Attachment 1 – Facilities Maintenance Services Solicitation Questions and Answers:
Q.1: If a company has the following certifications, can these certifications substitute for the CARF certification requirements, etc page 20? Many of these certifications deal directly with healthcare facilities and retirement community management functions.
a) Certified Emergency Manager (CEM) – International Association of Emergency Manager (IAEM) provides for direct knowledge of retirement community management and personnel relocation management, etc.
b) Master Exercise Practitioner (MEP) – FEMA provides training in the basic principles for designing methods to measure outcomes in healthcare services and programs.
c) Project Management Professional (PMP)
d) Corporate Facility Manager (CFM)
A.1: The Offeror does not need to be accredited for CARF, but does need to propose someone familiar with the CARF and TJC standards and reporting styles to be able to compile the required reports.
Q.2: Does the Production Clerk, etc. must be onsite during normal working hours as specified in the
SOW?
A.2: AFRH would consider an off-site production clerk as long as the Offeror’s proposal clearly indicates how this individual would be available to respond during normal business hours to receive and process work orders.
Q.3: If the company has a CEM Certification can it be substituted for the LEED AP certification or does the Project Manager must have a personal certification or do the Project Manager must meet both requirements, separate from the company?
A.3: No, project manager must be LEED AP O&M certified
Q.4: Can past performance of staff members be used in evaluating the company's experience?
A.4: A Company’s past performance is one of the evaluation factors for the award. However, Offerors may propose personnel with past experience with TJC and CARF accreditations.
Q.5: To meet the 1,000,000 square feet similar building size can staff member experience meet this requirement and does the bidder must show that same size requirement for all three experience references?
A.5: The organization must have past experience with a facility of similar size as indicated in the solicitation. The actual square footage listed in the solicitation is approximately 567,883.
Q.6: Does a Service Disable Veteran company gets additional points under the Small Business Set aside procurement purchase method?
A.6: No, this is a small business set aside only.
Q.7: Will the government conduct Oral Presentations for all bidders or only those meeting the initial government requirements or award without discussions?
A.7: No, page 82 of the solicitation regarding establishment of a competitive range and oral presentations.
Q.8: Is there a page limitation for each proposal section requirement, such as Technical, Pricing, etc?
A.8: No. However, the Government wants proposals with substance.
Q.9: Reference the SF 1449 Form - Are we to put Qty of 12 and Unit of M and unit price of monthly and then the annual cost for the fixed price line items?
A.9: No. The Offeror shall provide all pricing on Attachment A and submit one electronic copy with their proposal.
Q.10: Reference the SF 1449 Form - On the IDIQ labor line item do we leave blank as the rates would be on Attachment A price sheet?
A.10: Yes. Please see answer to Q.9
Q.11: Reference Solicitation page 17 - Please confirm we have to follow 52.222-17, Non-displacement of Qualified Workers (May 2014) (E.O. 13495) clause and give all SCA and CBA employees first right of refusal.
A.11: Yes, in accordance with FAR clause 52.222-17 any employee considered to be a service employee shall be offered a right of first refusal of employment under this contract in positions for which the service employees are qualified.
“Service employee” means any person engaged in the performance of a service contract other than any person employed in a bona fide executive, administrative, or professional capacity, as those terms are defined in 29 CFR part 541. The term “service employee” includes all such persons regardless of any contractual relationship that may be alleged to exist between a contractor or subcontractor and such persons.
Q.12: Reference Solicitation page 17 - Please confirm 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts) (May 2014) (29 U.S.C.
206 and 41 U.S.C. chapter 67) Applies to both SCA and CBA staff for the fixed price portion of work and T&M rates we give. That increases will only be based on wages and H&W related SCA and CBA expsenses only with no markup.
A.12: Yes, FAR clause 52.222-43 applies to both SCA and CBA service employees.
