12). Facility Clearance/Subcontractors - Are subcontractors required to hold active Secret/and
Top Secret facility clearances at time of BPA award? or Can the Prime sponsor the subcontractors after the BPA is awarded?
ANSWER: Subcontractors are required to hold the required facility clearances at time of award.
No, the Prime may not sponsor subcontractors after the award.
13). PROPOSAL INSTRUCTIONS - Is there a maximum page count for submission of the proposal?
ANSWER: No.
14). PROPOSAL INSTRUCTIONS - The Volume II:
Technical Proposal and Volume III: Price Proposal submission requirements (Solicitation pages 55 -
56) clearly encompass Call Orders 0001 - 0004, however, the Evaluation - Commercial Items provision and the Addendum to the Evaluation -
Commercial Items provision (Solicitation pages 56
- 57) appear to relate solely to the base BPA
PWS. Please clarify this apparent inconsistency and confirm that the offerors' proposals regarding the base BPA PWS and Call Orders 0001 -
0004 will be considered in the proposal evaluation process.

Sheet" Are labor categories that depict "0" number of employees required to be priced?
ANSWER: Yes.
16). Attachment A "BPA Labor Categories Price
Sheet" & PWS -Attachment A "BPA Labor Categories
Price Sheet" is missing the Business Analyst (PWS
3.4) Labor Categories.
ANSWER: The Business Analyst categories were renamed Consultant.
17). PWS 3.15 & Call Order 0003 - Call Order 0003 ask for a Program Analyst Level II; however, the
PWS lists the individual as a FOIA Specialist. In addition, the "BPA Labor Categories Price Sheet" does not list a Program Analyst category.
ANSWER: Call Order 0003 is for a FOIA Specialist per 3.15. The labor category name was changed from Program Analyst to Consultant.
18). PWS 3.16 & Call Order 0001 - Could the government clarify the title of this category?
The Call Order 0001 asks for a Sr. Trainer; in the PWS 3.16 the category is listed as a Training specialist.
ANSWER: The Training Specialists used for this
BPA will all be at the Sr. Trainer level.
19). PWS Proposal Instructions (BPA Approach and
Capabilities) - Can individual experience be use to demonstrate capabilities?
ANSWER: Yes.
20). BPA Terms (4. PURCHASE LIMITATION) - Block
20 on the SF-1449 states that "[t]he total estimated value of this BPA is $40,000,000.00", however, paragraph 4 of the BPA Terms and
Conditions (Solicitation page 15) states that
"[t]he total value of calls awarded under this
BPA shall not exceed $2,500,000.00". Can the
Government please clarify the total value of the
BPA?

LIMITATION) - Paragraphs 3. Pricing & 4.Purchase
Limitation reference GSA Contract. It is our understanding that this is not a GSA schedule buy. Can the government please confirm?
ANSWER: Confirmed
22). Evaluation - Commercial Items provision states that "[t]he following factors shall be used to evaluate offers: Technical and past performance, when combined, is more important than price". Please indicate the relative importance of the three Evaluation Factors to each other (e.g., The Technical Factor is more important than the Past Performance Factor. The
Past Performance Factor is more important than the Price Factor.) As written, it is not clear if the Price Factor is more important than both/either the Technical Factor or Past
Performance Factor, individually.
ANSWER: Price factor is not as important as technical and past performance combined.
23). In the page 30 and the Section 7.0 Security of the RFP, it says "Work performed under this
Agreement will be considered to be medium risk to high risk, and shall require either a Secret, Top
Secret, or Top Secret/SCI clearances". It is not clear if the security clearance requirement is for individual resources or for the facility. If it is for the facility, do we need to have the clearance by the time we submit the proposal or can we get it once the contract is awarded.
Because each call requires different level of clearance. Please clarify.

