upon accuracy (data matching the as-built configuration) and completeness (all technical data provided with status/rationale provided for any outstanding and/or missing data).

60. The Contractor shall provide a list of Vendor Recommended Spares (VRS) to be included with the quote, utilizing an agreed upon spread sheet format. The spread sheet list shall include the OEM part number, quantity required per craft, description, unit price, and extended price for recommended operating spares and special tools/items needed to service the craft and engine through an initial deployment period. Any spares order shall be packaged, externally labeled, and shipped with each craft delivery, or shipped separately to 96 Test Wing/ MHU, 5 North

Florida Ave, Bldg. 53, Eglin AFB FL 32542 if not available for delivery with craft.

61. The Contractor shall provide an aluminum shipping cradle for each craft.

62. The Contractor shall perform Builders Trials (BT) and shall demonstrate the successful operation of all craft equipment and systems, that the craft is seaworthy, and that the craft is ready for delivery (except for final cleaning and packaging). The Contractor shall provide all test equipment, fuel, fluids, and qualified personnel to conduct BT. The Contractor shall e-mail

BT results to the 96th Test Wing Range Group Project Manager within seven (7) days of completion. The BT report shall also be made available to the Government upon request.

63. A Builders Warranty shall be included on the entire craft effective for a minimum of one (1) year from the date of official Government acceptance of the craft. If the offered craft includes a

Builder’s Warranty that is longer than the required minimum of one (1) year period, the

Contractor shall include a copy of the additional warranty provisions with submission of quote.

64. Definitions. As used in this clause -

The term “craft” as used herein means the entire vessel including all subassemblies, components, accessories, and spare parts even when such subassemblies, components, accessories, or spare parts are packaged separately or accepted at a different time from the vessel hull.

The term "defects" as used herein includes any and all defects, deficiencies, deteriorations, and failures in the craft or its components or accessories.

The term "accepted" or “acceptance” as used herein means the execution of the Acceptance

Block and signing of a DD Form 250 by an authorized Government representative at destination, which action will begin the guarantee period.

65. Scope and Coverage Period: The Contractor guarantees that the craft accepted by the

Government shall be free from defects in design, material or workmanship and shall also guarantee that the craft conforms to the contract requirements. The guarantee period for each craft shall begin at the time of Government acceptance and end twelve (12) months after acceptance of the craft, unless extended as referenced in paragraph 63 above.

66. Government Furnished Property: With respect to Government-Furnished Property (GFP), the Contractor’s guarantee shall extend only to the proper installation of the GFP, unless the

Contractor performs some modification or other work on the GFP, in which case the

Contractor’s guarantee shall extend to the modification or other work.

67. Extension of Guarantee Period: The guarantee period for each craft shall be extended by the time during which such craft is not available for unrestricted service by reason of any defects for which the Contracting Officer shall determine the Contractor to be responsible. During said period the craft, after being fully equipped and in all respects complete and ready for service, may be finally tried by and at the expense of the Government.

68. Remedies and Responsibilities: The Government will notify the Contractor of any defects or requirement nonconformities that are discovered within the guarantee period. Whenever practicable, the Government will, in addition to giving the Contractor notice of any defect or nonconformance, afford the Contractor an opportunity to examine the defective supplies before they are replaced or corrected. If the Government so requires, within a reasonable time after such notice the Contractor shall expeditiously proceed to correct or replace the defective or nonconforming item or component thereof. The Contractor shall provide all labor required to replace the defective item unless the Government estimates that the required labor will be less than thirty (30) minutes total per craft and that the replacement procedure can be accomplished on site by an average person with no special tools or equipment and no special technical knowledge or expertise. When the correction or replacement requires transportation of the item or component, the Contractor shall bear all normal commercial costs for shipping to and from the point of correction or replacement. The Government will bear any extraordinary costs of shipping above the normal commercial cost. The Contractor shall be liable for the reasonable costs of disassembly and/or reassembly of larger items when it is necessary to remove the components to be inspected and/or returned for correction or replacement. After acceptance of the replaced or corrected items, the guaranty period for the replaced or corrected items shall remain in effect for twelve (12) months unless a longer guarantee period is specified. If the defective item or component is covered under warranty by the Original Equipment Manufacturer

(OEM), the Contractor may provide the replacement item or component directly from the OEM, but the Contractor shall facilitate the shipping and installation of the replacement item or component. In the event that the OEM fails to provide the replacement item or component, the

Contractor shall provide and install an equivalent replacement item or component. If the

Government does not require the Contractor to correct or replace the defective or nonconforming item, the Contractor shall repay such portion of the contract price of the item as is equitable, given the circumstances, after being notified within a reasonable time of the defect or nonconformance

69. Technical Data Revisions: The Contractor shall also prepare and furnish to the Government reports and updated technical data applicable to any correction required (including revision and updating of all affected construction drawings and associated lists, COTS technical manuals, VRS listing, and certificates) at no increase in the contract price.

70. Exclusions: The guarantee does not cover expected failures of routine maintenance items such as fluids, filters, or anodes which have originally designed service lives that are shorter in duration than the guarantee period specified above. The guarantee does not cover damage caused by natural disasters or damage caused by the user from intentional abuse, gross negligence, or use of the vessel beyond the original design parameters.

The rights and remedies of the Government provided in this clause are in addition to and do not limit any rights otherwise afforded to the Government under the contract.

71. Delivery Instructions: For all deliveries contact Mr. David Busby, (850) 882-1899, david.busby.5@us.af.mil, a minimum of forty eight (48) hours prior to any shipment under this solicitation. Contact between the hours of 7:00 AM to 4:00 PM Monday through Friday excluding Federal holidays. Note that no delivery can be accepted after 2:00 PM or on weekends.

72. Inspection and acceptance: Receipt and final acceptance to be performed at Eglin AFB, FL by Mr. David Busby or his designated representative. The contractor’s “Bill of Lading” shall be used as confirmation of delivery and receipt by the Government. Acceptance of delivery at 96

Test Wing Range Group, Eglin AFB, FL 32542 is performed by Mr. David Busby (850) 882-

1899, david.busby.5@us.af.mil or his designated/authorized representative. Delivery shall meet required specifications and features contained within the contract. Contractor will ensure a copy of all “Bill of Ladings” are provided to Mr. David Busby. Upon receipt, an acceptance inspection is performed and the contractor is notified of any discrepancies in a Post-Delivery

Inspection Report (PDIR) typically within 21 days of receipt (i.e., exclusive of Federal holidays).

The Contractor shall document correction or plan of action for resolution of discrepancies in response to the PDIR within 14 work days. Final acceptance is dependent upon delivery in accordance with the delivery schedule acceptance inspection, and post-delivery discrepancy resolution notification (i.e., correction or acceptable plan of action). The contractor shall be responsible for the condition of the craft until receipt inspection and final acceptance at destination is completed.

73. Delivery period required of the two HSMSTs is 360-days ARO. Pricing shall be based on quantity of two (2) units. The boats will be delivered to the 96 Test Wing, Building 965, Perimeter Rd, Eglin, AFB, FL 32542.