Q.13: Reference Solicitation page 21 - AFRH states the following “In any and every case, this facility is presented to the contractor in “As-Is” condition.” So does this mean if we find a deficiency during transition that we are responsible for correcting it and deducting the threshold?
A.13: Yes, for the firm fixed price portion of the award.
Q.14: Reference Solicitation page 22 - AFRH states the following “The contractor shall provide all labor, supervision, tools, materials, equipment, transportation” so does that mean that AFRH will not be providing vehicles to get around the site?
A.14: Yes, the government will not provide vehicles or other equipment.
Q.15: Reference Solicitation page 27 - AFRH states “The contractor shall perform routine service requests during these working hours without charging overtime to the Government” will the government pay OT if we are called in for an Emergency or Urgent call after hours during the week, weekends, or holidays?
A.15: No.
Q.16: Reference Solicitation page 34 - During a Disaster(s), and Unusual Inclement Weather Events “acts of God” does any damage caused by that event consider one event for threshold purposes?
A.16: Yes
Q.17: Reference Solicitation page 37 - Please confirm that a excel data dump of all WO and assets list is sufficient for phase out turnover of CMMS data.
A.17: No. The Contractor must have a web based Computerized Maintenance Management System throughout the Period of Performance. The data can be dumped during the phase-out period at the end of the contract.
Q18: Reference Solicitation page 40 - Please confirm red line of as builts are sufficient.
A.18: Please see section 2.8.1 disclaimer.
Q.19: Reference Solicitation page 46 - The emergency and Urgent request doesn’t state if we can charge OT for call backs. Can we?
A.19: See answer to question 15.
Q.20: Reference Solicitation page 63 - Since HVAC units in rooms are under Room turn over 4.4 section does that mean any repairs and PM are part of IDIQ since all Room Turn over are IDIQ?
A.20: All HVAC PM is included in the firm fixed price of the contract.
Q.21. Reference Solicitation page 63 - Item 4.4.9 states a $750 threshold I though all Room Turnover work was IDIQ?
A.21: All costs over $750 is billed as IDIQ.
Q.22: Reference Solicitation page 64 - There is some conflicting numbers for Basic ticket item. It states in one area $1,200 in another $750 which one is it.
A.22: Page 64 references room turn over. The $1,200 reference in 4.5.2 was an error. It should have been listed as $1,750. The PWS will be revised with the $1,750.00 figure at time of award.
Q.23: Reference Solicitation page 64 - Is labor included to hit the threshold of basic ticket items?
A.23: No - only materials.
Q.24: Reference Solicitation page 64 - Is labor included to hit the threshold of big ticket items?
A.24: See answer to Q.23.
Q.25: Reference Solicitation page 64 - The bundling example list $750 is it $750 or $1,200?
A.25: See answer to question 22.
Q.26: Reference Solicitation page 74 - Are we to complete these forms and include it as part of the contract docs Vol I?
A.26: Yes
Q.27: Reference Solicitation page 84 - If we are registered in SAM do we just make the statement and not include the manual certs and reps?
A.27: The Offeror shall complete and submit with Volume I only paragraph (b) of provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items,(Jul 2016), if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal.
Q.28: Reference Solicitation page 27, 1.7.5 - Can you give examples of the types of studies or analysis required?
A.28: Building assessments, compatibility of new controls with existing ones, Fire Hydrants reports, etc.
Q.29: Reference Solicitation page 28, 1.9.1- Does this mean that an Electrician, Plumber and Carpenter are required specifically?
A.29: Please see sections 1.9.3.1 - 1.9.3.7 for guidance.
Q.30: Reference Solicitation page 28, 1.9.3 - Please specify if you're requiring a LEED AP O&M designation.
A.30: Yes, LEED AP O&M.
Q.31: Reference Solicitation page 47, 4.2.3.6.1 - Emergency Service request - What if an after-hours service request is determined not part of this contract and the responsibility of others after they respond on site? How is the contractor reimbursed?
A.31: The Contractor for facilities maintenance will not be responsible for other Contractor’s work.
