About this file
This document contains a justification and approval for a sole source award and information on a related federal contract opportunity. The justification and approval is for the procurement of a Low Frequency Attenuation Measurement System from Tegam Inc on a sole source basis to meet requirements that only the Tegam Model 1312 system can fulfill. The system will provide calibration capabilities from 30MHz to 1000MHz with attenuation levels from 10 to 70dB, improving measurement standards for the Navy. According to the justification, no other supplier can meet the probability of false acceptance rate of 2% up to 50MHz as required by the Navy's workload. Under the related federal contract opportunity, the Naval Sea Systems Command awarded contract N6426721P0119 to an unknown vendor for an unknown amount on September 24, 2021 to acquire the Low Frequency Attenuation Measurement System as a sole source non-competitive procurement.

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
NAVAIR METCAL currently plans to utilize the Tegam P/N 1312 system in over annual calibration workload hours in support of intermediate-level calibration laboratories ashore and afloat. The LFAMS procurement is a modernization project that significantly improves primary traceability for microwave variable attenuation measurements at the lab level as far as range and accuracy. This will eliminate current logistics issues created by long turn-around times and high support costs.
The Tegam System Model 1312 is the only system that has the capability of providing a Probability of False Acceptance (PFA) rate of 2% required by the current workload for step attenuation calibration up to the 50 MHZ range with attenuation levels from 10 through 70 dB. These step attenuators include but are not limited to the Weinschel AF119A99-43, Keysight 355D, Keysight 8496G, Keysight 8496H and HP 11812A Verification Kit. Each of the fore mentioned items aligns RF & Microwave Support Equipment across the fleet.
The impact of delaying this procurement would result in a decrease in calibration standard readiness in the standard attenuation measurement area from 0 (zero) to 100 dB and from 30MHz to 1000 MHz ranges. This readiness delay would affect the calibration of spectrum analyzers, signal generators, modulation meters, navigation test sets and radar signal simulators reaching across multiple aircraft platforms reducing ready for aircraft.
Shown is an example of a potential system development path, based on estimates of what would be required to meet all system requirements. In the example below, six attenuation measurement system components were developed for incorporation into an existing low frequency attenuation measurement system. The cost for development of each of the devices were, in almost every case, more than the cost of one inductive voltage divider. The material costs are for the procurement or development of the Low Frequency Attenuation Measurement System (LFAMs). The full

A Sources Sought Notice (SSN) was posted on the Beta.Sam requirement to Tegam Inc. The posting was issued on 14 March 2021 and closed on 20 March 2021. One response was received from Tegam at the close of the SSN.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable. Significant (or similar) quantities of this requirement have been purchased from this offeror in the past and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.
8. Actions to Remove Barriers to Future Competition
For the reasons set forth in Paragraph 5, Corona Division, Contracts Department, Code 02 has no plans at this time to compete future contracts for the types of items covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
