Acceptance of the order in accordance with (IAW) FAR 13.004 constitutes acceptance of all terms and conditions contained herein.

And Video Surveillance Services or Equipment
52.212-1 Instructions to Offerors - Commercial Items Mar 2020
Completion of FAR Provisions and Clauses:
The offeror shall complete and provide with the quotation the provision at FAR 52.204-24 Representation
Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Dec 2019).
Offerors shall check the applicable box in paragraph (d) of the provision at FAR 52.204-24.
52.212-2 Evaluation – Commercial Items Oct 2014
The provision at Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items is not applicable to this solicitation. It is anticipated that this purchase order will be awarded on a sole source basis.
In lieu of this provision, quotes will be evaluated in accordance with Federal Acquisition Regulation (FAR)
13.106-2 based on the criteria listed below. Award will be made to the lowest priced offeror rated technically acceptable.
Technical Capability: Technical Capability will be evaluated to determine an overall rating of “acceptable” or “unacceptable”. This will be determined by evaluating the ability of the offeror to provide a sound, compliant approach that meets all requirements listed in the Statement of Work (SOW) and demonstrates a thorough knowledge and understanding of the requirements. It is the contractor’s responsibility to ensure that their quotation clearly demonstrates their ability to perform these requirements.
All offerors must provide the following minimum information and documentation with their quotations:
Ability of the offeror to meet the Delivery requirements listed in the SOW.
Detailed explanation of any requirement listed in the SOW that cannot be successfully accomplished by the offeror.
Current FAA Repair Facility certificate for the exact category of components specified in the SOW, and/or US Air Force certification/acceptance of same type work performed on the components specified by the SOW. Offerors that have completed work for the USCG in the past need only provide this information if it has changed or been updated since the last time work was performed.
If the offeror is an Original Equipment Manufacturer (OEM) authorized repair facility and has not previously been approved by the USCG to complete these repairs, they must provide proof with their quote (such as a letter from the OEM) stating that the offeror is approved to complete the repairs. If the offeror does not have proof, then they must provide the additional information listed below.
Offerors, other than the OEM or a proven OEM-authorized repair facility, must also provide the following additional documentation. Failure to provide all of the documentation with the quotation may result in the quotation being eliminated from evaluation.
Detailed explanation of the offeror’s ability to overhaul the Valve, Control Flow. A simple statement of capabilities will not suffice. The offeror must address how they will accomplish the requirements of the SOW.
Traceability to the OEM or OEM authorized distributers showing that the offeror will be able to obtain the parts necessary to repair components is required. The Offeror shall submit proof showing that they will be able to obtain all required consumable or replacement parts from either the OEM or
OEM authorized distributor.
Price: The contractor shall provide pricing as requested in the attached spreadsheet titled “Requirements -
70Z03820QH0000099”. Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror’s quotation will be evaluated using one or more of the techniques defined in FAR 13.106-3, in order to determine if it is fair and reasonable.
Evaluation Method:
Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical rating, the process will continue in order of lowest priced offer until the lowest priced, technically acceptable offer is identified.
