SUBJECT: UNITED STATES AFRICAN DEVELOPMENT FOUNDATION (USADF)
COUNTRY PROGRAM COORDINATOR (CPC) POSITION FOR RWANDA/BURUNDI
Dear Potential Applicants, The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF), is seeking applications from qualified Rwandan citizens living in Rwanda to provide services as a Country Program Coordinator (CPC) in Kigali, Rwanda under a Personal Services Contract (PSC), as described in the following solicitation: TFSAADF15CI0008. This document describes the job of the Rwanda/Burundi CPC. Please read it carefully.
This contract will be awarded for a Base Period of one (1) year and four (4), one (1) year Option Periods in accordance with the following Scope of Work (SOW) and Contract Terms and Conditions. Option periods are not guaranteed and will be exercised at the discretion of USADF based on the CPC’s performance.
The applicant assumes full responsibility for ensuring that their responses are received at the place as delineated herein and by the date and time identified above. The Respondent assumes full responsibility for ensuring electronic submissions are formatted in accordance with Security Requirements. REQUEST FOR RWANDA CPC APPLICATIONS
1.0 EVALUATION OF APPLICATIONS
1.1 QUALIFICATIONS
Applicants qualified for this position shall demonstrate, in the documents/information submitted and through the Application Evaluation Process described in Section 1.2, the ability to provide the services as described in the attached Scope of Work (SOW) as they apply to the following evaluation criteria:
(a) Evaluation Criteria 1 - Technical Capability
1. A bachelor’s degree from an accredited university in agriculture, business administration, management, public administration, finance, accounting, community development, economics, or a related field.
2. Five years of professional experience in business development, finance, banking, auditing, monitoring and evaluation, and/or management of international development programs.
3. Experience working with marginalized groups and/or community-based enterprises in Rwanda and Burundi.
4. Experience managing client relationships, especially in a grants management, banking, business development, or international development context.
5. Fluency in the major local language of Rwanda and Burundi.
6. High level of fluency in spoken and written French and functional fluency in spoken and written English.
7. High level of motivation, personal commitment, and ethical standards
8. Experience with or education related to financial management/accounting
9. Experience auditing, monitoring, or evaluating international development programs.
10. Willingness and ability to travel extensively throughout Rwanda and Burundi.
(b) Evaluation Criteria 2 – Experience
1. Experience working with international donors
2. Experience with grant management or commercial/micro lending.
3. Knowledge of and commitment to USADF mission goals and priorities.
4. Experience with community needs assessments, mobilization,

1.2 APPLICANT EVALUATION PROCESS
The above criteria described in Section 1.1 will be evaluated for applicants in the following three (3) phases:
Phase I - Initial Review:
Applicants evaluated in Phase I who have provided all the required documents/information, appear to meet all criteria in Section 1.1, demonstrate the capability to provide the services as described in the SOW, and are evaluated with the highest scores will be moved to Phase II and will be scheduled for an interview.

Phase II - Interview
Interviews may be conducted either in-person in Rwanda or via a conducive electronic system.
2.0 AWARD
An offer for award will be made to the applicant receiving the highest score in Phase II, considering references and availability. If the offer is not accepted, the Government reserves the right to make an offer to the next preferred applicant without further discussion.
The Contractor shall obtain a satisfactory background clearance through the United States Embassy within ninety (90) days of the effective date of the contract. This background check will be initiated and costs assumed by USADF.
SCOPE OF WORK (SOW)
JOB DESCRIPTION RWANDA COUNTRY PROGRAM COORDINATOR (CPC)
1.0 GENERAL FUNCTION OF POSITION
The purpose of the Country Program Coordinator (CPC) is to assist the United States African Development Foundation (USADF) in fulfilling its administrative oversight and program management responsibilities of grant agreements in Africa.
The CPC reports to the USADF Regional Program Director. The CPC manages the CPC office staff, which usually includes one Administrative Assistant and one Driver.
2.0 SUMMARY OF WORK RESPONSIBILITIES
The CPC shall perform the following:
Project Identification and Screening (30%): The CPC shall support and document the receipt of grant applications, conduct the initial screening and sorting of applications, and present candidate applications to Regional Director (RD). In accordance with RD instructions, the CPC conducts site visits and prepares site visit reports of select applications. The CPC is responsible for maintaining correspondence with all applicants on the status of grant applications. Under the direction of the RD the CPC shall orient the grantee to the USADF grant agreement. The CPC may also be asked to conduct outreach activities to publicize USADF’s country program and encourage groups to apply.
