Request for Information

To facilitate broader engagement, the Office of the Director of National Intelligence (ODNI) is expanding the scope of one of its longstanding activities, the Intelligence, Science, and Technology Partnership (In-STeP) 1-on-1 Meeting Series, to include presentations on innovative capabilities that also address the ODNI’s IC-wide Strategic Initiatives:

Augmenting Intelligence Using Machines: Increased insight, knowledge, and speed through Artificial Intelligence, Automation, and Augmentation.

Right, Trusted, Agile Workforce: A trusted workforce with the right expertise that moves easily within the IC and to/from the private sector Acquisition Agility: Flexible, risk-managed delivery of innovative capabilities, data, and expertise at mission pace.

Modern Data Management and Infrastructure: IC data discoverable, accessible and usable, through secure, modernized systems and standards.

Private Sector Partnerships: Effective leveraging of the collective capabilities, data, expertise, and insights of the private sector.

Comprehensive Cyber Posture: A nation more secure from cyber threats and the U.S.

positioned for strategic and tactical surprise.

If your company or organization is working on technology, research, or an idea that advances the state of the art with respect to the Strategic Initiatives, especially the specific topics listed below, the ODNI wants to hear from you.

As a first step, the ODNI’s Office of Transformation and Innovation requests that interested U.S.

companies and organizations fill out the Partner Capabilities Form (attached) and return it by email to innovation@dni.gov. Cleared individuals who have the means to send a classified submission over JWICS, and wish to do so, should contact the In-STeP team at the aforementioned email address for further instructions.

In-STeP 1-on-1 meetings are held in the Washington, DC, area or virtually. Discussions last approximately 1.5 hours and typically attract audiences of scientists, researchers, and subject matter experts from the various IC agencies and other national security organizations.

Presenters are advised of following conditions:

Presentations should focus on innovative ideas, cutting-edge research, state-of-the-art technologies, and their applications.

Government attendance is based on interest and varies from meeting to meeting. Support contractors who sign a non-disclosure agreement (NDA) with the In-STeP program may attend on behalf of the government agency they support. If your company or organization requires these contractors to sign an additional NDA, please provide a copy of that NDA to the In-STeP team no later than one week after your meeting date is confirmed. If no NDA is provided, the Government will assume it has the right to share the information for a government purpose.

Presenters do not need to hold a security clearance to participate in the program.

The Internet will not be accessed during the meetings; slide presentations are preferred and must be sent in advance to the In-STeP team.

Presenters are welcome to pass out business cards at the meeting, and introductions will occur as the meeting begins, but a list of attendees will not be shared.

Unless presenters explicitly state in writing otherwise, ODNI will retain slide presentations and make them available to its staff, government partners, and support contractors.

This notice is issued solely for information purposes and does not constitute a solicitation, request for proposal, or procurement. Respondents are advised that the ODNI is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI.

Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI and any associated presentation.

The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited, nor is the Government obligated to issue a solicitation based on responses received. Proprietary concepts and information must be clearly marked or identified as such in writing and will be protected appropriately when included in presentations. Notwithstanding those markings, the company or organization grants ODNI the right to obtain input on the technical aspects of responses to this RFI from its support contractors.
