Request for Information (RFI) For Air Force Life Cycle Management Center (AFLMC) Defense Cyber Operations (HNCD) Defensive Cyber System (DCS) Transition Coordinator

Request for Information (RFI) is in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes – Oct 1997) and is published only to obtain information for use by the Air Force Life Cycle Management Center (AFLCMC), Defense Cyber Operations (HNCD), Joint Base San Antonio - Lackland, Texas, for planning purposes only. The determination of a procurement strategy based upon the information submitted is solely within the discretion of the Government. Submittals will not be returned to the sender. Respondents to this RFI may be requested to provide additional information/details based on their initial submittals.

RFI does not constitute an invitation for Bids, Request for Proposal (RFP), Solicitation, Request for Quote (RFQ) or an indication that the Government will contract for the services provided by submitter. The Government will not reimburse respondents for any costs associated with the preparation or submission of the information requested. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer should a solicitation be released. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information.

1. Background The Air Force Life Cycle Management Center (AFLCMC) Defensive Cyber System Branch (AFLCMC/HNCD) supports legacy systems, Air Force Cyberspace Defense (ACD), Cyberspace Defense Analysis (CDA), and Cyberspace Vulnerability Assessment/Hunter (CVA/H). AFLCMC/HNCD, is executing a transition from these legacy weapon systems to a new single integrated architecture from which to conduct defensive cyber missions, including Cybersecurity Service Provider (CSSP), Security Operations Center (SOC), Cyber Protection Team (CPT), Mission Defense Team (MDT) missions currently accomplished on stand-alone ACD, Cyber CDA and CVA/H systems. The new integrated architecture will be a containerized, software-intensive, cloud-based system. Prototyping is underway on the new architecture.

2. Purpose The primary purpose IDCS is to integrate cyber capabilities, systems, infrastructure, and data analytics, allowing Cyber Warfare and Information Warfare operators to conduct integrated cyber processing, analysis, exploitation, and dissemination supporting full spectrum cyber operations (reference DoDD 5101.21E).

3. Objective:

To facilitate an effective and efficient transition, ensuring continued support to our operational customers, HNCD requires the support of a Transition Coordinator to accomplish the following objectives:

1. Conduct a survey to help establish a baseline of existing capabilities provided by legacy systems including how each system leverages commercial software products, relevant license agreements, periods of performance, user bases, etc.

2. Given emerging new architecture, conduct an analysis of appropriate transition points to maintain current mission success during transition to the new architecture.

3. Develop a detailed Integrated Master Transition Schedule to guide the planning and execution of HNCD over the next 2-3 years.

In order to support the long lead budgeting and acquisition planning processes, this effort has an Anticipated period of performance is 3-4 months.

4. Task: In-depth review of each legacy system to include:

1. Develop a transition plan containing the following information for Government review and decision:

1. Detailed and clear explanation of tasks needed to complete the transition including schedule timelines and dependencies.

2. Complete Risk Assessment to include mitigations if any should arise during the transition.

3. Provide input on key watch areas such as Product Support, Cybersecurity, Performance Metrics, etc.

5. Requested Information

1. The Government requests interested parties submit a brief description of their company’s business size (i.e., annual revenues and employee size), business status (i.e., 8(a), HUBZone, or SDVOSB, Women Owned Small Business, or small business), NAICS code for this requirement, Cage Code, Facility Clearance Level, and any anticipated teaming arrangements.

1. Provide capability statement providing your ability to meet the tasks listed in Section 4.

2. At a minimum, capability statement should address the following areas:

1. Relevant experience with government or industry

2. Timeframe that work was performed

3. Ability to complete tasks within 3-4 months

4. List of available contracts that can be used for this work

5. List contract vehicles available

7. Responses This is not a solicitation but a request for information for market research purposes only. Interested parties are requested to respond to this RFI with a brief capability statement that does not exceed 5 pages. Format used for responses should be provided in Microsoft Office 2016 suite compatible. Responses are due no later than 8:00AM CST, 9 March 2023.

All Questions and responses shall be submitted via e-mail to Ryann Wait: Ryann.wait@us.af.mil. Proprietary information, if any, should be minimal and MUST BE CLEARLY MARKED. To aid the US Government, please segregate proprietary information. Please be advised that all submissions become US Government property and will not be returned. If any Responders do not currently possess a Proprietary Data Protection Agreement (PDPA) that would permit the AFLCMC/HNCD support contractors listed below to review and evaluate white papers submitted in response to this RFI, please coordinate with POCs listed in paragraph 3.

8. Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify industry sources that can provide AFLCMC/HNCD sustainment capabilities. The information provided in the RFI is subject to change and is not binding on the Government. The US Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become US Government property and will not be returned.