Monitoring (40%): The CPC shall use site visits to gather observations and grantee feedback and report to the RD on 1) the quality of the financial management systems implemented by the grantee, including any potential for waste, fraud, or abuse of grant funds; and 2) the effectiveness of the in-country partner’s support of grantees. The CPC shall conduct at least one site visit to every grantee at least once every two years, or as determined by an annual monitoring plan established with the RD. The annual monitoring plan shall ensure that all grantees receive a site visit at least once per year from the CPC, the RPD, or other USADF/Washington program staff.
The CPC shall provide a site visit report for each grantee site visit, as well as monthly CPC reports and bi-annual assessments of the partner’s performance. In special cases the site visit may also include remediation activities as directed by the RD. The CPC is expected to be familiar with the status of grantees by reviewing grantee quarterly reports and grantee disbursement requests on a timely basis.
Close-Out (15%): The CPC shall conduct final financial reconciliations and provide other services in support of grant close-out activities and grant audit follow up activities as directed by the RD.
Management & Coordination (15%): The CPC shall manage the CPC office. This includes managing the use of funds and maintaining accurate financial records, performing monthly bank reconciliations of the CPC bank account, submitting monthly financial and activity reports, and ensuring the proper use and maintenance of USADF assets. The CPC is responsible for the supervision of support staff. The CPC shall assist in the coordination of USADF related visits and events associated with USADF/W staff. The CPC shall also, on a limited basis, interface with outside stakeholders on behalf of USADF as directed by the RPD.
3.0 SALARY AND BENEFITS
A salary will be fixed and paid monthly in U.S. Dollars. The Base Period gross annual salary will not exceed USD 57,392.89.
The base compensation may be increased annually at the time the option is exercised based on:
(1) availability of funds; (2) cost of living increases per an index of annual inflation; and/or (3) employee’s annual performance appraisal. Contractor may be eligible to receive an annual performance award based on a performance rating of outstanding or meritorious. The amount of award shall be governed by USADF policy on payment of bonuses to personal services contractors. USADF shall pay any such bonus earned in a lump sum.
Relocation and travel costs will not be paid for or reimbursed to the Contractor. Compensatory and overtime shall be performed only with prior approval from the Contractor’s supervisor.
The following benefits and allowances are provided:
• Annual & Sick Leave - Two (2) days of annual leave are provided per month, and sick leave will accrue in accordance with Rwandan Law.
• Contribution toward Health Insurance can be paid for a policy premium based on invoice from medical provider. The maximum amount provided for medical costs cannot exceed 80% of the cost shown from invoice submitted to USADF, up to USD 1,000 annually.
• Employer’s Required Social Security Contribution
• Leave allocation payable in a lump sum in each contract year, based on one month’s salary.
Local Taxes: The Personal Services Contractor is required to provide payment of relevant taxes in the host country per local laws and regulations. USADF withholds and the local office makes a monthly payment to the Rwanda Revenue Authority to be sure that taxes are paid. This procedure is also applied to Social Security. If the Contractor holds dual citizenship with the United States, USADF shall withhold the required amount(s) and make payments to the proper authorities on behalf of the Contractor. USADF shall report the Contractor’s income to the Internal Revenue Service and shall issue a W-2 to the contractor at the appropriate time.
4.0 CONTRACT TYPE
This contract will be firm-fixed price in U.S. Dollars with Prospective Price Redetermination at option periods.
5.0 CPC/ USADF RELATIONSHIP
a. The Contractor acknowledges that this contract is important in support of USADF/Rwanda operations and agrees that his/her duties shall be carried out in such a manner as to be fully commensurate with the responsibilities that this entails. Favorable relations between the Foundation and the Government and people of Rwanda require that the Contractor show respect for the conventions, customs, and institutions of Rwanda and not become involved in any illegal activity.
b. If the Contractor's conduct is not in accordance with 5.0.a, the contract may be terminated.
c. It shall be recognized at all times, the Contractor is engaged by contract and that he/she is not an employee or official of USADF. If, at any time during the effective period of this contract, the Contractor should be appointed to a regular position in USADF or elsewhere in the service of the U.S. Government, this contract will automatically terminate.

52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS (MAY 2015)
INVOICES/PAYMENTS
The Contractor shall submit invoices and timesheets to the RPD or designee for time worked on a monthly basis. Any overtime hours claimed must be accompanied by the associated written request and RPD advance approval for compensatory time off as indicated in Article 7. Payment shall be made upon approval of the invoice, timesheet, and required reports by the RPD by electronic fund transfer.
1052.201-70 CONTRACTING OFFICER’S REPRESENTATIVE (COR) APPOINTMENT AND
AUTHORITY (APR 2015)
(a) The COR(s) will be named on the award form. Should a change to the COR(s) be necessary in the future, they will be named on the modification SF-30.
