FEDERAL SUPPLY SCHEDULE
FAR SUBPART 8.405-6
I recommend the use of limited sources procedures for the acquisition of the following supplies or services available under Federal Supply Schedules (FSS). This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) Program--Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies.
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY:
Requiring Activity: Department of Treasury, Departmental Offices (DO) Contracting Activity: Internal Revenue Service, Office of Procurement
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:
The purpose of this is to extend the period of performance of TDOX10F0032 with Symplicity Corporation on a firm fixed price basis up to six months in accordance with FAR 52.217-8 Option to Extend Services. The services associated with this extension include hosting and maintenance of the Treasury Integrated Print Procurement System (TIPPS).
3. DESCRIPTION OF SUPPLIES OR SERVICES AVAILABLE FROM FSS
TIPPS is a web-based business process management solution that supports the Department of the Treasury, Printing and Graphics Division, with daily business operations. The Departmental Offices requires hosting and maintenance of TIPPS until a follow-on contract is awarded.
Period of Performance: October 1, 2014 – March 31, 2015.

FAR 8.405-6(a)(1)(i)(A) – An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
X FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
FAR 8.405-6(b)(1) -- The item is peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
11. JUSTIFICATION
A. DEMONSTRATION THAT THE PROPOSED FSS CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE
OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED.
Symplicity Corporation is required to provide continued hosting and maintenance support of TIPPS.
In 2005 Symplicity developed TIPPS and are the only vendor capable and knowledgeable of its operations and requirements to ensure that the System is properly hosted and maintained until a follow-on contract is awarded. A lapse in service would result in Printing & Graphics (P&G) Division being unable to complete its mission. For example, new orders could not be filed; riders from other agencies could not be submitted, evaluated, or completed; all three branches of the division would be unable to track their work, notify customers of progress, or note government time and materials used for projects; historical data going back to 2006 could be lost, depriving the government of data to evaluate P&G performance; significant retraining of government personnel in Treasury and supported Bureaus to email rather than file orders in TIPPS; loss of fidelity in orders filed via email, such as quantities or deadlines not being specified; branches of P&G would have increased difficulty coordinating even basic tasks, such as handing off jobs to each other; work in progress would be at risk to be missed in transition.
B. DETERMINATION BY OTHE ORDERING ACTIVITY CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).
The Contracting Officer will determine the extension price to be fair and reasonable by comparing it to historical data and by ensuring the price is in accordance with FAR 52.217-8.
C. DESCRIBE THE MARKET RESEARCH THAT WAS CONDUCTED, OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED, AND THE RESULTS OF THE RESEARCH (E.G., SEARCH ON E-LIBRARY AT HTTP://WWW.GSA.GOV/FSS; HISTORICAL ORDERING INFORMATION, FEDBIZOPPS SYNOPSIS).
SYNOPSIS IS NOT REQUIRED FOR FSS PROCUREMENTS, BUT MAY BE USED. ALSO, LIST ANY FSS SOURCES THAT EXPRESSED AN INTEREST IN WRITING IN THE ORDER AND THE RESULTS OF THAT
INTEREST.
Market research was conducted for the initial award with GSA Federal Supply Schedule contracts.
However, market research was not conducted for this action as it is an extension of the current award per FAR 52.217-8.
D. ANY OTHER FACTS SUPPORTING THE JUSTIFICATION:
The independent government cost estimate.
E. LIST THE ACTIONS THE BUREAU WILL TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITIONS FOR SIMILAR SUPPLIES
OR SERVICES.
The Government is currently working to establish a new contract for this requirement.
F. STATEMENT THAT REQUIREMENT DOES NOT RESULT FROM A LACK OF PLANNING OR THE EXPIRATION
OF FUNDS.
The extension of the current contract will enable solicitation and award of a new contract without a lapse in service. Therefore, the extension of services provided by the contractual authority of FAR 52.217-8 will be executed to extend services until the start of the follow-on contract.
