Statement of Work
353 Special Warfare Training Squadron, JBSA-Lackland, Texas
TOMManikin
14 May 2020
1. GENERAL
1.1 The 353d Special Warfare Training Squadron (SWTS), requires four (4) units of the TOMManikin – Gunshot Wound (GSW) model and four (4) units of the TOMManikin – Blast model, along with eight (8) units of the 1 gallon simulator blood, eight (8) batteries for the TOMManikin power supply, and assibilation/training in order to be utilized during Tactical Combat Casualty Care/Combat Lifesaver (TCCC/CLS) training exercises for Tactical Air Control Party (TACP) students.
1.2 The Government shall not exercise supervision or control over the contract service providers that will be performing delivery and setup of this purchase. Such contract service providers shall be accountable solely to the contractor, who in turn is responsible to the government.
1.3 Background and Objective:
This Statement of Work defines the requirements for the contractor to deliver, assemble and ensure proper operational use of the requested TOMManikin models and accessories in order train TACP students specific details on a more realistic basis of what they will encounter when forward deployed.
2. SCOPE
This Statement of Work (SOW) covers requirements for the shipping, assembly, and functional training/operational use of the TOMManinkins (4 GSW & 4 Blast) and accessories.
3. BACKGROUND
The 353d Special Warfare Training Squadron (SWTS), located at Joint Base San Antonio- Lackland, TX, leads, trains, mentors, develops and provides initial skills training for TACP students annually. In order to facilitate the training of the above-mentioned personnel, the 353 SWTS conducts TCCC/CLS exercises to prepare students of what they will encounter when forward deployed. The current Rescue Randy’s do not allow for ideal training to achieve these objectives with notional scenarios and unrealistic aides. The TOMManikins realistic features will expose TACP students to more realistic battlefield wounds which they will likely encounter in their career.

4. REQUIREMENTS
Full and complete delivery of the TOMManikins (GSW & Blast) and accessories to be used by TACP instructors and students. Below is a listing of the specific items of what is requested and information of the manufacture. See Attachment 1 at the end of the document with specifications and features of the individual components that can be used as an example of the quality of the products desired by the government.

4.2 Delivery
The TOMManikins and other requested items will be delivered to building 147, 950 Voyager Drive, JBSA-Lackland AFB, TX 78236. The POC for the delivery driver will be SSgt Balderrama, Osvaldo. He can be reached at 210-419-3658.
4.3. Hours of Operation
The contractor shall have access to the site from 0730 – 1630 Monday through Friday (excluding weekends (Saturday and Sunday) and federal holidays). If the delivery and assembly process should take more than one day of work, the contractor shall report to the site PT Supply NCOIC at the beginning of each day prior to the start of any work and at the end of each day prior to departing to discuss progress.
4.4. Quality Assurance
The contractor shall be responsible for quality control for all work accomplished during the performance of the task up until receipt of delivery is confirmed with the 353 SWTS.

4.5. Warranty
The contractor shall provide all specifications of manufacturers’ warranty for the installed parts and provide a 1-year warranty on labor after Government acceptance of the installation
5. ACCEPTANCE
Upon completion of the delivery, the TOMManikins (GSW & Blast) and accessories shall be subject to a final acceptance test performed by the contractor and the 353 SWTS POC.

2. Operational Procedures:
• Tourniquets (peripheral & junctional tourniquets)
• Nasopharyngeal and oral airways
• Surgical airway with realistic bleeding and tissue dissection
• Remote controlled breathing rates: Slow, Normal, and Fast
• Bilateral Needle decompression at either 2nd/3rd intercostal (mid-clavicular), or
5th/6th intercostal (mid-axillary) locations.
• Chest seal application
• Chest Tube capable (bilateral, all models – upon request)
• Radial pulses in uninjured upper extremities and carotid
• Variable pulse rate & pressure (Normal, bounding, thready)
• IO (sternal & humoral) and IV access on uninjured upper extremities.

3. Item # 93-0040: TOMMankin – GSW Configuration
Features:
Sucking Chest Wound: Features anterior GSW entry & posterior exit. Actively bleeds from both locations. Anterior entry wound mixes with air from onboard compressor to create bubbling bleeding effect. Supports chest seal application and pleural needle decompression.
Packable GSW to groin: Features GSW anterior entry/posterior exit with soft tissue trauma to penis and avulsed scrotum with prolapsed testicle. Wounds present with peripheral wound site ecchymosis, exposed sub-q fat layer and muscle striation. Entry wound is packable and responds to both peripheral and junctional tourniquet application and femoral pressure point application. **This wound is interchangeable with other TOMMs
GSW leg: Features through-through GSW to leg above the knee. Entry wound presents with small entrance hole with circular powder burn. Exit wound has exposed fat and wound site ecchymosis. Variable bleeding rate. Responds to both peripheral and junctional tourniquet application and femoral pressure point application. **This

Injuries include:
Open jaw fracture head skin: Features massive maxillofacial bone and soft tissue injuries, actively bleeds. Supports OP/NP/ET/Surgical airways. ** interchangeable with other TOMManikins
Abdominal evisceration: Features intricate handcrafted attention to anatomical detail with visible tissue layers, and 10” of eviscerated bowel with peripheral ecchymosis surrounding large open wound. Massive bleeding with ‘clampable’ vessel.
