2. Nature and/or description of the action being approved.
a. Acquisition purpose and objectives.
The service is for the Commission’s electronic access to the annual licenses for the TomTom
Telecommunications Suite and MultiNet Post subscription will provide continued support geographically to specific economic and statistical analysis that will provide information relevant to communications policy and legal decision about wireline service providers.
b. Project background.
The subject areas include regulatory fee assessment, universal service analysis, disaster recovery support, competition and merger analysis, broadband and telecommunications infrastructure and service deployment.
3. Description of the supplies or services required to meet the agency’s needs (including the estimated value).

c. Project description.
The Industry and Analysis and Technology Division of WCB have a requirement to determine the places where there’s no 4b lte coverage or where coverages are currently pulled out of 477, but the subsidy part needs to come from USAC data.

Identification of the statutory authority permitting other than full and open competition. o This acquisition is conducted under the authority of 41 United States Code (U.S.C.) § 3304(a)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 “Only one responsible sources and no other supplies or services will satisfy agency requirement”.

b. Nature of the acquisition and proposed unique qualifications of the contractor(s). Based on our findings while there may be multiple vendors with this data, all of them handle the aggregation and normalization of the Postal Service and Census data differently. Without sound technical reasons there is the potential that may cause significant unpredictable and destabilizing changes in the data series we publish that are derived from formulae that utilize the data we collect and the data we purchase.
Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOpps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.
Market Research was done on major Telecommunications Suites and MultiNet Post. The quote was posted for TomTom MultiNet on SEWP and one quote was received from Carahsoft.
Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.