Q.32: Reference Solicitation page 58, 4.3.8.7 - Please confirm that gutters are part of IDIQ.
A.32: Gutters on Quarters and Chapels are IDIQ. All others building gutters are part of the FFP.
Q.33: Section 4.5.2 refers to the non “Big Ticket Item” threshold as $1,200 while section 4.5.3 refers to the threshold for non “Big Ticket Item” as $1,750. Is the Basic item threshold $1,200 or $1,750?
A.33: The $750 cited in section 4.5.2 is an error and should be substituted with $1,750.
Q.34: Section 1.9.3.3 refers to tradesmen (electrical, plumbing, carpentry, etc.) needing to possess tradesman license. What level tradesmen license is required? There is no DC carpentry license; does this mean skilled carpentry experience?
A.34: Please follow the guidance listed in the section 1.9.3.3.
Q.35: Should the VPAT and Greening the Government documents be submitted as part of Volume I Contractual Documents or Volume II Technical Proposal?
A.35: Volume I Contractual Documents.
Q.36: Attachment D includes a table for AFRH Collective Bargaining Agreement Rates, but no position descriptions. Can you please attach the full CBA to include position descriptions, scope, etc.?
A.36: Yes.
Q.37: Section 1.13.8 states the following, “The contractor shall include providing a contingency/disaster coordinator.” Per this statement, is the contractor required to provide a contingency/disaster coordinator as part of the overall staffing plan?
A.37: The Contractor may utilize the project manager in this capacity, but a separate contingency/disaster coordinator is required for periods when the project manager is not available.
Q.38: Can the Government please provide a list of all site visit attendees?
A.38: Yes, the sign in sheet is attached to this amendment.
Q.39: Is it possible to schedule an additional site visit?
A.39: No
Q.40: I am hoping to find out if there is an incumbent contractor currently performing these services. If so, could I please find out the contractor name and contract number?
A.40: The incumbent Contractor is CMI Management Inc. and the Contract number is TPD-AFRW-12-K- 00006.
Q.41: What is the current contract award amount?
A.41: The current contract was awarded with a total contract value of $12,370,886.02.
Q.42: What is the name of the current contractor?
A.42: See answer to question 40.
Q.43: Are there any incumbent employees currently performing?
A.43: Yes
Q.44: If yes, how many?
A.44: The Government will not provide this information. Each Offeror must propose the number of staff it feels would be sufficient for performing the required work.
Q.45: Would incumbent employees have 1st right of refusal under this opportunity?
A.45: Yes
Q.46: Would the government be able to provide the job description and qualification for all the positions?
A.46: No

Q.50: Starting on page 20 of the RFP, it states that the Vendor must have experience maintaining facilities of similar size that have been accredited by The Joint Commission (TJC) and the Commission on Accreditation or Rehabilitation Facilities (CARF). If a vendor reference doesn’t have this experience, but the vendor reference demonstrates experience with a facility of similar size, would the reference be qualified?
A.50: See answer to question # 4.
Q.51: What is the staffing plan / level for the current contract?
A.51: See answer to question # 44.
Q.52: What is the current contract value?
A.52: See answer to question # 48.
Q.53: Would the Govt request 3 bids for any IDIQ repairs on unoccupied building after inspections indicate that repairs are needed?
A.53: For all IDIQ repairs for both occupied and unoccupied buildings, the Offeror is required to receive three bids for routine IDIQ work, and the government reserves the right to secure additional bids and utilize a separate Offeror for both routine and emergency requirements.
Q.54: Are current Govt equipment, electrical, mechanical etc. still under warranty? If so please indicate.
A.54: The only items currently under warranty are the Scott Building and Quarters 4 &5 roofs.
Q.55: Are there significant changes from the current Facility Maintenance Services Contract and the current RFP?
A.55: There are some changes: Chapel, Quarters and Room Turnover are a part of the IDIQ portion.
Since the AFRH is now accredited by CARF and TJC, Offerors must now have experience with similar site.
