☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from AXIS for AXIS Q6010-E 60 Hz S Megapixel Outdoor Network Camera, AXIS Q6075-E 2 Megapixel Outdoor Full HD Network Camera, AXIS T91L61 Wall Mount for Network Camera, AXIS Q1700-LE 2 Megapixel Outdoor Full HD Network Camera, AXIS Q3628-VE, AXIS T8154 60W SFP MIDSPAN, AXIS T8129 PoE Extender, AXIS T8129-E Outdoor PoE Extender - Network (RJ45), RDR RP40-H PIVCLASS SE E LF STD HF STD/SIO/SEOS/FIPS/CAK 485HDX, RDR RPK40 H PIVCLASS SE E LF ST D HF STD SIO SEOS FIPS CAK 485HDX Hid Global HID pivCLASS RPK40-H Smart Card Reader, HID Reader RDR, ADVANCED INTELLIGENT DUAL READER CONTROLLER and Lenel Command Keypad. The estimated period of performance or lead-time for delivery is 11/1/2023.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The product(s) AXIS network cameras are current brand name and hardware that meets our current IT security plan. Second, Axis Communications network cameras meets all Federal Information Processing Standards (FIPS) compliance and are currently 100% of our current deployed hardware on a Video Management System.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Axis Communications network cameras meets all Federal Information Processing Standards (FIPS) compliance and are currently 100% of our current deployed hardware on a Video Management System.

The Protective Services Office prefers Axis cameras due to the longevity and reliability of the hardware.

The impact for changing the manufacture brand will increase the cost for the government from testing the hardware for system integration to our LENEL OnGuard Physical Access System. The time delays on IT testing and certification to add to the new hardware to the NASA government network. Finally, not keeping the AXIS hardware will require us to purchase new accessories, tools and mounting hardware for the new cameras.