(b) Performance of work under this contract is subject to the technical direction of the COR identified above, or a representative designated in writing. The term “technical direction” includes, without limitation, direction to the contractor that directs or redirects the labor effort, shifts the work between work areas or locations, and/or fills in details and otherwise serves to ensure that tasks outlined in the work statement are accomplished satisfactorily.
(c) Technical direction must be within the scope of the contract specification(s)/work statement.
The COR does not have authority to issue technical direction that:
(1) Constitutes a change of assignment or additional work outside the contract specification(s)/work statement;
(2) Constitutes a change as defined in the clause entitled “Changes”;
(3) In any manner causes an increase or decrease in the contract price, or the time required for contract performance;
(4) Changes any of the terms, conditions, or specification(s)/work statement of the contract;
(5) Interferes with the contractor's right to perform under the terms and conditions of the contract;
or
(6) Directs, supervises or otherwise controls the actions of the contractor's employees.
(d) Technical direction may be oral or in writing. The COR must confirm oral direction in writing within five workdays, with a copy to the Contracting Officer.
(e) The Contractor shall proceed promptly with performance resulting from the technical direction issued by the COR. If, in the opinion of the contractor, any direction of the COR or the designated representative falls within the limitations of (c) above, the contractor shall immediately notify the Contracting Officer no later than the beginning of the next Government work day.
(f) Failure of the Contractor and the Contracting Officer to agree that technical direction is within the scope of the contract shall be subject to the terms of the clause entitled “Disputes.”
1052.210-70 CONTRACTOR PUBLICITY (APR 2015)
The Contractor, or any entity or representative acting on behalf of the Contractor, shall not refer to the supplies or services furnished pursuant to the provisions of this contract in any news release or commercial advertising, or in connection with any news release or commercial advertising, without first obtaining explicit written consent to do so from the Contracting Officer. Should any reference to such supplies or services appear in any news release or commercial advertising issued by or on behalf of the Contractor without the required consent, the Government shall consider institution of all remedies available under applicable law, including 31 U.S.C. 333, and this contract. Further, any violation of this clause may be considered during the evaluation of past performance.
52.203-17 CONTRACTOR EMPLOYEE WHISTLEBLOWER RIGHTS AND REQUIREMENT TO INFORM
EMPLOYEES OF WHISTLEBLOWER RIGHTS (APR 2014)
(a) This contract and employees working on this contract will be subject to the whistleblower rights and remedies in the pilot program on Contractor employee whistleblower protections established at 41 U.S.C.
4712 by section 828 of the National Defense Authorization Act for Fiscal Year 2013 (Pub. L. 112-239) and
FAR 3.908.
(b) The Contractor shall inform its employees in writing, in the predominant language of the workforce, of employee whistleblower rights and protections under 41 U.S.C. 4712, as described in section 3.908 of the Federal Acquisition Regulation.
(c) The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts over the simplified acquisition threshold.
1052.203-99 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL
CONFIDENTIALITY AGREEMENTS (DEVIATION 2015-00003) (MAR2015)
(a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.
(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d)(1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the Contractor is not in compliance with the provisions of this clause.
(2) The Government may seek any available remedies in the event the contractor fails to comply with the provisions of this clause.
52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor before the contract expires.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within the final 30 days of each contract period; provided, that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
52.232-39 UNENFORCEABILITY OF UNAUTHORIZED OBLIGATIONS (JUN 2013)
(a) Except as stated in paragraph (b) of this clause, when any supply or service acquired under this contract is subject to any End User License Agreement (EULA), Terms of Service (TOS), or similar legal instrument or agreement, that includes any clause requiring the Government to indemnify the Contractor or any person or entity for damages, costs, fees, or any other loss or liability that would create an Anti-Deficiency Act violation (31 U.S.C. 1341), the following shall govern:
(1) Any such clause is unenforceable against the Government.
(2) Neither the Government nor any Government authorized end user shall be deemed to have agreed to such clause by virtue of it appearing in the EULA, TOS, or similar legal instrument or agreement. If the EULA, TOS, or similar legal instrument or agreement is invoked through an “I agree” click box or other comparable mechanism (e.g., “click-wrap” or “browse-wrap” agreements), execution does not bind the Government or any Government authorized end user to such clause.
(3) Any such clause is deemed to be stricken from the EULA, TOS, or similar legal instrument or agreement.
(b) Paragraph (a) of this clause does not apply to indemnification by the Government that is expressly authorized by statute and specifically authorized under applicable agency regulation and procedures.
52.232-40 PROVIDING ACCELERATED PAYMENTS TO SMALL BUSINESS SUBCONTRACTORS (DEC
2013)
(a) Upon receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor.
(b) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act.
(c) Include the substance of this clause, including this paragraph (c), in all subcontracts with small business concerns, including subcontracts with small business concerns for the acquisition of commercial items.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