24). Is there a page limitation for each section of the Technical Volume for TFSAFIN16CI0004?
ANSWER: No

ANSWER: All sections.
26). Our agency has recently received our
8(a)certification. And I have a few questions, after reviewing this RFP we can perform and provide most of the services needed. However, I am wondering if you have any smaller scaled opportunities that are still needed?
ANSWER: Not at this time.
27). Can you tell me if there is a current incumbent on this contract? And if so, can you provide the name?
ANSWER: See Question #2.
28). On page 54 of the solicitation, Acknowledgment of Certification of 8(a) Program
Status states, "The Contractor shall acknowledge with the submission of a proper offer that their exit date from the SBA 8(a) program does not fall within the beginning and ending period of performance dates of this BPA. This is a GO/NO
GO Factor. If the Offeror does not provide acknowledgment the Offeror's proposal will not be considered further."
Question: Will the Contracting Officer confirm with the Small Business Administration (SBA) in
Washington, DC that this provision as written is correct and in full compliance with the SBA 8(a)
Business Development Program? Our 8(a) status expires within days prior to September 27, 2021 and I can recertify my status at the beginning of each option year. This GO/NO provision eliminates almost five (5) years from my nine (9)-year certification for participation in the SBA 8(a)
Business Development Program. Is this the intent of this provision?
ANSWER: This requirement will be deleted with the posting of the amendment.
29). On page 55 of the solicitation, Key
Personnel states "The Offeror shall submit the qualifications and resumes of all Offeror and

subcontractor key personnel that shall perform work under this contract that shows their expertise and knowledge of the requirement in accordance with the PWS." Each of the Call
Orders 0001 through 0004 each ask for resumes of the proposed staff for those unique orders.
Question: No other Key Personnel requirements are mentioned in the RFQ. Will the Contracting
Officer confirm that the only Key Personnel are those mentioned in the individual Call Orders
0001 through 0004?
ANSWER: All positions on the BPA will be Key
Personnel. Resumes will be requested when a call is placed.
30). There are no proposal page limitations, desired font or margin requirements identified within the RFQ.
Question: Will the Contracting Officer confirm that we are free to respond as we choose or that a future Amendment will clarify these omissions for vendor proposal submissions?
ANSWER: Confirmed.
31). Performance Work Statement (PWS), paragraph
3.0 - Labor Categories and Minimum Qualifications provide labor categories that are different from those reflected in the Attachment A - Labor
Categories Price Sheet.
Question: Is this intentional or is an Amendment coming to correct or clarify this for the vendor community?
ANSWER: The offerors will add to Attachment A any omitted labor categories that are listed on the
PWS
32). In the Performance Work Statement (PWS) at paragraphs 3.7, 3.10, and 3.13, the sentences speak of "services or support." Those paragraphs do not provide labor categories expressing any information that is usable to identify and price the skill-levels you may seek. This creates a burden trying to price these services and support in the Attachment A - Labor Categories Price

ANSWER: 3.7 Instructional Designer describes the experience and knowledge necessary per each level employee. 3.10 Document Scanning & 3.13 Contract

33). In the Performance Work Statement (PWS) where it describes Call Order 0003 - FOIA
Specialist Support Services, paragraph 2.2 mentions "Program Analyst Level II."
Question 1: Is this correct or should it say
"FOIA Specialist?"
ANSWER: 3.15 FOIA Specialist is correct.
Program Analyst is incorrect.
Question 2: Paragraph 3.0 lists 1,980 hours per year (average 40 hours per week). Are the hours listed here correct?
ANSWER: Yes.
Question 3: Paragraph 5.0 - Deliverables Task
Area 2 speaks of a "Program Analyst." Is this correct?
ANSWER: Program Analyst is not correct, Consultant is the correct position.
34). Is this a new BPA or is there an incumbent?
If this is an existing BPA, please provide the contract number and the name of the incumbent.
ANSWER: See Question #2.
35). On page 53, in the Volume I: Contractual
Documents section, it states that the company should provide a list of any subcontractors that may be used under the contract. Will it be possible to add additional subcontractors after award?
ANSWER: Yes

