About this file
This document is a Terms and Conditions memorandum from the Federal Bureau of Prisons FCI Berlin facility that outlines key contractual requirements and representations for offerors. The document includes several certifications and requirements that contractors must meet, including: prohibitions on corporations with felony convictions within the past 24 months or unpaid federal tax liabilities from receiving contract awards; a certification that contractors cannot require employees to sign internal confidentiality agreements that would restrict reporting of waste, fraud, and abuse; and confirmation that faith-based and community organizations can submit offers equally with other organizations. The document also includes standard FAR clauses incorporated by reference that can be accessed at acquisition.gov.
The memorandum appears to be part of solicitation #15B21825Q00000010 for March meat products at FCI Berlin, though the terms and conditions would apply more broadly to contracting with this facility. The document establishes baseline compliance requirements and representations that must be acknowledged by any contractor seeking to do business with FCI Berlin, which is located at 1 Success Loop Road in Berlin, NH.