Q.56: In Section 4.5.2, end of the third paragraph, the Threshold Deduction is stated to be $750. In Section 4.5.3, the Threshold Deduction appears to be $1,750. What is correct the correct Basic Item Threshold Deduction?
A.56: See answer to question # 54.
Q.57: The introductory page identifies the elements of the proposal. Is there a page limit?
A.57: No
Q.58: FAR Section 52.217-9 (c), page 10 states that the total duration of this contract, including the extension of up to 6 months permitted by this FAR clause, “shall not exceed 58 months.” If the base period and each option period is twelve months long, and the contract is then extended the full amount permitted, the total duration would be 66 months. Which is correct?
A.58: The base period of this contract will be from date of award through September 30, 2017, with four 12 month option periods with the option to extend services for up to six additional months. The clause will be updated upon award to reflect this.
Q.59: RFP Section Major Deliverables, page 19 states that the contractor “shall execute all Service Requests in accordance with the requirements in the PWS. Attachment 14 presents the estimated number of service requests by type. Can this information be made available by type – Emergency, Priority, etc. and by cost?
A.59: No
Q.60: RFP Section Major Deliverables, page 19 states that the contractor shall manage all warranties.
Can the Government provide copies of such warranties, including start and end dates?
A.60: Warranties will be provided to the awardee at time of award.
Q.61: RFP Section Major Deliverables, page 19 states that the contractor shall perform Chiller Maintenance in accordance with the requirements in the PWS. What was the date of the most recent Annual PM and the most recent Eddy Current Test?
A.61: Annual Chiller PM is performed in January of each year. Most recently Eddy Current testing was performed on the Sheridan Chillers in August of 2014.
Q.62: RFP Section Major Deliverables, page 19 states that the contractor shall perform maintenance on all Electrical Systems, including but not limited to High Voltage Systems and Generator Maintenance as outlines in the PWS. What was the date of the last time the switchgear received Preventive Maintenance? What is the Manufacturer name, number of batteries, fuel tank size, and size of the emergency generators? What is the size of the fuel storage tanks? Is the contractor responsible for fuel replacement?

Q.63: RFP Section Major Deliverables, page 19 states that the contractor shall perform comprehensive inspection, test, maintenance, repair, and calibration for the steam and water systems as outlines in the PWS. What is the date of the last Preventive Maintenance?
A.63: 2016
Q.64: RFP Section Major Deliverables, page 19, states that the contractor shall provide Duct Cleaning Services in accordance with the PWS. What was the date of the last Duct Cleaning?
A.64: 2016
Q.65: RFP Section Major Deliverables, page 19 states that the contractor shall provide all preventive and required maintenance of the Burglar Alarm and Fire Suppression Systems. What is the type, manufacturer, number of points covered of Burglar Alarm systems?
A.65: The burglar alarm systems PM is not a current requirement, but may be implemented in the future due to potential upgrades to the site.
Q.66: RFP Section Major Deliverables, page 19 states that the contractor shall perform all required and preventive maintenance on the Vertical Transportation Equipment Systems. Who is currently maintaining these systems?
A.66: A subcontractor of the facility contractor.
Q.67: RFP Section Major Deliverables, page 19 states that the contractor shall perform all required and preventive maintenance on all Nurse Call and Wander Guard systems. What type of systems are these, and who is/are the manufacturer(s). For the Wander Guard system, how many points are covered?
A.67: Current numbers below, subject to change.

What are the numbers, types, and manufacturers of the cameras? Are the cameras on a PM schedule, or are they currently maintained as a repair item?
A.68: Yes- currently maintained as repair items.

Which is correct?
A.69: See response to #58.
Q.70: RFP Section 1.1.3, page 21, states that the vendor must “…have past experience with facilities of similar size that have been accredited and met the standards of TJC and CARF.” Will the experience of members of the bidder’s existing staff be accepted as the experience of the firm?