36). On page 55, the following statement is found in the past performance section, "A list of three references containing similar financial work or contracts and subcontracts..." Would the government consider replacing the words, "financial work" with administrative and operational support services to align with the nature of the work being procured under this BPA.
ANSWER: No. The offeror will cite past performance that is similar to the services that are required in the solicitation.
37). Can the government provide page limitations on Volume II and Volume III?
ANSWER: N/A.
38). On page 32, the following statement is made, "within twenty-four (24) hours of notification" and then in the preceding paragraph it states
"provide the COR with resumes of proposed replacement personnel for review and possible approval at least ten (1) business days prior to replacement" Can the government please clarify if the standard is one business day or ten business days.
ANSWER: When the COR requests a personnel change the Offeror has 24 hours to provide resumes to the COR to be considered for acceptability as substitutes. When the Offeror requests permission for a personnel change the Offeror will provide resumes of potential substitutes to the COR 10 business days prior to replacement.
39). Can the government please confirm the clearance levels of the call orders. (Secret, Top
Secret or Public Trust)?
ANSWER: Calls 1, 2 & 3 are all Secret. Call 4 is
Top Secret.
40). Will the government consider an extension of
1 week of the submission date to allow time to address and adjust proposals to the responses.
ANSWER: Yes.
41). What (if any) clearance is the Contractor

44). Who is the incumbent contractor?

46). Regarding the Key Personnel (RFP page 55), are these referring to the Key Personnel identified in the Call Order PWSs (i.e., Senior

ANSWER: No, just the total number of categories for employees. The FTE numbers were used as a government cost estimate....currently, there are
4 calls at this time, there will be more in the future as needs develop.

ANSWER: These are the various labor categories we expect may be required during the life of the
BPA. They may not be needed now, but may be in the future.

Do offerors need to provide the labor categories' roles and responsibilities for those labor categories that list the number of employees as zero (i.e., Admin Logistics Specialist, Technical
WriterLevel I and II, etc.)?
ANSWER: Yes, while only 4 calls/labor categories are currently included, more calls for different labor areas will be required later.
51). For Call Order 0001, the PWS states that 2

Limitation, states "BPA calls placed by authorized personnel may exceed the Contractor's
GSA contract's maximum order limitation if determined appropriate." Can the Government confirm that is procurement is not through a GSA
Schedule?
How will the Government evaluate offeror's BPA
Approach and Capabilities and Call Order 0001, Call Order 0002, Call Order 0003, and Call Order
0004 Approach? The evaluation criteria (page 57 of the RFP) does not provide any evaluation criteria for these areas.
ANSWER: This is not a GSA Schedule award. The evaluation criteria for the calls are as follows:

government will evaluate for realistic and reasonable deliverables schedule.
o Quality Control Plan (QCP) - Offerors shall provide a QCP for each BPA Call clearly describing how they shall ensure requirements of the BPA Calls will be met in accordance with the
PWS for each call. The QCP shall include the proposed performance standards and proposed incentives/disincentives; the government will evaluate to determine if the QCP will adequately control the quality of the proposed solutions.
o Staffing plan including rationale for skill levels, personnel proposed, staffing organizational chart, resumes, and LOE allocation, for each call; the government will evaluate for completeness of response and consideration of the effectiveness of the staffing plan to achieve desired outcomes.
o Proposed invoicing/billing schedule, for each call; realistic billing schedules that are timely.
58). Regarding the requirements for the
Management and Staffing Approach, which states
"Offeror's proposed labor categories to ensure they are appropriate to perform work under the contract, and that the labor categories are mapped to the proper labor category group." Since we plan on proposing the Labor Categories as listed in Attachment A, can the Government confirm there is no need to map them to the proper labor category group?
ANSWER: The offeror shall respond to the proposal instructions in the solicitation.
59). Regarding the Key Personnel, will a firm statement from offerors stating that key personnel are available be a sufficient demonstration of their availability?
ANSWER: A acknowledgement letter of intent is sufficient.
60). Based on the requested clarification to the proposal requirements, will the Government consider granting a 2 week extension for the proposal due date?
ANSWER: An extension is included in the amendment.
