3. Rationale Justifying Use of Cited RegulatoryAuthority.

a.) ☒ The Items Described in Paragraph 1 Must Be Compatible In All Aspects

(Form, Fit And Function) With Existing Systems Presently Installed.

Parts/Components for Existing Equipment.

d.) ☐ Foreign Military Sales (FMS) Supported By A Case Letter.

This is a requirement to replace custom cable sets that were manufactured specifically for use with the Autotracking Antenna Systems (AAS). The original vendor of these cable sets is no longer in business. These cables must be made exactly to Original Equipment Manufacturer (OEM) specifications to maintain operability of the AAS and will require modifications (potting/molding) in order to meet the customer’s requirements. Tri-Tek Electronics is the only known vendor who can make the necessary modifications. Tri-Tek Electronics is a woman owned small business (under 500 employees) and has no known authorized distributors.

Tri-Tek Electronics for Autotracking Antenna Systems (AAS) have been tested and used under the harsh environmental circumstances including aboard US Naval vessels during live fire missile exercises with outstanding results. If another brand/manufacturer were procured, PA44 would need to evaluate and field test the unit before deploying them, which would cause unacceptable delays in the ability to rapidly deploy the AAS in support of live fire missile exercises. The average current lead time for custom cable sets of the type and quantity required is three (3) months.

The AAS are required to fulfill scheduled Sponsor requirements in four (4) months’ time. As Tri-Tek Electronics is already familiar with the requirement for the custom cable sets, no delay is anticipated. If procurement were delayed by competition, PA44 would be unable to meet the Sponsors’ requirements and would risk loss of support and funding to NSWC Corona.

4. Implication of Procuring anotherBrand/Manufacturer.

a.) ☒ Unacceptable Delays in Fulfilling the Agency’s Requirements.

b.) ☒ Substantial Duplication Of Cost To The Government That Is Not Expected

To Be Recovered Through Competition.

The associated cost to the government of identifying a potential alternate product, field-testing it, re-training staff, and transitioning all products to the new system is extremely large. An RFI would be required and would require two (2) months and approximately 120 hours to prepare, publish, and evaluate responses. To test the product, each mission will have a minimum of 100 engineers supporting (labor per event estimated at. In addition, the cost of operating the ship: fuel, shipboard crew (minimum 25), wear & tear, etc. will be in excess of per event. There is an associated cost with reserving the range for use, estimated at a minimum of per event. That is an estimated minimum of per event in labor, ship and range costs alone, with multiple events planned soon after the RDD. Although very large, that cost pales in comparison to the cost of incurring delays to the overall program and possibly even missing acquisition Milestone gates. That cost would measure in the tens of millions of dollars, if not hundreds of millions. Weapons tested onboard are slated for deployment onboard AEGIS Destroyers, each of which costs over to build and field for the US Navy.

For the reasons set forth in Paragraph 4.a., 4.b., NSWCCO has no plans at this time to compete future contracts for the types of supplies covered by this document. If another potential source emerges, NSWCCO will assess whether competition for future requirements is feasible.
