SOURCES SOUGHT SYNOPSIS

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organization or small business programs. The Government is not obligated to, and will not pay for any information received from potential sources as a result of response to this Sources Sought. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for, or award a contract. Unless otherwise stated herein, no solicitation regarding this announcement is available. Requests for the same will be disregarded. Please be aware that all information submitted in response to this request, whether written, oral, electronic, graphic, or any other medium, may be subject to disclosure upon receipt of a proper Freedom of Information Act request from any person. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender.

The Air Force Life Cycle Management Center, Space, Aerial & Nuclear Networks Division (AFLCMC/HNAG) is seeking qualified sources with whom to engage in cost and capability discussions in planning for the development of an Inc II to the 5th to 4th Generation Fighter Gateway; this second increment would include a multi-domain adaptable processing capability for gateway operations. The industry day processes and procedures will be further coordinated with qualified respondents to this sources sought.

Background: The 5th to 4th Gen Gateway is intended to provide a communications pathway between 5th generation fighter aircraft (F-22s and F-35s), and 4th generation aircraft equipped with Link-16. The gateway will be hosted on an F-15C to exchange data to support cooperative tactics while operating in contested airspace.

The prospective Inc II of the 5th to 4th Gen Gateway must provide 3 primary capabilities beyond the first increment:

-An Infra-Red Search and Track (IRST) sensor, which serves as an alternative to the host platform radar, to search for and track airborne targets

-Beyond Line of Sight (BLOS) access to National data service providers -A Multi-Level Security (MLS) track correlation and data fusion processor, connected to multiple data domains, to create an advantaged Common Tactical Picture (CTP).

Scope: Increment II must use an IRST sensor. The developer must also develop a means for maintaining Satellite Communications (SATCOM) in a dynamics air environment. Finally, using information gather from IFDL, MADL, on-board IRST, National Technical Means (NTM), and Link-16, the developer must be able to create a MLS CTP to share through Link-16.

Other Requirements:

· Demonstrated capability in providing a radio solution guaranteeing interoperability with F-22 over the IFDL data link, and F-35 over the MADL data link.

· Demonstrated ability to support messaging as follows:

· IFDL – Block 3.1, Block 3.2A, Block 3.2B, and Widenet Reuse

· MADL – Current fielded release and ability to support future releases

· Demonstrated results of flight testing of the radio interoperating with F-22 and F-35 simultaneously

· Demonstrated, existing capability for configuration management of the IFDL and MADL waveform versions, to include updates driven by the F-22 and F-35 program, planned message format updates, and other improvements that come from the F-22 and F-35 baseline programs

· Demonstrated capability to meet DD Form 254 requirements for:

· COMSEC

· NATO

· For Official Use Only (FOUO)

· Receive and Generate Classified Material,

· Fabricate, Modify, or Store Classified Hardware

· Require a COMSEC Account

· Have TEMPEST Requirements

· Have Operations Security (OPSEC) Requirements

· Defined and compatible roadmap for updates to the hardware and software to support future versions of the IFDL and MADL waveforms consistent with F-22 and F-35 program objectives

· Capability to provide and support hardware, software, tools and capability for integration, troubleshooting, data collection and debug via a ‘development kit’ of the radio

· Demonstrated ability to meet Multi-Level Secure (MLS) requirements of F-35 and F-22 for the subject waveform.

· Demonstrated capability for components to perform and interface in an Open Mission System (OMS) infrastructure

· Demonstrated an ability to fuse and correlate data from multiple domains into a single CTP Data Submission Requirements: The Government requests that potential development and production contractors or contractor teams provide the following documentation:

1. A Statement of Interest (SOI) along with concepts and strategies to support the activities envisioned under an Advanced Airborne Datalink Terminal production effort.

2. A Statement of Capabilities (SOC) describing qualifications as a prospective production source. The Government will use information from the SOC responses to determine how many contractors are currently capable of meeting the Government's requirements.

3. Identify relevant domain (MADL, IFDL, LINK-16, IRST, NTM) experience and existing contracts with U.S. government agencies under which their proposed services would be considered within scope and might be procured, including contact information for the current government contracting officers for such contracts.

4. Respondents are also asked to identify if your business is Large, Non-profit, Small, Small Disadvantaged, 8(a), Woman-owned Small Business, Service Disabled Veteran-owned Small Business, or HubZone Small Business under North American Industry Classification System (NAICS) code (specify NAICS code and size standard using:

5. Identify the names of company personnel (including phone # and email address) participating in the discussions with the Government of the following functional areas (Note: Limit to one person per functional area):

Contract Program Security Manager (include direct contact data)

VP/Upper Management/Leadership

6. CAGE Code (as previously submitted), Physical Address, and Performance Address (if differs from CAGE Physical address)

7. DSS Authority Office if known

WRITTEN RESPONSE

The Government requests that interested offerors submit an electronic response in Microsoft Word or Adobe Acrobat format in the form of a “white paper” of not more than ten (10) one-sided pages, 8.5” x 11” paper, 12 pitch font, with a minimum of one (1) inch margins all around. Any charts and/or brochures will not be included as part of the ten (10) pages. All responses must be unclassified. Responsible sources having relevant experience may submit their white paper, via e-mail to Lori-Ann Dionne, Contracting Officer, lori-ann.dionne@us.af.mil and Contract Specialist Gregory Bailey, gregory.bailey.9@us.af.mil no later than 4:00 PM (Eastern Time), 8 April 2016. Responses received after this date and time may not be reviewed.

This Sources Sought is for planning purposes only, and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the Government as to the ultimate acquisition approach. AFLCMC will not release to any firm, agency, or individual outside the Government, any information properly marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any.

OMBUDSMAN PROGRAM. In accordance with AFFARS 5301.91, an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition announcement. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
