Technical Ordering Data - Load Indicating Devices - Electronic
Contract Number __________________________________________
1. A signed Certificate of Compliance is required which validates and states the Load Indicating Device Assemblies meet items 1.1 thru 1.14:
1.1. Specifications - Meet ASME B30.26 requirements, 26-1(Shackles) and 26-6 (load indicating devices).
1.2. Material Load Indicator: The load bearing elements of the load indicator have no cast iron parts.
Precipitation hardened stainless steel (e.g., PH 17-4) load bearing elements are age hardened at a minimum temperature of 1025 F. The material composition and heat treatment of aluminum meets the requirements for ASTM B211. The material composition of steel load bearing elements is in accordance with the requirements of Federal Specification RR-C-271 or ASTM A564/A564M. Attachment Shackles are forged steel and meet the technical requirements of Federal Specification RR-C-271 for material composition (Grade A or B as applicable).
1.3. Hardness The load indicator steel load bearing elements have a hardness value of less than or equal to 40 HRC. (This does not apply to the attachment shackles)
1.4. Surface Treatment Load Indicator: The load indicator load bearing parts, steel flexing beams, which require non-destructive testing, are free of all types of surface treatments such as paint, galvanizing or plating. Attachment Shackles: Shackles have NO surface treatment such as paint, galvanization or other coatings. No RFID device installed. Exception: less than 0.002 inches of nickel plating is acceptable.
1.5. Minimum Factor of Safety Load Indicator: The load bearing parts of the load indicator have a minimum safety factor of 5:1 for steel and 7:1 for aluminum, based on the minimum ultimate strength. Attachment Shackles: The shackles have a minimum safety factor of 5:1.
1.6. Disassembly/reassembly - The manufacturer authorizes disassembly/reassembly of the load indicating device assembly to perform periodic load testing.
1.7. Accuracy The accuracy of the load-indicating device is minimum +/- 0.5% of full range.
1.8. Calibration The load indicating device is capable of being calibrated using standard industrial calibration equipment
1.9. Remote Readout The remote readout is readable from a distance of 10 feet in both daylight and low light conditions. The display reads a minimum of seven digits and calibrated for pounds. Maximum display increments are be 200 lbs for 200,000 lbs and greater load indicators, 100 lbs for 100,000 lb load indicators and 50 lbs for the 50,000 lbs and lower load indicators. The readouts have a minimum range of 150 feet.
1.10. Protection against Inadvertent Disassembly The load indicator is restrained or manufactured so it does not inadvertently disassemble (e.g. due to rotation of the handling equipment below the load indicator.).
1.11. Battery Batteries for both the load indicator and remote readout have a minimum use time of 20 hours.
For rechargeable batteries the vendor shall provide a charger. The load indicator shall have the ability to attach an external cord for a backup battery.
1.12. Operating Frequency The load indicator and readout is compliant with Part 15 of F.C.C. Rules and Regulations.
1.13. Marking the load indicator and shackles are
(Serial # and model#) and safe working load to provide traceability of the item to the manufacturer.
1.14. General The load indicator is capable of operating in an outdoor environment (temperature, humidity, rain) without causing damage or affecting the operation of the entire load indicating system. The load indicator operates within -14 degrees Fahrenheit to 104 degree Fahrenheit.

2. A Data Report is required, which provides the information in items 2.1 and 2.2 below.
2.1. Periodic Load Testing For the load indicating device assembly, the manufacturer shall either 1) provide authorization for periodic load testing between 150% and 155% of the manufacturer's rated capacity/working load limit or 2) provide the recommended maximum periodic test load, and provide a statement that the periodic load test as specified above will not damage, cause permanent deformation or affect the operation or warranty of the load indicating device and shackle attachments.
2.2. Shackle Defect removal The manufacturer shall authorize in writing, defect removal by grinding, provided that such reduction anywhere on the shackle or pin does not reduce the cross-sectional diameter of the bow to less than 90% or the pin diameter to less than 95% of the corresponding dimension (D or P) shown in Fed. Spec. RR-C-271. Grinding shall longitudinally follow the contour of the shackle or pin and be contoured with a 3:1 taper.
3. A signed Certificate of Proof Test for each Electronic Load Indicating Device Assembly (identified by a unique serial number) for the following test and inspections:
3.1. Static Load Test as an Assembly Load test the load
indicator and attachment shackles as an assembly to 200% to 20 based on certified weights or as indicated on load indicating devices. Hold the load test for a minimum of 10 minutes.
3.2. Visual Inspection - After the proof test, the manufacturer shall visually inspect the load indicating device and attachment shackles for damage such as nicks, gouges, cracks or other defects that could reduce the load bearing capacity.
3.3. Magnetic Particle (MT) and Liquid Penetrant (PT) Inspection
- Following load testing, all accessible surfaces of the Load Bar (bearings removed) and attachment shackles shall be (for steel) Magnetic Particle Inspected (MT) or (for aluminum) Liquid Penetrant inspected (PT) per NAVSEA Technical Publication T9074-AS-GIB-010/271, (TP-271), requirements for Non-Destructive Testing Methods. Acceptance criteria shall be per MIL-STD-2035, latest revision.
4. Two sets of operating and instructions manuals are required which have detailed maintenance, operational, calibration, troubleshooting procedures, and detailed drawings showing complete construction of the Load indicating device
The Contractor shall extend to the Government the full coverage of any standard warranty normally offered in similar sale, provided such warranty is available at no additional cost to the Government.
6. Failure to provide the Contract Data Requirements Lists (CDRLs) above shall be cause for rejection of this material.
7. Changes to specifications or technical requirements are NOT ALLOWED without Shipyard (Code 2370.21) approval via the Administrative Contracting Officer (ACO).