A.70: See response to # 1 and # 4.
Q.71: RFP Section 1.1.3, page 21 states “The firm fixed price (FFP) shall cover all maintenance services including the Eagle Gate Guardhouse, North Converter, Man Hole C, Scott Building, Sheridan Building and Sherman Building (approximately 567,883 square feet of total building space).” What are the requirements for the Eagle Gate Guardhouse? What systems are included in the guardhouse?
A.71: Preventive Maintenance shall be performed on all equipment - a full list of equipment will be provided by the COR after award.
Q.72: RFP Section 1.1.3, page 21, lists the buildings included in the Firm Fixed Price (FFP) portion of the contract. The section also states that certain site/infrastructure components, “…including elevators…” are included in the FFP. Attachment 13 lists elevators in buildings other than those listed in 1.1.3. Does this mean that maintenance of elevators in buildings other than those listed in 1.1.3 is part of the FFP?
A.72: All elevators are included in the FFP.
Q.73: RFP Section 1.1.3, page 21, also includes the service reception desk. Does the AFRH require a full-time receptionist on-site during normal operating hours?
A.73: No.
Q.74: RFP Section 1.1.13, page 21 also states “Most issues are or have been addressed and/or corrected by the current contractor. Even so, malfunctions, faults, failures, glitches, and/or breakdowns may currently exist in buildings or equipment covered under the firm fixed price. In any and every case, this facility is presented to the contractor in “As-Is” condition. The contract shall NOT be reimbursed for any cost associated with repairing, addressing, or correcting any condition, equipment, situation, or any other AFRH Real Property failures associated with facility buildings/components under the firm fixed price portion of the contract that existed before the award of this contract except when the cost exceed the threshold limits and meet the criteria defined in section 4.5 Additional Work.” Will you allow for an initial deficiency inspection of all equipment and systems within 30 days of contract start, this will identify any current deficiencies that need to be corrected where a threshold is not included?
A.74: No, the thresholds are still applicable.
Q.75: RFP Section 1.3, page 22, states that the contractor shall have “total responsibility for all requirements stated herein on the contract start date.” RFP Section 1.6.1, page 23, describes the transition period, during which the contractor is acclimating its employees to the various systems, etc.
Does this suggest that the transition period occurs prior to the “contract start date’?
A.75: No
Q.76: RFP Section 1.8.1, page 27, lists nine Federal holidays. The Wage Determination associated with this RFP lists 10 Federal holidays; the one not listed in Section 1.8.1 is Veterans’ Day. Is there a special reason for this omission?
A.76: No, this was an error. Veteran’s Day should be included.
Q.77: RFP Section 1.8.1, on page 27, also does not include Inauguration Day. Will inauguration day be counted as a Federal holiday under this contract?
A.77: Yes, the PWS will be revised to reflect this change upon award.
Q.78: RFP Section 1.9.1, page 28. States “Key personnel are defined as the approved Project Manager, other management personnel, the Quality Assurance Point of Contact (POC), and the tradesmen (ex:
electrical, plumbing and carpentry). The contractor shall be required to provide a summary of qualifications for key personnel not later than the tenth day after the award.” Is the Project Manager, QC, and any other management, supervisory staff resumes required to be submitted in the technical proposal or not later than the tenth day after the award? Also, Is the Project Manager assigned to this required to be on-site during normal business hours?
A.78: Yes, the qualifications must be included in the proposal. Yes, the Project Manager must be on-site.
Q.79: RFP Section 1.9.3.1, page 28, states that the Project Manager must be LEED AP certified. Is there a specific certification, such as BD+C, O+M, etc. that the Government is seeking?
A.79: LEED AP, O&M
Q.80: RFP Section 1.13, page 33 states “The contractor shall use hazardous materials in minimum necessary amounts; use hazardous substitutes, if feasible; and use material that results in recyclable hazardous waste.” Can AFRH provide a listing of the types and estimated quantities of on-site facilities for disposal hazardous materials?
