About this file
This justification and approval document authorizes a sole source award of a contract to Phillips Corporation for the procurement of a HAAS 5-axis gantry mill, coolant system, internal high-voltage isolated transformer, auger chip, and IUID tag plate. The total estimated value of this acquisition is $1,000,000, which will be funded with Fiscal Year 2021 Weapons Procurement, Navy funds. The justification provided is that Phillips Corporation is the only source able to meet the Naval Sea Systems Command, Naval Surface Warfare Center, Corona Division's minimum requirements as set forth in the statement of work, which includes expanding the machining capability of the Measurement Science and Engineering Department's machine shop to accommodate work such as the MK25 canister conversion for the Vertical Launching System. The contract was awarded to an unknown vendor for an unknown amount on May 7, 2021 under solicitation number N6426721Q0039.

The total estimate value of this acquisition is and will be funded with Weapons Procurement, Navy (WPN) funds. The table below depicts the type of funding as well as the estimated amount for fiscal year 2021.
FY21 Total
WPN
The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The Navy Gage and Standards Laboratory Machine Shop located in the Measurement Science and Technology Laboratory (MSTL) has a requirement to increase the machining capability for the Precision Machining and Tooling Section. In order to meet this requirement, Code MS24 requires the acquisition of one (1) HAAS 5-Axis Gantry Mill.
The HAAS 5-Axis Gantry Mill will expand the machining capability of the Machine Shop. The gantry mill is for complex, large-part machining that would be able to accommodate current and future work in the machine shop like the MK25 canister conversion work for Vertical Launching System (VLS). The 5-axis capability allows for machining to happen on a work piece that stays stationary, the cutting tool works around the work piece.
The benefits of the 5-axis gantry mill are:
The ability to machine complex parts, which increase the Machine Shop’s machining capacity and increase the amount of work they will be able to produce Fewer work piece setups are needed, which saves labor time and increases safety by not having to move large work pieces constantly Provides better accuracy while machining, which decreases scrapped pieces or defects on work pieces Reduces the need to special fixtures to machine, which reduces costs Better surface finishes, which increase quality of work pieces other responses were received. In conclusion, Phillips Corporation was the only source able to meet the Government’s minimum requirement in the Statement of Work.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the item covered by this J&A will be fair and reasonable. The Contracting Officer will use costs from the current contract to determine that the final price to the Government is fair and reasonable. This information should be sufficient to support the fair and reasonable cost determination of this procurement.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Corona Division, Contracts Department, Code 02 has no plans at this time to compete future contracts for the types of items covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
