QUESTIONS AND ANSWERS

Question 1: On the Schedule of Supplies/Services, p.15, CLIN0001, the description states “Per Review Cost (One

Reviewer)” and the next column indicates 20 under Hours/Proposals. Please advise if this means each reviewer is allocated 20 hours per proposal to review? Or if this means one reviewer has 20 proposals to review and the price should be given for 20 proposal reviews? Additionally, please advise if this CLIN0001 is only for the price to be paid to the reviewer and does not include any costs for the Contractor to perform the work in 4.2.

Answer 1: The 20 under Hours/Proposals indicates that approximately 20 proposals total are expected to be reviewed by one (or more based on Question 2) reviewers. Please price for 20 proposal reviews. Pricing is only for the price to be paid to the reviewer, not for the contractor to perform the work in 4.2.

Question 2: On the Schedule of Supplies/Services, p.15, CLIN0002, the description states “Per Review Cost (Two

Additional Reviewers) and the next column indicates 20 under Hours/Proposals. Please advise if these means that two reviewers have a total of 20 hours per proposal to review? Or if this means two reviewers have 20 proposals to review and the price should be given for 20 proposals? Additionally, please advise if this CLIN0002 is only for the price to be paid to the reviewer and does not include any costs for the Contractor to perform the work in 4.2.

Answer 2: Please see Answer 1 for details.

Question 3: On the Schedule of Supplies/Services, p.15, CLIN0003, does the “0” in the Hours/Proposals column indicate this task is not to be priced in the Base Year? In Option Year 1 and 2 for CLIN0003, is the price to be quoted only the total price to be paid for one convening of a panel of 5-6 reviewers, not any costs for the Contractor to perform the work in 4.2?

Answer 3: CLIN 0003 the quantity is only an estimate, this does not mean that there is no pricing needed, just that no known need for this item is known currently. Please provide pricing for the base year as well. Pricing should be the same as with CLINS 0001 and 0002.

Question 4: On the Schedule of Supplies/Services, p.15, CLIN0004-0006, please advise if subcontracting to others outside of the Contractor to fill and/or supplement these labor categories is allowable? If yes, should the subcontractors be listed under “Additional Proposed Labor Categories” or within CLIN0004-0006?

Answer 4: Yes, subcontracting is allowable. Please list subcontractors under “Additional Proposed Labor

Categories”.

Question 5: Under 4.0 Tasks, p.18, can the Contractor subcontract to others to perform aspects of this task?

Answer 5: Yes, subcontracting is allowable.

Question 6: Under 4.0 Tasks, p.19, regarding “developing a tracking system for potential subject matter experts’ availability and as a tool…”, can this be a refinement of an existing tool?

Answer 6: Yes, but the cost savings would need to be evident and the database provided to the RESTORE Council staff to ensure it meets the needs.

Question 7: Under 4.2 Best Available Science Review, p.19, the title indicated “(per review)” but the text states

“Reviewers will be compensated for their reviews at a set price per hour.” Please advise if the Contractor is setting a price per review or a price per hour with an estimate of the number of hours needed to perform the review – this will help inform how to respond to the Schedule of Services.

Answer 7: The contractor is setting a price “per review” regardless of the number of hours to complete that review.

Question 8: Under Volume 2, Factor 1, p.28, regarding “provide documentation of access to or previous partnerships with…”, is a letter of support adequate documentation or does ‘documentation’ also mean to provide a description of access to or previous partnerships with nonprofits, centers of excellence, etc.? If not, please provide an example of the requested documentation.

Answer 8: A letter of support would be adequate.

Question 9: How are these services currently being performed? Under contract? In-house?

Answer 9: These services are not currently being performed, this is a new requirement.

Question 10: If these requirements are currently being performed under a contract,

a. Who is the Contractor?

b. What is the contract number?

c. When does the contract expire?

d. What is the current contract value?

Answer 10: These requirements are not currently being performed under a contract.