A.80: Hazardous material manifest will be provided by the COR upon award. Hazardous materials must be disposed of off-site.
Q.81: RFP Section 1.17, page 36, requires the contractor to “…provide, install, and operate a web-based Computerized Mechanical Maintenance System (CMMS)… “. Section 2.4, page 39, states that the Government will provide “prior CMMS data” to the contractor. Is the “prior CMMS data” on a web-based CMMS, and, if so, will that CMMS be available to the contractor?
A.81: The current system is web based and the data will be made available to the Offeror.
Q.82: RFP Section 2.1, page 37 provides for Government Furnished Property. Will the Government supply an office, telephone service to outside of the facility, computer, office equipment, internet service?
A.82: The government will provide an office space and telephone services only.
Q.83: RFP Section 4.2, page 43. Who is the manufacturer of the BAS system and what is the model?
How many points does it cover? What buildings does the BAS service? The buildings that are not serviced by a BAS, is there a plan to install a BAS in the future?
A.83: The BAS system in the Scott and Sheridan Buildings is Siemens; there is no BAS system in the Sherman Building. No, there is not a plan to install BAS in buildings that are not currently serviced by a
BAS.
Q.84: RFP Section 4.3.3, page 51 Can AFRM provide the MFG, GPM number of cells for each of the cooling towers?
A.84: Sheridan 2 cell – 400 ton each – mfr. EVAPCO Scott 2 cell – 600 ton each – mfr. Baltimore Air Coil (BAC) North Converter 1 cell – 100 ton – mfr. Baltimore Air Coil (BAC)
Towers are usually sized in tonnage rather than GPM
Q.85: RFP Section 4.3.8.3, page 58 “The contractor shall prepare surfaces and paint all physical aspects/surfaces to include, but not limited to, walls, ceilings, trim, pipes, roofs, gutters, wooden benches, concrete columns, handrails, equipment, and other paintable surfaces as requested.” Please clarify this requirement. Is the contractor required to perform touch up painting only?
A.85: No.
Q.86: RFP Section 4.3.9, page 59 “The contractor shall provide commercial kitchen hood, electrical clothes dryers, hoods and dry exhaust cleaning services in compliance with standards set forth by the National Fire Protection Association (NFPA), International Kitchen Exhaust Cleaning Association (IKECA), and Occupational Safety and Health Act (OSHA). This work shall be performed between 7:30 p.m. and 4:00 a.m. to ensure cleaning operations do not interfere with normal operating hours of the kitchens or serving lines.” Can AFRH provide the equipment details for the exhaust system?
A.86: The COR will provide upon award.
Q.87: RFP Section 4.5.1, page 63. Please clarify the difference between the $750 threshold, the $1,200 threshold and the $3,500 threshold?
A.87: See answer to question # 33.

Q.89: RFP Section 4.6.1, page 65, states that the “…profit and G&A percentage stated in the contractor’s bid price for G&A and profit…” may be applied to the price for a PPR using the contractor’s staff. For PPR’s using a subcontractor, the contractor may add only G&A to the subcontractor price. The price sheet contained in Attachment A does not include a section for the contractor’s profit and G&A percentage. Where should this element of the bid be presented?

Q.90: RFP Section 4.6.2, page 66 requires that the contractor prepare and submit a price list for Preventive Maintenance in PPR covered areas or buildings, that is, in areas or buildings not covered by the Basic Requirements (reword). Q.92: Attachment D presents the hourly wage and benefit rates of the Collective Bargaining Agreement currently in force at the site. This material does not include other obligations, such as the entitlement to vacation, sick leave, and other types of paid leave. Will the Government provide the complete bargaining agreement? In addition, because the FAR clause 52.222-17 Non-Displacement of Qualified Workers is incorporated into this RFP, it is important for bidders to have seniority information about each current employee, in order to calculate the cost of assuming Paid Time Off obligations. Will the Government supply such a seniority list, showing title and initial start date?
