About this file
This technical specification provides requirements for procuring a synchronized hydraulic lifting system for portal crane maintenance at Naval Base Kitsap Bangor, Delta Pier. The system must include a split flow electrically driven hydraulic pump with a minimum 150 cubic inches per minute flow rate and 10,000 PSI operating pressure. Two double acting lifting cylinders rated at a minimum of 200 tons at 10,000 PSI with 11" stroke and lock nuts are required. Four compatible hoses with 50' length and 10,000 PSI rating and all necessary fittings and manuals must also be provided. The related federal contract opportunity posted by Defense Logistics Agency Land and Maritime seeks offers for this split flow pump and entire lifting system as specified in the technical requirements.

Technical Specification Portal Crane Jacking System
21 July 2023
BACKGROUND:
This specification provides technical requirements for procuring a synchronized hydraulic lifting system to jack portal cranes during a maintenance. This jacking system is to be used for portal crane maintenance at Naval Base Kitsap Bangor, Delta Pier. The pier structure limits the lifting methods that can be used to lift portal cranes in a safe efficient manner. Use of a synchronized system to jack both sides of a portal crane together will reduce pier loading from the single jacking point method that was previously used.
SYSTEM TECHNICAL DETAILS:
This specification will provide the technical requirements for procuring a synchronized hydraulic lifting system. The technical requirements will be split among the major components, the pump, hydraulic cylinders, and miscellaneous accessories. The synchronous lifting system is to be purchased as a complete system from a single manufacturer to ensure compatibility. The lifting system manufacturer shall be a company with a minimum of 10 years’ experience specializing in the design and manufacture of hydraulic lifting equipment.
Pump:
1. The hydraulic pump shall be an electrically driven split flow pump.
2. The pump shall have a minimum of 4 split flow outlets with equal flow rate.
3. At a minimum, the hydraulic pump shall have a 10000 psi operating pressure, 150 cubic inches per minute flow rate, and a 40 gallon reservoir.
4. The pump motor shall be powered by 460V, 3ph, 60hz.
5. Jacking cylinders are to be controlled via a hand held pendant connecting to the split flow pump control panel.
6. The split flow pump shall be suitable for single or double acting jacking cylinders.
7. The pump is to be capable of individual or simultaneous operations of outlets for advancing, holding, and retracting single or multiple jacking cylinders.
8. Each pump outlet shall have a pressure gage and adjustable relief valve.
Lifting Cylinders:
1. The system shall be provided with a quantity of 2 hydraulic lifting cylinders.
2. The lifting cylinders are to be double acting and rated at a minimum of 200 tons (400,000 lb) at 10000 psi.
3. The lifting cylinders shall have a stroke of at least 11”.
4. The lifting cylinders shall have a lock nut to lock the cylinder position.
Miscellaneous Accessories:
1. The system shall be provided with 4 hydraulic hoses, to operate 2 double acting cylinders together, that are compatible with the cylinder connections and split flow pump outlets.
2. Hydraulic hoses shall have a nominal 50’ length and a minimum of 10,000 psi working pressure rating.
3. Any additional fittings or hardware required to plumb and operate the lifting system shall be provided.
4. Two copies of applicable operation, maintenance, and parts manuals for the jacking system components shall be provided. One copy can be an electronic (pdf format) copy.
